Houston UASI Multi-Year Regional Training & Exercise Plan2018-2021-6362701630045 “Securing the Houston Urban Area”PREFACEThe Federal Emergency Management Agency (FEMA) Grant Programs Directorate requires that every State and Urban Area conduct a Multi-Year Training and Exercise Planning Workshop (TEPW) annually. As a result, the Houston Urban Area has conducted a Training and Exercise Planning Workshop (TEPW) and has since produced this Regional Training and Exercise Plan (RTEP).The Houston Urban Area Regional Training and Exercise Plan is the roadmap to accomplish the goals described in the region’s Homeland Security Strategy. The Houston Urban Area has developed a comprehensive region-wide approach to homeland security planning, equipment purchases, innovative training, and realistic exercises to strengthen emergency prevention and response capabilities. Training and exercises play a crucial role in the UASI strategy, by providing the region a means of attaining, practicing, validating, and improving new capabilities. Houston Urban Area DefinitionThe Houston Urban Area is comprised of the City of Houston, Harris, Fort Bend, Montgomery, Galveston and Brazoria Counties. Per FEMA guidance, UASI funding is only allowable for trainings and exercises that assist the Houston Urban Area in building an enhanced and sustainable capacity to prevent, protect against, respond to, and recover from acts of terrorism. While the focus of this document is on multi-jurisdictional and regional trainings, exercises, and real-world events, non-terrorism focused, non-UASI funded, trainings were included because of the dual purpose they serve in preparing the region for responding to any incidents. By including more trainings, exercises, and real-world events, a more comprehensive, all-hazards, and whole community overview is provided. All non-terrorism related trainings and exercises listed in this plan are not eligible for UASI funding. Jurisdictions will need to research alternative funding sources for those trainings and/or exercises. The plan is a living document that is refined throughout the year. Activities may be added or modified, but the goals remain the same until the annual Regional Training & Exercise Planning Workshop. The RTEP provides a roadmap for the region to follow in accomplishing the goals as described in the Houston Urban Area Homeland Security Strategy through effective trainings and exercises. The RTEP will assist in the prevention of duplications of efforts, increase efficiency of training and exercises and ensure resources are not overextended during training and exercises. While efforts have been made to make the plan as comprehensive and inclusive as possible, it should be understood that some activities may not be mentioned in the plan. Each goal is linked to a corresponding National priority, State priority, and, if applicable, an Improvement Plan (IP) action from a previous years’ After Action Review (AAR). The goal is further linked to the associated core capabilities that would facilitate accomplishment of the priority, and the training and exercises that will assist the region in achieving that priority.Included in the RTEP is the training and exercise schedule, which provides graphic illustration of the proposed activities, scheduled for the years 2018-2021. AARs/ IPs included both real-world events and exercises that ranged from 2009-2018. Impacts of Hurricane HarveyHurricane Harvey impacted many jurisdictions and agencies’ training and exercise plans. This resulted in some trainings and exercises to be cancelled, rescheduled, or refocused. Regional Improvement Planning WorkshopOn September 18, 2018, the region conducted a Regional Improvement Planning Workshop. A copy of the agenda and roster can be located in Appendix C.Regional Training and Exercise WorkshopOn October 30, 2018, the region conducted a Regional Training and Exercise Workshop. See Appendix A: Multi-Year Training and Exercise Schedule.Review and Concurrence A draft copy of the RTEP was disseminated to all UASI committees and jurisdictions for review and approval of their appropriate sections of the plan. After approval, the final draft RTEP will be sent to the Executive Committee for approval. After executive approval, this plan will be sent to the Texas Division of Emergency Management and FEMA via email. Plan MaintenanceThe Training and Exercise Plan will be maintained by the Regional Collaboration Committee through the Training and Exercise Work Group, and updated on an annual basis. Updates to the training and exercise calendar attachment are made as needed. Reduce the long-term vulnerability of the Houston Urban Area by filling identified and documented gaps with training and exercise.Improve the capabilities of the region through advance ICS courses and the continuation of existing and ongoing trainings within the region.Conduct an improvement planning workshop on an annual basis and multi-year training and exercise workshop. Validate existing regional plans and procedures through training and exercise. The following sections will cross-reference each goal with related priorities, capabilities, trainings, and exercises.
