MEETING

MINUTES

Monday, December 10, 2012

10:00 a.m.

Semcac Office

Rushford, MN

I. CALL TO ORDER

Tom F. called the meeting to order.

II. ROLL CALL

Present: Bob Carlson, Tom Falbo, Tom Kaase and Sandy Wright

Staff Present: Gerry Krage, Vonda Budde and Cindy Vitse

III. APPROVAL OF MINUTES (September 2012)

Tom K made a motion to approve the September minutes, seconded by Sandy. Motion carried.

IV. BUSINESS

A. Financial Report – the financial report handout was discussed. There is $24,786.83 left from the Levy and $5,194.08 that has come in for TIF payments with another check just received from the County. Sandy made a motion to approve the report, seconded by Tom K. Motion passed.

B. Loan Progress Report – Nothing new to report.

C. Vesterheim Update – Gerry updated the board that the application was approved for funding the purchase and rehabilitation of the units. Thursday, December 13th Vonda and Gerry are going to Rural Development to meet with them to go through the transfer packet. Next Thursday, December 20th Gerry will be attending an Intake meeting at MN Housing with representatives from MN Housing, RD, Management Company, Architect, etc. Gerry invited any board member that wanted to attend the meeting too.

D. DEED Small Cities Update – Gerry informed the board that DEED funding was also approved for the Vesterheim project ($100,000) and also for 15 owner rehab projects. DEED representative had suggested we also submit for owner rehab funds for 15 homes in Preston to go along with the funding for Vesterheim. An application was also submitted to DEED for a Small Cities project in Caledonia and Spring Grove because of the need in these two communities is still strong for this type of service.

E. SEMMCHRA Update – Gerry informed the board that SEMMCHRA has been contacting Cities within Fillmore and Houston counties to have them sign on with SEMMCHRA as their HRA. A letter has been sent to all cities in both counties explaining what the Bluff Country HRA is and what the BCHRA and Semcac have done for their communities

F. Housing Institute Recap – The meetings have been completed and all that attended felt they were beneficial and a good process/outcome.

G. Levy Discussion – Gerry hasn’t had communications with Fillmore County besides with Tom K and Randy Dahl, Fillmore County Commissioners. Gerry has talked to and meet with representatives from Houston County and they are looking at funding the HRA in 2013’s budget as an appropriations versus the HRA coming in for a levy request every year. Gerry will be arranging the same kind of meeting with the appropriate people in Fillmore County.

H. Retirement of Board President, Tom Falbo – Tom was presented with a certificate for his years of service on the BCHRA Board. Tom will still be available till the end of 2012. The Houston County Commissioners will be appointing Tom’s replacement at their January meeting. Tom was thanked by all for his numerous years of dedication to the BCHRA and that he will be missed on the board. Bob will fill in as acting board president until elections at the Annual Meeting in January. Tom K. made a motion to accept Tom’s resignation with great appreciation, seconded by Sandy. Motion carried. Tom K made a motion to have Bob be the acting president of the board until the County fills the vacancy, seconded by Sandy. Motion carried.

I. MCPP Update – The printout from MN Housing’s website was reviewed with the board showing where Fillmore and Houston counties were with MCPP usage. Fillmore is at 0% and Houston is at 79.82%.

J. Other – Future projects were discussed. A partnership with Sunrise could still possibly be a possibility. Tom F will get Gerry some contact information for Sunrise’s Administrator.

V. ADJOURN

The next meeting will be the Annual Meeting. The meeting will be held on Monday, January 14, 2013 at 10:30 a.m. at the Semcac Office in Rushford. Sandy made a motion to adjourn the meeting, seconded by Tom K. Motion carried.
