I left RAG in 2003 to become a full-time development consultant, pursue a Masters of Philosophy in Adult Education and complete two books.

2. Leadership Circle: Co- Founder (2005-2007)

The Leadership Circle is an initiative to bring together young and old generation leaders in the NPO sector to share skills, experiences and expertise. It is a forum for strategic conversations to deepen awareness about the role of leadership and management in enhancing sustainable NPOs. Three Leadership Circles were held after which People First Foundation adopted it as a project in 2009. An average of 50 leaders attended each gathering.

3. Youth Development Network (JHB): Co-Founder and trustee for 5 years (1998 – 2003)

This network was initiated by the Royal Netherlands Embassy as the primary donor. It consisted of 7 youth development service providers focusing on youth unemployment. I represented RAG on this Trust.

I served as a trustee and acted as an internal consultant to design a computer literacy and life skills project.

5. People First Foundation (PPF): Co-founder, Trustee and Chairperson (2008 – present)

PFF is a vehicle by development practitioners who are serious about ploughing back their skills and expertise into marginalised communities via community based organisations that can be described as survivalist and lack resources to pay for organisational development services. PFF operates as a Trust. PFF runs a number of projects:

• Leadership Circle Breakfast (a space to nurture a community of NPO leaders from different generations, where they can meet, learn, engage and network)

• Capacity building workshops (this address the generic needs of NPOs in terms of leadership and management, resource mobilisation, proposal writing, effective governance, monitoring and evaluation, networking, financial management, etc.)

• One-on-one interventions (addresses the individual needs of NPOs such as developing funding strategies, strategic planning, etc.)

• Leadership Sustainability Conference (this is a biennial event to bring together leaders and managers in an interactive collaborative learning event focusing on workshop facilitation, presentations, case studies, site visits/study tours, conversations, etc. The idea is to showcase elements of best practice and highlight the positive aspects of the work of NPOs and further strengthen the community of NPO practice.)

• Electronic newsletter (This is a tool to disseminate relevant information to various stakeholders on a quarterly basis. Its content consists of relevant article dealing with a topical developmental issue, profiling an individual who made a substantial contribution in the sector despite all odds, as well as promoting the work of PFF.

6. Strategic adviser to numerous NGOs and CBOs in South Africa such Rural Women’s Movement (KZN), Al Noor Orphanage Centre (Cape Town), Mitchell’s Plain Network Opposing Women Abuse, ADHASA (Johannesburg), Social Transformation Programme (Bishop Lavis), Youth Development Specialist Services, Whalemark Project, Community Outreach Organization, Step-Up-For-Life, Dreamcare Shelter for Abused Women, REACH, and many more.

Some comments from leaders and academics who read my books and articles:[2]

The Roots of the NGO crisis in South Africa – A look beyond the surface[3]

“I really like what you are saying, what you do with the issue, I think it’s a great study and well worth the reading by anyone in leadership positions in South Africa. Great work!” (Allan Kaplan: Co-founder of Proteus Initiative and Author of Development Practitioners and Social Process – Artists of the Invisible)

“It is so important for us to start understanding ourselves better through our own narratives, and for others to start getting a clearer understanding of our view of their role. I think that telling it as you have helps us to shift stuck relationships to ourselves and to those whose relationships contribute to defining us.” (James Taylor: Executive Director of Community Development Resource Association)

The Art of Leadership and Management on the Ground[4]

The book combines a thoughtful, critical understanding of the theory and politics of leadership development with practical resources for effective skills development. In addition, it is grounded in the history of organisation-building in the context of the developing world, and combines the collective wisdom of generations of organisation-builders with a sensitive understanding of the challenges of building new layers of leadership who will be able to take their organisations effectively into the future.

The book is written in an engaging and challenging style. It encourages its readers to rethink their assumptions and develop a critical ‘gaze’ not only on their organisations and social context, but also on themselves, and its holistic approach emphasises not only the politics of the organisation, but also the politics of ‘self’. (Professor Linda Cooper: University of Cape Town)

Thank you, Frank for the gift of critical discomfort. I hope it passes from hand to hand, like a hot potato, and when it cools, we’ll eat together. (Professor Daniel Moshenberg: George Washington University)

This article is particularly useful to our organisation. We are an education provider with a current one year accredited course (NQF level 5). We feel we can and must offer more but are in a debate at the moment about whether to accredit two more formal years of study or to set up a more practical, work/ market focused programme. Your article brings a new dimension to the debate.(Ian Bruce, Director: New Africa Theatre Association)

Thanks a million for the most insughtful article regarding Leadership. I have suspected for some time that the direction we are taking in leadership development is not effective and that there is too much focus on theory rather than practise. I am fortunate to be able to tap into true leaders like yourself in order to stay focused on what  it is that we as "development practitioners" are supposed to do. Thank you so much for being who you are and for the inspiration that you so freely give. I aspire to be like you some day.

Yours in True Leadership Development5 (Herschel Witbooi)

Some comments from leaders who attended my workshops[6]

Elbert Hubbard wrote – “Art is the beautiful way of doing anything”. Frank Julie’s Leadership Workshop is ‘Art’ for that very reason. I found his content stimulating and intensely practical – a by-product of his own successful, ‘hands-on’ background. As a fellow Trainer, I applaud his easy, “nobody-gets-hurt”, fully participatory presentation. Visibly – Frank is driven by his love for people, which accounts for his passion to share his wealth of knowledge and empirical experience – a task he achieves for his happy participants with measurable effect. (Len Stevens – Author/Presenter – the “ãGRID Training Method”)

I wish to share with you how inspirational I found your workshop. You are certainly a very informed man, a subject matter expert, who demonstrates great compassion for others. I gained such a huge amount of insight and perspective… that I had struggled to find in the past two years. I experienced it as seemingly lacking in clarity, structure and synthesis as a whole. Suddenly here it all was in one book and on one course. How can I ever thank you enough!

The piece I take away with me, which stuck out the most, was your insistence on the spiritual component of the work. This has been a primary inspiration to me for doing this work as I do believe we are part of the WHOLE, not separate in any way. Our work is a constant opportunity and challenge, to demonstrate this. You are demonstrating it all the time with your selfless sharing and constant giving. I value your generosity of spirit immensely and I feel inspired by your example of how to do this in a sector where money is a seemingly scarce resource and seen as a necessary evil as it were.
