Summary and Reflection Although the First Amendment's protection of free speech and expression is central to U.S. democracy, this freedom is limited in cases where public safety is concerned. It is also limited in certain categories including obscenity, defamation, and words designed to provoke a fight. Obscenity is considered deeply offensive and with no value, while defamation causes damage to another person's reputation. "Fighting words," or words designed to provoke a fight, endanger the ability to maintain order. When commercial speech is false or misleading or provides information about illegal products, it is banned, as is speech directed toward inciting immediate lawlessness. In addition, the government may make reasonable regulations on the time, place and manner of speech, but this must be viewpoint neutral and even-handedly enforced. Finally, environments such as prisons, schools, and the military have different rules about free speech.
