THE MINUTES OF THE LAST MEETING of the Council held in the Minor Hall on Tuesday 13th January 2015 at 7.30 p.m.

PRESENT: Cllrs. Adrian Hughes (in Chair), Peter Bowen-Simpkins, Enid Jones, Susan Bevan, Judith Rock, Paul Lloyd-Davies, Chris Spacie and the Clerk, Mr. Howard Evans.

APOLOGIES: Unitary Authority Councillor Richard Lewis.

1. TO RECEIVE DISCLOSURES OF PERSONAL INTEREST FROM MEMBERS

There were no disclosures of personal interest from members.

2. THE MINUTES OF THE LAST MEETING were circulated, approved and

signed by the Chairman.

3. MATTERS ARISING

‘No Overnight Parking’ signs - Cllr. Hughes reported that signage will be arranged when the stones are in position. The Clerk to respond to correspondence from Llanrhidian Lower Community Council with respect to illegal camping on Cefn Bryn.

The Clerk reported that Mr. Hugh Jones had been in contact with respect to the war grave in the churchyard to report that a representative from the Commonwealth War Graves Commission would be visiting Reynoldston. Cllr. Bowen-Simpkins further reported that the representative had visited and that the Commonwealth War Graves Commission would contact the Benson Trust to seek permission to place a ‘traditional’ war grave headstone on the grave.

4. PRECEPT 2015/2016

It was proposed by Cllr. Jones and seconded by Cllr. Spacie that the Precept should be set at £10,000 (£1,000 less than in the current financial year) for the financial year 2015/2016 to allow for the budgeted expenditure as discussed by Councillors. The proposal was agreed unanimously.

5. REVIEW OF COUNCIL DOCUMENTATION/POLICIES

Outstanding policies still to be reviewed:

• Standing Orders and Chairmanship - Cllr. Hughes

• Data Protection and Community Councils – Cllr. Spacie

• Health and Safety – Cllr. Bowen-Simpkins.

Deferred to the next meeting.

6. VILLAGE ENHANCEMENT SCHEME (VES)

Cllr. Bowen-Simpkins reported that except for the well requiring a slate all the projects were complete. He also reported that he had attended a meeting about the VES where all villages’ improvements were showcased. Cllr. Bowen-Simpkins emphasised that Sarah Hughes of the City and County of Swansea had been a major influence in ensuring that VES projects in Reynoldston had been brought to a conclusion. The Clerk was instructed to write to the Economic and Strategic Development Division of the City and County of Swansea to formally thank Sarah Hughes for her support. Remaining Councillors thanked Cllrs. Bowen- Simpkins and Lloyd-Davies for all their hard work relating to the VES in Reynoldston. Cllr. Bowen-Simpkins informed Councillors that additional grant funding would be made available in the new financial year.

The Clerk presented correspondence from Mr. Edward Harris, on behalf of Penrice Estate – the correspondence only being received at approximately 5pm that evening via e-mail. The correspondence received related to work carried out by the Community Council on the Lower Green and Robins Lane. The letter requested confirmation that no cutting or management works be carried out on the Lower Green by the Community Council and that Robins Green and the pond be restored to its former state and all works removed that had been authorised by the Community Council. The letter concluded with the notification that ‘proceedings will be commenced to obtain declaration of the Court in the above terms’ relating to the Lower Green and Robins Lane. The Clerk advised that Councillors should contact their solicitor to formally reply to the correspondence from Mr. Edward Harris. However, after discussion Councillors agreed that a letter would be composed by them in reply to Mr. Harris’ correspondence and forwarded to the Clerk to send on to Mr. Harris’ office.

7. VILLAGE GREENS

Cllr. Jones read out a letter from Mr. Ian Campbell relating to the path across the Higher Green in which he made two points relating to water run off and the rough and uneven surface of the path. Councillors discussed the correspondence in detail and noted its content. With respect to the water run off together with associated mud after the recent works carried out on the path, Councillors agreed to monitor the situation closely but felt that this problem would be negated by the regrowth of the grass and other vegetation. Councillors were aware of the need to make the path more accessible and would seek to identify further funding to allow this work to be carried out.

The Clerk was instructed to reply to Mr. Campbell’s correspondence.

8. REPORT FROM ONE VOICE WALES

Cllr. Lloyd-Davies had attended the last area committee meeting of One Voice Wales where a presentation had been made on the proposed Tidal Lagoon for Swansea Bay. Concerns were raised in the meeting about the project and responded to by a representative of the Tidal Lagoon team.

9. VILLAGE MAGAZINE

Ambulance Station developments; war grave; total figure for grants successfully applied for in the current financial year and how they had been deployed within Reynoldston; Precept figure for 2015/2016.

10. HIGHWAYS

There was a general discussion about speed limits and signage within Reynoldston and the possibility of grant funding in the future.

While duly noting the correspondence from Mr. Edward Harris, Cllr. Rock to investigate with the City and County of Swansea whether any works can be undertaken to make Fir’s Lane more accessible at all times of the year.

11. BURIAL GROUND

Cllr. Bowen-Simpkins had spoken to Cllr. Richard Lewis about the possibility of accessing a grant for the purchase of land for an additional burial area within Reynoldston. Cllr. Richard Lewis had responded by saying that there was no likelihood of accessing such a grant.

Having reported the above Cllr. Bowen-Simpkins reassured Councillors that there was sufficient space remaining in the churchyard – taking into consideration the percentage of the population as a whole that elect to be buried – for many years to come for residents of Reynoldston.
