Attachment 2 LPSCC May 4, 2021 Criminal Justice Commission Specialist Court Grant FY2021-2023Action: Consideration and approval of application, including LPSCC Chair signature on letter of supportBackground: Deschutes County Specialty Court has been operating with Criminal Justice Commission (CJC) support since 2006. Current biennium the court was funded $241K, a 30% reduction from the prior biennium. Funding is competitive. The court recently transitioned from a Family Drug Court to an Adult Treatment Court that prioritizes parents who have had their child(ren) removed from their custody or are at risk of having their child(ren) removed as a result of a substance use disorder. The court provides:Single-judge CourtJudicially supervised treatment for individuals with a substance use disorder as an alternative to incarcerationHelping participants obtain skills to maintain long-term recovery and a prosocial lifestyle, including parent education to participants with childrenComprehensive supervision and case management, including assisting participants with housing, vocational, educational, and employment needs.Deschutes County Adult Parole & Probation has accepted administrative and grant management duties on behalf of the Adult Treatment Court beginning July 1, 2021.FY2021-2023 Application (Due: June 15th): Will submit grant proposal for $515,299 as an adult treatment court with similar program components as prior years, with emphasis on creating targeted strategies in partnership with community stakeholders to address populations experiencing disparities. The LPSCC will also review and approve semi-annual reports. Program elements will include:$111,200 for Treatment Services (primarily substance use disorder treatment)$79,488 for Drug Testing$256,315 for Personnel (Program Coordinator [.8 FTE]; Judicial Services Specialist 2 [.2 FTE])$11,520 for Training and Travel (NADCP Annual Training [4 team members])$9,967 for Participant Supports$46,845 for Indirect CostsATC partner agencies include: Deschutes County Community Justice- Adult Probation and Parole, Deschutes County Sheriff's Office, Deschutes County District Attorney's Office, County Public Defenders, Department of Human Services- Child Welfare, Deschutes County Health Services, CASA of Central Oregon, Bend Recovery Home and local substance use disorder, mental health and parenting service providers. ................
