Section B should be a maximum of 2-3 pages, inclusive of the questions and tables provided.Project description: In 3-4 sentences, describe the project and its main objectives.The project was aimed to enhance APEC capacity building for intellectual property management and commercialization and, thus, to ensure the innovative growth in APEC region It is a follow-up to the previous project “Enhancing of APEC Capacity Building for Intellectual Property Protection and Utilization: Training for Trainers”, which identified a certain interest of APEC economies in the training of government officials engaged in innovation activity and IP utilization. The main objectives of the project were the following:a)to analyze the existing education programs and practices on management and commercialization of intellectual property, as well as APEC Member economies’ needs;b)to gather an international team of experienced and high-skilled trainers;c)to develop on the basis of the analysis results an appropriate training course for trainers;d)to hold “Training for Trainers on Intellectual Property Issues: Management and Commercialization” program; e)to disseminate the project outcomes and deliverables, in particular of Training for trainers course.Meeting your objectives: Were the proposed objectives of the project met? If so, please describe how. If not, please include any major changes to the proposed scope of the project. Please outline any problems you may have encountered that resulted in delays to the delivery of the activity. All the project goals were successfully achieved. The project executor conducted the analysis of the existing educational programs and practices on IP management and commercialization as well as of APEC economies’ needs. On October 29-31, 2013, in Bangkok, Thailand, the Training for Trainers was held. Basing on the results of the analysis and the training the project executors developed the Final Report of the project, which was published on APEC web-site in March 2013 and issued on CDs that will be disseminated among IPEG members during the 37th IPEG meeting.Due to delays with receiving Russian part of funding the project executors had to reschedule the project and extend it till March 2013. According to new timeline the project activities were on schedule. Evaluation: Describe how you evaluated the project upon completion? Detail the results of the evaluations conducted, if any (e.g. participant evaluation, peer review of publication, measurement of indicators, statistics demonstrating use of outputs etc.). The training was successfully held in October 2012, in Bangkok, Thailand. 40 representatives from 12 APEC member economies took part in the training. All the participants gave their answers to Input and output testing that included questions on evaluation of the project and training. Participants noted the high level of the project and Training and expressed hope for the future trainings related to IP management and commercialization issues. Key findings: Describe the main outputs delivered and any broader outcomes achieved as a result of this project. For example, have there been any capacity building outcomes, policy or operational changes, or changes to standards or systems as a result of this activity? Describe how project outputs relate to fora/sub fora/working group strategic and medium-term priorities and strategic priorities. Please provide examples of important findings or lessons learned arising from the project.Professors and teachers delivering specific IP training to government officials in APEC economies acquired knowledge and skills on IP management and commercialization issues as well as on various training techniques and methodologies. On this basis, they will be able to coordinate and improve their own current courses or to develop new ernment officials of APEC economies, including the policymakers in the IP sphere in APEC economies, employees of the IP-offices and law enforcement bodies increased the skills and knowledge level.The analysis conducted by project executors identified that there are still some gaps in IP education with regard to economic aspects, especially in developing APEC economies. The training showed that professors, trainers and policy-makers are interested in discussing various aspects of IP management and commercialization and improving level of education, including rising of public awareness, in this field.The project fully corresponds to the IPEG Collective Action Plan point (d) “Cooperation for Improvements to the IP Systems and Its Operation, including capacity buildings, co-operation with other fora /authorities/ stakeholders”. At present APEC Leaders and Ministers pay more attention to IP education:“2012 Leaders’ Declaration states that “… Education is an essential driver of innovative growth in the APEC region and we support the steps taken by our economies to pursue practical and sustainable cooperation in this field…”2012 APEC ministerial Meeting states that “We encourage cooperation in intellectual property (IP) protection and enforcement through developing activities in promotion of IP education and training in order to improve the quality and effectiveness of these programs in APEC economies”.Next steps: Describe any follow-up steps or projects that are planned following the completion of the activity such as post-activity evaluations or tracer studies planned to assess the impact of this activity. Have the results of the activity been disseminated to participants and other stakeholders and how? What are (if any) any flow-on effects from this activity? How will this activity inform any future APEC activities? This project was the follow-up of the previous one, “Enhancing of APEC Capacity Building for Intellectual Property Protection and Utilization: Training for Trainers”, which identified a certain interest of APEC economies in the training of government officials engaged in innovation activity and IP utilization, and was successfully implemented by the Russian Federation in 2010. Necessity of this kind of APEC education was highlight by all the participants on the Training. The further activities on IP education will be carried out within Russian initiative “Promoting Common Approaches to IP Education and Training in APEC Economies” that was approved by APEC economies during the 35th IPEG meeting (24-25 May 2012, Kazan, Russia).
