Starret Dickson Greene: A Biographical Summary

Mr. Starret Dickson Greene was born in Antigua and Barbuda.

Mr. Greene commenced his diplomatic career when he entered the Foreign Service of Antigua and Barbuda in July 1986, and received his first posting as Second Secretary, serving at both the Embassy of Antigua and Barbuda and its Permanent Mission to the Organization of American States (OAS), in Washington, D.C. He assisted with addressing consular matters, covered bilateral and multilateral issues and was responsible for trade and investment promotion on behalf of Antigua and Barbuda.

In March 1990, Mr. Greene was transferred from Washington, D.C. to the High Commission for Antigua and Barbuda to the United Kingdom, and served for seven (7) years as a Senior Representative in the High Commission. While serving in the UK, he also served as the Alternate Representative to the United Nations Agencies located in Europe, which included UNESCO, FAO, ILO WTO, IMO and WHO. Mr. Greene was also accredited to the European Union (EU) and the African, Caribbean and Pacific Group of States (ACP), as Alternate Representative. In December 1990, Mr. Greene represented Antigua and Barbuda as Election Observer in Russia that resulted in the first democratically elected President of that Country and the approval of Russia’s first constitution, after the fall of the Soviet Union.

In November 1996, he was given full powers to sign the Additional Protocol to the Lome 1V Convention on behalf of the Government and People of Antigua and Barbuda, at ceremonies held in Mauritius.

In 1997, this accomplished Antiguan and Barbudan Diplomat returned to Washington, D.C. and received his second accreditation to the OAS and served as an Alternate Representative in the Permanent Mission of Antigua and Barbuda to the OAS.

In November 2005, Mr. Greene was asked by Prime Minister Winston Baldwin Spencer of Antigua and Barbuda to represent him and his Government at the Fourth Summit of the Americas, in Mar del Plata, Argentina.

In January 2006, Mr. Greene was granted leave by the Antigua and Barbuda Foreign Service to accept an appointment as the OAS Representative in the Federation of St. Kitts and Nevis. Eight and a half years later, he was appointed as OAS Representative in Belize, on July 1, 2014.

He has a Bachelor’s of Arts (BA) degree in Economics and Political Science from the George Washington, University; a Diploma in Developmental Diplomacy from the German Development Foundation in Berlin, German; and a Master of Arts in International Relations and European Studies, from the University of Kent at Canterbury, in England.

He is married to Mrs. Joycelyn Greene and together they have 3 daughters.
