PUBLIC NOTICECOMMUNITY AFFAIRSDIVISION OF LOCAL GOVERNMENT SERVICESNotice of Funding Eligibility Local Efficiency Achievement Program (LEAP) Challenge GrantTake notice that, in compliance with N.J.S.A. 52:14-34.4, the Department of Community Affairs, Division of Local Government Services (Division), hereby announces the notice of available funds for the below grant program.Name of Grant Program: New Jersey Department of Community Affairs (NJDCA) - Local Efficiency Achievement Program (LEAP) Challenge Grant.Purpose of Program: LEAP affords an unprecedented opportunity to incentivize shared services implementation across New Jersey’s local government entities, advancing the mission of the Shared Services Program. Shared service grant programs can only succeed when they are both feasible and fair to all participating jurisdictions. It takes political courage and foresight to implement a shared service. NJDCA proposes to help municipalities that embrace the concept by minimizing the hardship. To achieve this objective, LEAP offers financial support to local government entities to identify and promote opportunities for shared services and motivate and support service sharing projects. For instance, addressing common barriers to entry, such as transition costs that require dedication of limited public funds without immediately visible community impact, will make shared services agreements more achievable. LEAP is comprised of three primary components: Challenge Grants, Implementation Grants, and County Coordinator Fellowship Grants.The LEAP Challenge Grant will allocate funds to the most compelling projects in potentially each of New Jersey’s 21 counties, affording municipalities and counties the opportunity to compete for grant funding to support efficiency-generating shared services. This grant program is designed to promote competition among peer communities and counties across New Jersey, and challenge municipalities and counties to collaborate on more extensive partnerships that produce shared services of greater significance than is customary.For additional information, refer to the LEAP guidelines located on the NJDCA website at: . Amount of Money in the Grant Program: Governor Murphy has appropriated $10 million in the Fiscal Year 2020 budget for the Shared Services Program. LEAP Challenge Grants invite local agencies to compete for a share of $150,000 in available funds per county for a Statewide total of $3.15 million. Eligible Applicants: New Jersey counties, municipalities, school districts, authorities, and fire districts are all eligible.Minimum Applicant Qualifications to Receive Funding: In order to qualify, eligible applicants must:-- Describe the intended use of grant funding for shared service support and related activities.-- Demonstrate the applicant's capacity to complete the proposed project and to provide project management and oversight for all activities and fiscal operations. -- List key personnel and/or outside consultants that will be paid in part or in full by the grant, if any. List any other key personnel that will be assigned to the project but will not be financially supported by the grant, if any.Application Process: The Division of Local Government Services (DLGS) will administer the program. Grant applications will be ranked by scope of impact, breadth of collaboration, and efficiencies generated. Recipients must use funds awarded to support costs associated with the undertaking of a shared service initiative. Each partner to a proposal must submit a conforming resolution that memorializes the entity’s commitment to completion of the proposed project. Deadline for Submission of LEAP Challenge Grant Applications: The Division of Local Government Services must be in receipt of one electronic copy of the completed application by 5:00 P.M. EST on February 28, 2020, in order to be eligible for consideration. The complete application must be submitted electronically to dlgs.leapgrant@dca. and by regular mail. The date of email submission shall constitute the date filed.
