MINUTES OF THE KINGSTONE &THRUXTON GROUP PARISH COUNCIL MEETING HELD ON 5 JULY 2017 AT THE VILLAGE HALL

PRESENT

Parish Councillors:

Cllr. Mrs C Rowan, Cllr. S Walker, Cllr. A Price, Cllr. Mr C Rowan (acting chairman), Cllr. R Piotrowski, Cllr. T Mapp, Cllr. J Watkins, Cllr. D Barton and Cllr. Denise Lloyd.

ABSENT

Cllr. P Wright and Cllr. A Wright.

IN ATTENDANCE

Mrs R Craine (Clerk), Cllr. J Johnson, 3 representatives from Lagan Homes and 10 parishioners.

The meeting started with a presentation from Lagan Homes. John Lagan gave an overview of the company, a privately owned company who build around 400 homes a year. Matt Browne, in charge of community engagement, is to set up a community web site for questions to be asked and to keep community informed of planning progress, additionally letters are to be sent to all residents with contact details on them. Stuart Pearson outlined what they envision the site to look like. Crucially it looks as though they want to increase the agreed 150 houses, a concept that was vigorously disagreed with by those present. It was agreed that a community hall and industrial units were not needed but an increase in allotment numbers and garden size would be welcomed. The overall design would be less regimented than the Archihaus design, with more green space. There will be no 3 storey houses but a mix if two storey sizes and some bungalows, 35% would be affordable homes. Lagan Homes intend to submit a new planning application by late August and the site would be done in three phases. Those present voiced grave concerns about drainage, sewerage and water supply, all of which had conditions on with the previous application and there were fears that the schools and doctors surgery would not be able to cope with this huge increase in numbers. In summary it was felt that Kingstone does not have the infrastructure or amenities to cope with such a huge increase in housing numbers and that anything over the 150 house previously agreed would be fought by the PC and parishioners, additionally it was not felt that these houses would sell easily as they are south side of Hereford.

Derek Barton was unanimously accepted as a new councillor, proposed by Cllr Lloyd, seconded by Cllr Price. All relevant paperwork was given to Cllr Barton.

PUBLIC QUESTION TIME

Hedge between Coldstone Cross and Lowfield Meadow has not been cut, Cllr Johnson to follow up.

LOCAL POLICE REPORT

None. Two recent break-ins at surgery.

REPORT FROM WARD COUNCILLOR JON JOHNSON

Lot of signs opposite Bull Ring which should not be there, Cllr Johnson to speak to Bull Ring managers. Kingstone sign here is very faded and thought that perhaps this area could be improved with some 106 money (both Woodfield Close and Whitehouse drive money now in). The plans for new pavements around the village will be discussed at next meeting. Shrubs around Cottons Meadow very overgrown, BB to be contacted. Play area at Woodfield Close also very overgrown, Cllr Johnson to discuss with Locality Steward. A droning noise can be heard coming from the back of Kingstone Academy, please report if you find out what is causing it.

SPORTS ASSOCIATION REPORT

Bins at Seven Sites have been set on fire, fire brigade had a very good response time of 15 mins, a crime report has been generated. AGM is on 23/7/17.

Comment: No objection.

TO CONSIDER CONDITION OF GROUND OPPOSITE THE BULL RING.

As previously discussed 106 money could be used to tidy area up, put in village gates and maybe get some speed signs. Litter is a problem along with large vehicles stopping and even loading and unloading of machinery happening.

TO CONSIDER COMPLAINTS MADE ABOUT TWO PROPERTIES IN GREEN LANE

Complaints about the house on the corner of Green Lane (chickens, rats, mess, barking dog) are being investigated. Complaints about the house with all the rubbish and a burger van in the front garden received, house holder has again been issued with a court order, Cllr. Johnson to look into whether anything further can be done about this repeat offender.
