INVITATION FOR BIDS (Competitive) (Chapter 103D, 303 HRS)Temporary Staffing to provide Program Management Support for the Executive Office on AgingSCOPE OF SERVICESThe Scope of Work consists of program management support on a temporary basis at the Executive Office on Aging (EOA) for federal programs housed under the Advocacy, Education, and Outreach Section (AEOS). Programs include the Senior Medicare Patrol (SMP) program, Hawaii State Health Insurance Assistance Program (SHIP), Long-term Care Ombudsman Program, and the Medicare Improvements for Patients and Providers Act (MIPPA) Program.Preferred Experience:Gerontology or working directly with the senior populationManaging a federal grantVolunteer program management and coordinationBuilding partnerships with community organizationsCoordinating marketing activities (media, website, advertising, collateral)Project planning, implementation, and evaluationHealth care or working with Medicare or MedicaidBudget management and reportingContracting or working with requests for proposalsResearch and data analysis experiencePreferred Skills:Must have professional phone etiquette and customer service skillsMust be patient, a good listener, and enjoys working with senior volunteersMust be organized and detail-orientedMust be able to prioritize key tasks to adhere to hectic deadlinesMust be able to train volunteers and partners on health-related topics Must have effective verbal and written communication skillsMust be comfortable with community presentations for small to large groupsMust be proficient with social media and marketing strategiesMust be able to analyze data to determine evaluate program effectivenessMust be proficient in using Microsoft Word, Excel, PowerPoint, Outlook Mail, Outlook Calendar, and internet browsers. Must be competent with equipment and office machines such as desktop computers, laptops, conference phones, wi-fi hotspots and web conferencing equipment, printer, copier, scanner, fax, postage machine, telephone, and other equipment as needed. At a minimum the scope of work shall include the following:General Program Support:Assist staff with program operations and tasksEnter, track, and report data such as hours, mileage, activities, municate effectively with staff, volunteers, clients, and partner organizations via telephone, email, mail, newsletter, and in - personPrepare correspondence, proofread documents; update and mail forms and materials, and assist with training meeting preparation and facilitationPrepare electronic submissions and maintain organized e-filing systemDevelop strategies and tools to research and map current resourcesDevelop tools for tracking and reporting projects and initiativesManage website updates, support, and maintenanceParticipate in planning meetings, initiatives, committees, and other forumsRequirements:Possesses a college degree in business, social work, or related fieldInterested in working with the older adult populationAble to work during state hours: Monday through Friday, 7:45AM – 4:30PMHas effective communication skills, both written and verbalProficient in typing and computer skills Able to work in a fast-paced office, organized, able to multitask and prioritize Is reliable and dependableTERM OF CONTRACTThe term of this Contract shall commence on July 1, 2020 through June 30, 2023. Unless terminated, this Contract may be extended by EOA for specified periods of time not to exceed four (4) year(s) or for not more than four additional twelve (12) month period(s), upon mutual agreement and the execution of a contract modification. The Contract price may be adjusted prior to the beginning of each extension period and shall be subject to the availability of federal funding.The EOA may terminate the contract at any time upon fifteen (15) days prior written notice and is subject to the availability of funds.REQUIRED SUBMITTALS PRIOR TO AWARDContractor is advised that if awarded this solicitation, Contractor shall upon award of the Contract, furnish compliance with the requirements of §103D-310, HRS through Hawaii Compliance Express.Contractor must provide a Certificate of Insurance for general liability insurance for$2,000,000 combined single limit occurrence for bodily injury and property damage and automobile insurance for $1,000,000 each person and $1,000,000 per accident and property damage of $1,000,000 per accident. The State of Hawaii, Executive Office on Aging, its elected and appointed officials, officers, employees and volunteers shall be named as additional insured.Written proposals shall be electronically submitted via HIePRO no later than 12:00 p.m. on Monday, June 22, 2020. Only responses submitted through HIePRO shall be considered for award.Written proposals must include staffing resumes and clearly state the Offeror’s ability to fulfill this request with qualified applicants, as defined in this solicitation, from the commencement date of this contract. Award, if made, may not be to the lowest quote/proposal. Award will be to the most responsive, responsible Offeror whose proposal clearly meets the requirements of this solicitation. Awards for up to three and one half (3.5) full-time positions may be made; however, EOA may reject any or all proposals and waive any defects if the EOA believes the rejection or waiver is in the best interest of the State. ................
