Spray a slow cooker with cooking spray. Mix the coconut milk and water together. Pour on bottom of the slow cooker. Add the chicken thighs. Sprinkle the brown sugar, soy sauce, cloves, and garlic on top. Cover and cook on high 1 hour and low 2-4 hours. Or low 5-7 hours. Shred the chicken, discard the bone and stir all together.
