KEY WORK DESCRIPTION

This section provides a brief summary of the key functions of the position

The Management Accountant role provides high standard Management accounting services to MCB through the preparation of annual budgets, maintenance of long term budget plans, financial modelling and scenario planning and reports to the Board, Treasury, MCB Directors, and other key stakeholders. The Management Accountant also provides accounting advice to management in the other Directorates across MCB sites on such matters as the preparation of business cases, budget submissions and associated accounting procedures and requirements.

ORGANISATIONAL CONTEXT

The Metropolitan Cemeteries Board (MCB) was created on 1 October 1988 to manage cemeteries in the Perth metropolitan area. The MCB is a fully self supporting statutory authority within the Western Australian Public Sector. The MCB reports to the Minister for Local Government; Community Services; Seniors and Volunteering; Youth. Revenue is raised from the fees and charges for the services and products provided at the MCB’s cemeteries. Revenue raised is allocated for the provision of current and future operations and the development of facilities.

The Board of the MCB consists of a Chairman, Deputy Chairman and five members, all appointed by the Governor in Council and responsible to the Minister for Local Government; Community Services; Seniors and Volunteering; Youth.

Through the Chief Executive Officer, the MCB manages six cemeteries and memorial garden sites around Perth: Karrakatta, Pinnaroo Valley Memorial Park, Fremantle, Midland, Guildford and Rockingham Regional Memorial Park. The MCB also participates in the management of East Rockingham Pioneer Cemetery.

WORK DESCRIPTION

This section outlines the results and outcomes required of an individual in this position the following duties in blue are static for all positions.

ORGANISATIONAL DUTIES

• Participates as required in the development and implementation of the MCB’s Operational Plans and other corporate initiatives.

• Participates as required in the development and implementation of appropriate work team plans.

• Establishes and maintains effective working relationships with peers and colleagues to achieve team and Division operational objectives.

• Participates in the MCB’s performance management system.

• Undertakes all duties consistent with EEO, safety and health legislative requirements.

• Performs all aspects of the role honestly and in accordance with the MCB’s Code of Conduct and its values of Compassion, Respect, Understanding and Integrity.

• Participates on relevant internal and/or external committees and and/or working parties.

• Other duties as directed, according to organisational needs.

CUSTOMER AND STAKEHOLDER MANAGEMENT AND LIAISON

• Maintains good customer relations in line with the MCB’s Customer Service Charter in providing excellent customer services to all internal and external stakeholders.

POSITION DUTIES

FINANCIAL AND ACCOUNTING MANAGEMENT

• Responsible for the management of long term budget planning, financial modelling and scenario planning in conjunction with the Director Finance.

• Responsible for the preparation of the financial information for the Budget Papers, Strategic Development Plan and Statement of Corporate Intent.

• Assists with the preparation of annual financial statements and reports to the Board, Treasury, MCB Directors, and other key stakeholders.

• Undertakes financial forecasting, trend analysis, and other financial analyses in support of MCB’s activities.

• Continually assesses management performance and alerts the Director Finance of impending risk and suggests pre-emptive management strategies.

• Provides management accounting advice to management across the MCB on such matters as the preparation of business case and financial submissions and associated accounting procedures and requirements.

• Assists with the development of financial management and accounting policies and procedures with a particular emphasis on achieving greater efficiency and risk mitigation.

• Assists in audit processes, particularly for the end of the financial year.

• Contributes towards the maintenance of the General Ledger and Chart of Accounts.

• Reviews and undertakes end of period budget and actual adjustments and ensures completeness and accuracy of all financial period end data.

• Contribute to the ongoing maintenance of the Financial Management Manual.

• Undertakes project work and provides project support requested by the Chief Financial Officer.

SUPPORT AND LIASION

• Analyses and resolves accounting problems and enquiries and reports to the Director Finance on financial matters as appropriate.

• Analyses and liaises with Client Services Division and Corporate Executive on costing matters and impacts on the pricing of products.

• Raises awareness of financial change management obligations of managers and staff across the MCB including requirements of the financial management information system (Technology One) and financial management practices pertaining to their activity areas.

• Advises and liaises with the system administrators regarding required system changes, for example, the implementation of any future and outstanding modules, changes of accounting standards and changes in organisational structure and to ensure the integrity of system data.

WORK RELATED REQUIREMENTS

ESSENTIAL PRE-EMPLOYMENT REQUIREMENTS

In the context of this position, able to demonstrate:

• Strong leadership skills, including the ability to work collaboratively within a team environment and contribute to the achievement of team goals and objectives.

• A commitment to ethical decision making.

• Degree in Accounting suitable for admission to a professional accounting body (CPA Australia, Institute of Chartered Accountants or Institute of Professional Accountants) or a recognised overseas accounting body.

• Substantial experience in financial and management accounting including the preparation of monthly reports, modelling, budgeting practices and the use of financial management information systems.

• Sound understanding of the Financial Management Act 2006, Treasurer’s Instructions and Australian Accounting Standards.

• Well developed planning, organisational, analytical and problem solving skills.

• Strong interpersonal skills with a proven record of achieving outcomes in collaboration with others.

• Sound written communication including report writing skills.

DESIRABLE

• Experience with Technology One finance system.

C Class Drivers licence

ESSENTIAL PRE_EMPLOYMENT REQUIREMENTS

‘Australian Permanent Residency’ status is a minimum requirement for permanent appointments to the WA Public Sector.

A 100 point identification check will be conducted by the MCB prior to recommendation for appointment.

The recommended applicant will need to provide a National Police Clearance prior to appointment that is less than six months old.
