Palmer Town Council Meeting MinutesMay 11, 2020Call to OrderThe Palmer Town Council Meeting of Monday, May 11, 2020 was called to order at 6:30PM via Zoom by Town Council President Barbara Barry. Lorinda Baker, Jessica Sizer, Karl Williams, Matthew Lemieux and Robert Lavoie and Michelle Sikes were present. Also present was Town Manager, Ryan McNutt, and Executive Assistant, Nicole Parker.Old BusinessFY2020 Budget update: The FY2021 budget has been drafted but will need further revisions. FY20 is doing well. In FY19 75% of revenue collected by this time, this year 74% collected. The WasteWater Treatment Plant at this time had 69% in revenue in FY19, 62% in FY20. Most revenue comes in June from sewer bills. Expenditures are up at WasteWater Treatment Plant, Expenditures in town are 4.2% lower than FY19 so we are seeing a slight reduction. The projection from the State House is 5 billion short for FY21. In order to prepare for that the FY21 budget will have to be deeply examined. New BusinessResolution 2020-15 Transfer of Funds from Free Cash to Stabilization ($3,068,551) Motion was made to approve resolution 2020-15 by L. Baker. Seconded by K. Williams. B.Barry, yes.COVID-19 UpdateR.McNutt stated another positive case was reported today. There is a new case reported approximately everyday. Numbers are up to 36 people infected. It is less severe in Western Mass and will be able to lift restrictions quicker than the Eastern part of the state as time goes along. Our positive cases are not running through the nursing homes in town. Six people have passed away from COVID-19 so far in town. Reopening procedures are in place and are starting to be implemented, in accordance with Gov. Charlie Baker’s plan. The Board of Health is working on regulations. Masks are required in Gov. Baker’s order and if someone can’t wear a mask we are trying to be lenient as possible as we are all trying to navigate through this. Town Manager ReportAt the end of April we appointed 2 acting Sgts. Temporary Sgts are David Burns, and Jeremy Haley. Memorial Day- No traditional Parade, instead a door decorating Campaign Troy Brin will place wreath at Converse, Amvets will place flags at graves, and MPACT will show last year’s parade.Yard Waste- open again recycling tbdEmployees come back next Monday and Town Hall will remain closed. All Town departments have protective equipment to open for employees on that next Monday.Body Camera server upgrade to hold all footage, will need to be part of FY 21 budgetRoundtableR. Lavoie: Senior Center Grab and Go Lunches are still going strong everyday 315 lunches are being handed out every dayM.
