To All Secretaries of Ministries, Chief Secretaries of Provincial Councils, Heads of Departments and Chairman of Public Corporation/Statutory Boards

Official Transport Facilities to Public Officers/Judicial Officers and Officers in Public Corporation and Statutory Boards

Public Administration Circular Nos. 264 of 15.08.1984, 6/88 of 11.02.1988, 08/94 of 07.02.1994, and Part III of . Public Administration Circular No. 24/93 of 01.10.1993 are repealed, and new provisions regarding the following matters will be effective from 15.09.1999 in their place.

(01) 1::1 Officers who are permitted to be assigned official vehicles

Following officers are permitted to use an official vehicle for official purposes and for travelling between the office and the residence. In this instance the maximum distance between the residence and the office should not exceed 40 Kilo Meters, However, out of these officers those who qualify under paragraph 02 are entitled to use the official vehicles for their private travelling too, and in respect of those the distance limit of 40 Kilo Meters does not apply.

1::1::1 Miscellaneous Posts in the Public Services

(I) Secretary to the President (II) Secretary to the Cabinet (III) Secretary to the Prime Minister (IV) Secretaries of Cabinet Ministries (V) Auditor General (VI) Commissioner of Elections (VII) Deputy Secretary to the Treasury (VIII) Additional Secretaries in the Presidential Secretariat,

Prime Minister's Office and in the Cabinet Office. (IX) Additional Secretaries in Cabinet Ministries (X) Government Agent/District Secretary (XI) Director General/Commissioner General in a

Cabinet Ministry/Department, General Manager of Railways.

(XII) Senior Assistant Secretaries in Cabinet Ministries (XIII) Heads of Departments coming under Cabinet Ministries and also

those not coming under Cabinet Ministries. (XIV) Officers holding posts such as Director, Controller, or

Commissioner/Additional Director/Additional Commissioner/ Additional Controller/ and Additional General Manager of Railways and are on the salary scale T-7-1 or on a higher salary scale. (XV) Secretary to the Public Service Commissions, Secretary to the Judicial Service Commission and Secretary of the Co-operative Employees Commission. (XVI) Additional District Secretary (XVII) Divisional Secretary. (XVIII) Officers belonging to Class I of the Sri Lanka Accountants Service holding posts of Chief Accountants in Cabinet Ministries. (XIX) Officers appointed by the President or by the Cabinet of Ministries and holding other special posts on the initial salary step of salary scale T-7-1 or on a higher salary. (XX) Private Secretary, Co-ordinating Secretary, Public Relation Officer of Cabinet Ministers and those of Deputy Ministers. (XXI) Co-ordinating Secretary to Secretary of a Cabinet Ministry.

1:1:4 Police Officers

(I) Inspector General of Police (II) Senior Deputy Inspector General of Police (III) Deputy Inspector General of Police (IV) Senior Superintendent of Police (V) Superintendent of Police (VI) Assistant Superintendent of Police

1:1:5 Officers in the Provincial Public Service

(I) Chief Secretary of a Provincial Council (II) Secretary of a Provincial Ministry (III) Secretary to the Provincial Governor (IV) Secretary of a Provincial Council (V) Secretary of a Provincial Public Service Commission. (VI) Deputy Secretary in a Provincial Secretariat (VII) Heads of Provincial Department under Provincial Ministries.

1:1:6 Public Corporation

(I) Chairman of a Government Corporation/Statutory Board (II) Competent Authority of a Government Owned Business Under

taking. (III) Working Director of a Government Corporation/Statutory Board (IV) General manager and the Additional General Manager of a

Public Corporation/Statutory Board. (V) Senior Officials of Public Corporations/Statutory Boards in

respect of whom a decision is taken byb the Board of Directors of a Corporation/Statutory Boards to the effect that such offic ers should be provided with a vehicle, and which decision has been approved by the Secretary of the relevant Ministry.

Note :

Head of an Institution if personally satisfied that an officer who is entitled to be provided with a vehicle and who is compelled to drive the vehicle for urgent official business which cannot be postponed, may permit such officer to drive an official vehicle. This permission can be granted only in an instance where the officer concerned pos sesses a licence to drive a vehicle belonging to the class of the relevant official vehicle.

1:2 Provision regarding officers not covered under paragraph 1:1:1 to 1:1:6

(I) Nominations prepared in accordance with Annex-1 in respect of offic

ers who have not been covered under paragraphs 1:1:1 to 1:1:6 but are

qualified in every respect to the use of an official vehicle for official

purposes and for travelling between the office and the resi-

dence

within a limit of 40 Kilo Meters,should be forwarded

to the Secretary

of the Ministry in charge of the subject of Public

Administration

together with the recommendation made per-

sonally by the relevant

Secretaries of Ministries.

(II) Such applications will be considered by a Committee consisting of the following officers, and the decision of the Committee will be communicated to the relevant Secretaries.

(a) Secretary of the Ministry under which the subject of Public Administration comes, or a representative of such Secretary.

(b) Secretary of the Ministry under which the subject of Finance comes, or a representative of such Secretary.

(c) Secretary of the Ministry under which the subject of Transport comes or a representative of such Secretary

1:3 Providing transport facilities to officers holding posts in the deputies level.

1:3:1

On exigencies of the service following officers can be provided

with group vehicles facilities at the discretion of the Head of

the Institution for the purpose of travelling between the office

and the places close to residence only if vehicles and provision

for fuel are available. In this instance the maximum distance

between the two places should not exceed 40 Kilo meters. The

place where such a vehicle should be parked during night

should be decided by the Head of the Institution

(I) Officers belonging to Class I or Class II/I of an All Island Service or of similar level in other services hoilding posts such as Deputy Director, Deputy Commissioner, Deputy Controller in a Cabinet Ministry/Department.

(II) Officers in Class I or Class II/I or an All Island Service or of similar level in other services holding posts in the Deputy level in officers of Provincial Chief Secretaries, in Provinmcial Ministries and Departments under such Minis tries.

(III) Officers in Public Corporation holding executive posts approved by the Boards of Directors.

02. OIfficers who are permitted to use official vehicles for private travelling

2:1 Officers holding the following posts are permitted to use official vehicles for private travelling as well on payment of Rs. 150/- per month.

(I) Chief Justice (II) Attorney General (III) Supreme Court Judges.

(IV) President of the Court of Appeal (V) Judges of the Court of Appeal (VI) Solicitor General (VII) Secretary to the President (VIII) Secretary to the Cabinet (IX) Secretary to the Prime Minister (X) Secretary of a Cabinet Ministry. (XI) Auditor General (XII) Commissioner of Elections. (XIII) Deputy Secretary to the Treasury (XIV) Chief Secretary of a Provincial Council (XV) Chairman of a Government Corporation (XVI) Competent Authority of an Institution vested in the

Government (XVII) Private Secretary of a Cabinet Minister.

2:2 The following officers are permitted to use official vehicles for private travelling as well on payment of Rs. 100/- per month.

2:2:1 Miscellaneous posts in the Public Service

(I) Additional Secretaries in the Presidential Secretariat,Prime Minister's Office and in the Cabinet Office.

(II) Additional Secretary in Cabinet Office. (III) Government Agent/District Secretary (IV) Director General/Additional Director General Commissioner General/

Additional Commissioner General in a Cabinet Ministry/Department and the General Manager of Railways. (V) Senior Assistant Secretary in Cabinet Ministeries (VI) Heads of Departments coming under Cabinet Ministries and also those not coming under Cabinet Ministries. (VII) Officers holding posts approved by the General Treasury suc as Director, Controller or Commissioner on the Salary scale T-7/1 or on a higher salary scale. (VIII) Secretary of the Public Service Commission. Secretary of the Judical Servie Commission and the Secretary of the Co-operative Employees Commission. (IX) Additional District Secretary. (X) Divisional Secretary. (XI) Officers belonging to Class I of the Sri Lanka Accountants' Service holding post of Chief Accountant in Cabinet Ministries. 2:2:2 Judical Officers

(I) High Court Judges (II) District Court Judges (III) Magistrates. (IV) Presidents of Labour Tribunals. (V) Primary Court Judges. (VI) Commissioner of Workmen's Compensation
