MINISTRY OF THE PUBLIC SERVICE, INFORMATION AND BROADCASTING

VACANCY NOTICE

Applications are invited from suitably qualified persons for appointment to the post of DOCUMENTALIST I, in the Ministry of the Public Service, Information and Broadcasting (Government Information Service).

A. RELATIONSHIPS AND REPORTING REQUIREMENTS

1. Works under the supervision of, and reports to the Director of Information Services;

2. Required to respond whenever necessary to the Permanent Secretary on matters related to work in progress.

B. DUTIES AND RESPONSIBILITIES

1. Edits and Proof-Reads all documents submitted by agencies to be placed on the Government of Saint Lucia’s Web-Portal;

2. Verifies facts, dates and statistics in collaboration with agencies and other source documents for publication by the Government Information Service;

3. Creates, develops and manages content for the Government of Saint Lucia’s Web-Portal;

4. Ensures all documentation (stories, videos, press releases, documentaries etc) meet established content standards;

5. Maintains and develops for the Government Information Service a master content calendar for all agencies;

6. Trains relevant personnel in line agencies on preparing content for publication that meets the required standards;

7. Liaises with agencies to ensure that information on the work of the government is published online in a timely manner;

8. Maintains the Government of Saint Lucia’s social media presence on-line;

9. Performs any other duties assigned by the Director of Information Services or the Permanent Secretary.

C. CONDITIONS

1. Congenial administrative office accommodation will be provided;

2. Institutional support will be provided through appropriate Civil Service Regulations, Statutory Instruments and Departmental Guidelines;

3. Required to accept opportunities for personal development and career advancement through general and specialized in-service and external training;

4. Required to attend regular departmental meetings and to report on work in progress;

5. Salary is in accordance with the terms stipulated by the Government of Saint Lucia

6. Vacation leave will be provided for, in accordance with the Public Service Rules and Regulations.

D. SKILLS, KNOWLEDGE AND ABILITIES

1. Excellent writing skills;

2. Very good research and analytical abilities;

3. Strong communication and organizational skills, with an ability to interact effectively and professionally with a diverse range of people from varying backgrounds and sectors;

4. Good ability to communicate ideas and concepts in writing;

5. Strong interpersonal skills;

6. High level of competence with MS Office (Word, Excel, PowerPoint and Access);

7. Strong initiative, motivation and capacity for innovativeness;

8. Familiarity with and comfort in using social media;

9. A working knowledge of, and ability to interpret administrative rules, collective agreements, and other directives relating to Government administration;

10.Basic knowledge and understanding of Government and administrative procedures.

E. EVALUATION METHOD

Work performance will be evaluated on the basis of the following:

1. Proven knowledge and understanding of, and the effective application of civil service administrative rules and regulations;

2. Compliance with departmental guidelines and standard operating procedures;

3. Effective implementation of duties, responsibilities and assignments as defined in the job description;

4. Ability to plan and organize work;

5. Timely completion of assigned work and meeting task deadlines;

F. QUALIFICATIONS AND EXPERIENCE

1. A Bachelor’s Degree in English, Language Arts, Journalism or a related discipline with strong writing components plus relevant experience. Experience in writing reports and articles for publication is essential.

G. SALARY

Salary is at the rate of EC$54,163.24 per annum (Grade 12 Step 1)
