PUBLIC NOTICECOMMUNITY AFFAIRSDIVISION OF LOCAL GOVERNMENT SERVICESNotice of Funding Eligibility Local Efficiency Achievement Program (LEAP) County Coordinator Fellowship GrantsTake notice that, in compliance with N.J.S.A. 52:14-34.4, the Department of Community Affairs, Division of Local Government Services (Division), hereby announces the notice of available funds for the below grant program.Name of Grant Program: New Jersey Department of Community Affairs (NJDCA) - Local Efficiency Achievement Program (LEAP) County Coordinator Fellowship Grants.Purpose of Program: LEAP affords an unprecedented opportunity to incentivize shared services implementation across New Jersey’s local government entities, advancing the mission of the Shared Services Program. Shared service grant programs can only succeed when they are both feasible and fair to all participating jurisdictions. It takes political courage and foresight to implement a shared service. The NJDCA proposes to help municipalities that embrace the concept by minimizing the hardship. To achieve this objective, LEAP offers financial support to local government entities to identify and promote opportunities for shared services and motivate and support service sharing projects. For instance, addressing common barriers to entry, such as transition costs that require dedication of limited public funds without immediately visible community impact will make shared services agreements more achievable. LEAP is comprised of three primary components: Challenge Grants, Implementation Grants, and County Coordinator Fellowship Grants.The County Coordinator Fellowship Grant will allocate funds to each county for a full-time fellowship position. Each county will have the opportunity to identify a fellowship recipient to act as coordinator, who will be mentored by a senior county official and will work full-time for one year. These fellows will be given opportunities to work with county and municipal administrations to explore and identify shared services throughout the county. The coordinators will receive initial training through the Division. The county is encouraged to assign the coordinator a senior county professional as a mentor in addition to their primary supervisor. The coordinators will be required to provide monthly progress reports to the county administration and the Division. Amount of Money in the Grant Program: Governor Murphy has appropriated $10 million in the Fiscal Year 2020 budget for the Shared Services Program. County Coordinator Fellowship Grants provide each county with $50,000 for the purpose of funding a one-year full-time position to work with county and municipal administrations in identifying shared service opportunities. Benefits would be provided by the county.Eligible Applicants: All 21 New Jersey counties.Minimum Applicant Qualifications to Receive Funding: In order to qualify, eligible applicants must:-- Demonstrate the applicant's capacity to complete the proposed fellowship project and to provide project management and oversight for all activities and fiscal operations; and -- Provide the title of the assigned supervisor and mentor.Application Process: The Division will administer the program. Recipients must use funds awarded to support costs associated with the retention of a qualifying fellowship recipient. The date of email submission shall constitute the date filed.
