A Regular Meeting of the Oscoda County Board of Commissioner’s was held on Tuesday, February 23, 2021 at 10:00 a.m. by Teleconference, in compliance with MDHHS requirements and as allowed by Public Act 228 of 2020, from the Commissioner’s Boardroom, at the Oscoda County Government Center Building, Mio Michigan 48647.

Commissioner Yoder called the Teleconference & Zoom Meeting to order at 10:00 a.m.; in compliance with MDHHS requirements and as allowed by Public Act 228 of 2021.

**The B.O.C approved the Agenda for February 23, 2021 with two additions.

Unfinished Business: 2021 Dog License

Financial: LIAA Agreement - GIS Parcel Proposal.

Item #2 Claims and Audit Docket for February 23, 2021, were approved as received from the County Clerk’s Office. Total Claims & Audit $17,727.75.

Appointments:

Correspondence/Reports/Resolutions:

**The B.O.C received two letters of interest to sit on the Au Sable River State Zoning Review Board, the B.O.C appointed a Primary and Alternate Board Member and will send their letters of interest to the DNR for final approval.

Varner/McCauley a motion to appoint Ronald Palmquist, as a Primary Au Sable River State Zoning 2021-054 Review Board member, contingent upon the Department of Natural Resources final

approval.

McCauley/Bondar a motion to appoint Scott Lawrence, as an Alternate Au Sable River State Zoning 2021-055 Review Board member, contingent upon the Department of Natural Resources final approval.

**The B.O.C accepted the resignation for the Chief Medical Examiner.

McCauley/Varner a motion to accept the resignation of Dr. Amy Marker, as of March 29, 2021, as the 2021-056 Chief Medical Examiner for Oscoda County.

**The B.O.C approved the request received from the Trial Court Administrator, Ms. Donna Lowe, to hire two temporary COVID Door Screeners for the Annex Courthouse Building. This will allow the Courts to open their doors to the public, due to the guidelines set by the Supreme Court. Ms. Lowe will continue to research funding avenues for the positions and will keep the B.O.C posted.

Varner/Marsh a motion to allow the Trail Courts to advertise & hire (2) temporary part-time COVID-19 2021-057 Screener positions, at $10.00 per hour, up to 28 hours per week, on a temporary basis for 60

County business days from date of hire; not eligible for county benefits.

Unfinished Business/New Business:

**Commissioner Varner gave a brief up-date on COVID-19. The District Health Department #2 held another vaccination clinic to give some residence their second dose and others their first dose; future vaccination clinics will be announced, for those who choose to get vaccinated, again once more COVID vaccinations come available. **The B.O.C has been notified by the Chief County Medical Examiner and Medical Examiner Investigator that they will be resigning as of March 29, 2021. Sheriff Grace and Commissioner Varner have been in contact with a couple different companies and looking at the Counties options. Sheriff Grace, Commissioner Varner, Commissioner Yoder and Mr. Dave Lashley, from Lashley Funeral Home, participated in a phone conference call last week, with and Mid-Michigan Medical Examiner Group, LLC. Ms. Lisa Kaspriak from Mid-Michigan Medical Examiner Group, LLC join the B.O.C meeting by zoom today and presented a proposal. Sheriff Grace, Commissioner Varner and Commissioner Yoder will meet to discuss and present a recommendation to the Board at the March 9, 2021 B.O.C Meeting.

**Commissioner Yoder gave a brief up-date on the Gypsy Moth Suppression Program. The County has received several requests to spray, the deadline for those requests was February 22, 2021; this was to give the spraying company a number of acres to be sprayed to order material etc. The County will need to have the County parcels (GIS) up-dated. Mr. Kevin Kirby, Gypsy Moth Coordinator, who called into today’s meeting, stated he would accept request for spraying that were post marked for February 22, 2021and stated he has about 3,500 acres so far and over 200 parcels. Commissioner Yoder thanked Mr. Kirby for his up-date and work.

*The B.O.C extended the deadline for Oscoda County residents to receive discounted 2021 Dog License, due to the Animal Vaccination Clinic being cancelled this year.

Bondar/Marsh a motion to advertise and authorized the Treasurer’s Office to extend, to Oscoda County 2021-058 residents, to purchase 2021 Dog Licenses at ½ price ($5 or $10) with proof of vaccinations,

until March 31, 2021 due to the annual Animal Vaccination Clinics being cancelled, due to

COVID-19 restrictions.

Financial:

**The B.O.C approved to pay the 2020 Community Mediation invoice that was budgeted in 2020 but not paid.

McCauley/Marsh a motion to authorize the 2020 Community Mediation Services invoice, in the amount 2021-059 of $2,000.00; transferred from contingency and so amend the 2021 Budget.

**The B.O.C approved the two annual requests made by the County Treasurer, Mr. Bill Kendall.

Varner/McCauley a motion to waive the collection of fees and interest to those Senior Citizens,

2021-060 Paraplegic, Quadriplegic, eligible Servicemen, Veterans, and Widows, Blind Persons and

those who are Permanently Disabled that have applied for a Homestead Property Tax Credit

until 05/01/2021.

Marsh/Bondar a motion to create the 2021 Tax Revolving Fund for the purpose of purchasing the 2020 2021-061 delinquent taxes, funding it with the uncommitted Reserve of Fund (616), and creating a

GOF at Huntington Bank.

**The County received $29,194.47 from the MEDC -CDBG Grant. The B.O.C approved the following motions to allow the Treasurer to move grants funds awarded in those special funds.

Marsh/McCauley a motion to authorize the County Treasurer’s Office to move funds, in the amount of 2021-062 $1,698.00, awarded to Oscoda County through the MEDC CDBG Grant, move from

Appropriations (101-965) General Fund transfer-out FOC expense line 101-965-999.04 to

the FOC (215) Fund transfers-in 215-000-699.00 and so amend the reflected budgets.

McCauley/Bondar a motion to authorize the County Treasurer’s Office to move funds, in the amount of 2021-063 $3,120.30, awarded to Oscoda County through the MEDC CDBG Grant, move from

Appropriations (101-965) General Fund transfer-out Sheriff expense line 101-965-999.09

to the Sheriff Equip. (103) Fund transfers-in 103-000-699.00 and so amend the reflected

budgets.

Marsh/Bondar a motion to authorize the County Treasurer’s Office to move funds, in the amount of 2021-064 $13,007.23, awarded to Oscoda County through the MEDC CDBG Grant, move from

Appropriations (101-965) General Fund transfer-out Ambulance expense line 101-965-

999.15 to the Ambulance Dept. (210) Fund transfers-in 210-000-699.00 and so amend the

reflected budgets.

**The B.O.C approved the request from the EDC & Brownfield Board to increase the EDC Budget to allow them to move forward on a Digital Advertising Campaign project, to promote Oscoda County.

Bondar/Varner a motion to amend the EDC (101-728) Budget, EDC Promotion/Marketing expense line, 2021-065 in the amount of $1,000.00, moved from contingency, for a Digital Advertising Campaign,

and so amend the Budget.

**Ms. Amber Woehlert, Director of Equalization, has reached out to LIAA Land Information Access Association regarding the Counties Geographic Information System; which has not been up-dated since 2009. Commissioner Yoder stated that the County will need to have the entire County parcel layers up-dated and suggested the County look at that this summer, however asked the B.O.C to enter into an agreement with LIAA, to inspect and test existing parcel layers and correct if need be for the Gypsy Moth Suppression Program for now.

Varner/Bondar a motion to enter into an agreement with Land Information Access Associations (LIAA), 2021-066 and authorize the Chair to sign, not to exceed $5,600.00, paid out of the Gypsy Moth Budget

(239), from February 24, 2021 through March 19, 2021, for parcel lines to be sprayed for

Gypsy Moths in 2021, and so amend the budget

**Gypsy Moth Inquires.

Public Comment: (Limited to three minutes per person).

**County Resident had questions regarding the Gypsy Moth Suppression Program.

**Sheriff Grace stated the County will need to make a decision to provide the County with Medical Examiner Services in the near future and reiterated that the conference call held with the Mid-Michigan Medical Examiner Group was impressive.

**Chamber of Commerce is looking at remodeling their building and has offered a back office to the Veteran’s Affairs Board, if they would like.

**Chamber of Commerce is looking at recreation grants for the County; including a splash pad.

**Commissioner Yoder thanked everyone for participating in today’s teleconference & zoom meeting and called for a motion to adjourn.
