***THE POSITION***

This position is located on a Forest Service Job Corps Civilian Conservation Center. It serves primarily as a Training Specialist for Fire and Fuels Training, vocational instructor for Forestry Practices, and also serves in a variety of fire suppression and Incident Management assignments. Incumbent is subject to work assignments throughout the Region and the United States to work with any Federal and State Agency concerned with managing forest or range lands.

The incumbent assists students, peers, and subordinates in understanding the relevance of, and promotes the development of positive social skills among students through modeling appropriate behavior, positive intervention, and positively intervening and teaching appropriate employability skills for workplace success. Participates in the Center Behavioral Management System (BMS) and/or the Student Code of Conduct (SCC) program as necessary to ensure proper workplace conduct, appearance and behavior. Sets a positive example as a role model to students by displaying appropriate etiquette, timeliness and dress.

Ninety (90) days of experience as a primary/rigorous firefighter or equivalent experience outside federal employment as a basic qualification requirement for this position.

This position requires the selectee to obtain or possess a Commercial Driver's License (CDL) with the appropriate Endorsement(s) as required by the mission. This position is a Test Designated Position (TDP) under the Forest Service/Department of Transportation (DOT) Alcohol and Controlled Substances Testing Program. All applicants selected for this position will be required to submit to a pre-employment urinalysis to screen for illegal drug use prior to appointment. Incumbents of this position will be required to submit to a urinalysis on an ongoing random basis, after appointment as directed.

MAJOR DUTIES

Fire Management Training 80%

Serves as instructor or co-instructor for local, Regional or National fire management training courses.

For identified training needs, analyzes the situation identifying alternatives and recommending course of action based on manpower, cost, timeliness, and other considerations.

Prepares plans to execute approved training projects insuring proper scheduling and coordination with other unit activities.

Serves as a course coordinator/instructor in fire management related courses for interagency, Regional and Interregional Fire Suppression and Incident Management courses and workshops. Prepares announcements, specific instructional and performance objectives, selects instructors and instructional materials.

Adopts existing training guides to specific course needs insuring consistency with policies, procedures and techniques of user agencies.

Tests and validates course content.

Provide direction to individual instructors insuring course material is adequately presented and achieving its intended purpose.

Provides assistance to Supervisory Training Specialist in the total scope of activities at the Pacific Northwest Wildland Fire Training Center, Redmond Air Center, Region 6, Redmond, Oregon, particularly in coordinating training courses to be sponsored by the Pacific Northwest Wildland Coordinating Group Training Working Team. Analyzes the training of project to identify alternative approaches for development, manpower, equipment and funding requirements, and problem areas. Recommendation may include internal development, or development by agencies, training facilities, interagency material, colleges and universities or private contractors, and the general techniques and methods to be used in the instructional design.

Prepares project plan for training assignments fully describing alternatives, costs, priorities, timeliness and other considerations, and providing recommendations.

Plans, schedules, coordinate, and personally guides training sessions at the unit.

Provides continual communication with training subscribers to ensure that their policies, procedures, techniques and philosophies are incorporated into instructional packages.

Determines training needs and job task analysis and establishing performance standards.

Identifies and procures the most current information and materials applicable to the jobs, techniques and procedures, for which program courses are intended.

Provides leadership for course content and writing instructional materials using a variety of methods and techniques, including audio/visual aids and devices.

Participates actively on Fire management and suppression assignments, as a supervisor or individually, for the purpose of maintaining or increasing expertise in subject areas, or for acquiring information to be used in training courses, or to evaluate on the job performance of personnel following training.

Formulates and develops plans, contract specifications, and schedules for well-precedented fire management operations.

Plans and prepares training projects to support personnel training programs. Orders and receives necessary tools, supplies, and equipment for training programs. Directs the training program in a safe and efficient manner. Maintains records of trainee progress and achievement. Inspects fire suppression work and serves as a technical advisor for training purposes. Participates as an instructor or coordinator of local training programs.

Forestry Practices Instruction: 15%

Incumbent is responsible for preparing course materials in the fundamentals and basic and advanced skills of Forestry Practices. The incumbent reviews course materials to ensure the most up-to-date information is utilized in the development of course materials such as study guides, visual aids, simple simulations (mock ups and models), written tests, proficiency charts, training aids, and course outlines.

The incumbent establishes individual training plans for each student assigned to the Forestry Practices vocational training program based on the student's entry level skills. This includes introduction and instruction of basic concepts and skills required for timber marking, timber stand improvement, sale layout, tree planting, firefighting, trail construction and maintenance, wildlife habitat enhancement, erosion control, landline survey, road location, etc. The incumbent applies initiative in selecting, developing and adapting methods and techniques of instruction. Adapts to the individual differences and abilities of students in order to increase interest, improve the quality of instruction, and to ultimately improve the employability of the students.

Other Duties: 5%

Uses creativity and innovation in instruction, such as planning, scheduling, and organizing field trips, guest speakers, incentive programs, etc. Oversees and instructs student who are accomplishing assigned training projects which include projects for the Work Based Learning (WBL) programs, occupation exploration during the Career Preparation Period (CPP), work experience program, and various Work Programs Division projects. The training projects may be located on Center, on other government lands, or in nearby communities on public projects. Works with the Program Coordinator in selecting and evaluating work sites and evaluating effectiveness of the vocational instruction thru employer evaluations, making changes to the training program accordingly.

Incumbent is responsible for maintaining accountability for all students assigned. Administers prescribed tests. Monitors students' vocational progress on a monthly basis. Maintains a variety of records and reports covering student activities in the vocational phase of the training program. This includes monitoring the Training Achievement Reports (TARs) student accountability record, progress reports, and resumes of accomplishment. Counsels students about matters relevant to their vocational performance and other Center-related concerns to encourage and motivate them to succeed on Center and after graduation. Handles discipline and behavioral problems for students assigned. Maintains student records and provides reports on students to other center areas; serves as a team member on Center in performing responsibilities such as: attends weekly team meetings; meets with assigned students; serves as the vocational representative for the Forestry Practices vocation gathering and presenting vocation ratings at Evaluation of Student Progress (ESP) meetings; and works with other educators in administering concepts of applied academics.

May serve as a member of the Center Review Board. Participates in educational activities such as professional workshops to improve instructional and vocational skills. May participates on teams organized and run by industry specialists, vendor representatives, or the Department of Labor. May participate in task analyses for determining training requirements or prerequisites for Forestry Practices or may be assigned special projects such as converting vendor-supplied curriculum into TAR format or updating TARs to reflect current industry standards.

Pine Knot, KY is located in a rural setting on Highway 27 in McCreary County, Kentucky. McCreary County has approximately 17,000 residents and consists mostly of forestlands and mountainous terrains. The basic economy is made up of several manufacturing companies, small individually owned businesses, logging, the local school system and the Job Corps Center. It is a small rural close-knit community.

There are many beautiful tourist attractions in McCreary County and the surrounding areas. Some include natural wonders such as Cumberland Falls State Park, Yahoo Falls and Natural Arch. There are several miles of developed trails, Blue Heron Mining Community, Big South Fork Recreation area, and many other activities and fun things to do.

The community around Pine Knot and McCreary County offers 3 motels, a motor lodge, a variety of fast food and family restaurants, a public library, several medical and dental facilities, two banks, a golf course, a senior citizen center, several volunteer fire departments, sheriff's department, county and city offices, softball and baseball fields, and numerous churches of all denominations. Numerous shopping facilities are located within a 30-mile radius of the Center. Median home cost in the county is in the $60,000 to $80,000 range. Rentals are available on a somewhat limited basis with rental costs of $400 to $800 per month. McCreary County also has a community technical college system, one central high school, one middle school (grades 6-8), two elementary schools (grades K-5), and one Pre-School.

The Pine Knot Job Corps Center is located within the boundaries of the Daniel Boone National Forest, but is administered by the US Forest Service Job Corps National Office in Denver, Colorado. The Daniel Boone National Forest encompasses an area of approximately 692,536 acres, from Morehead, in northern Kentucky, to the Tennessee and Virginia border.

The Job Corps Center is located approximately 90 miles south of Lexington, KY and approximately 80 miles north of Knoxville, TN. The Center has the capacity to house and train 160 students. The Center is closely tied to the community to provide additional training opportunities for the students through an active work experience program.

The Pine Knot Job Corps Center has been a training program that has served generations of young adults through intensive programs of education, vocational training, work experience and counseling since 1965. The basic responsibility of the Job Corps Program is to give America's disadvantaged youth between the ages of 16 and 24 the opportunity to develop needed vocational skills and to earn an education. This contributes to their ability to more fully participate in the world of work and citizenship.

Career Technical Training is accomplished through work experience training and classroom instruction. The length of the career technical training programs on Center varies, but, as a rule, student length of stay in the program is from 10 to 24 months. Pine Knot offers a broad-based educational program. All students must participate in education as well as vocational training. Placement in education is based on tests administered upon entrance. This allows students to progress at a rate consistent with their abilities. Small classes provide individual attention throughout the program.
