BACKGROUND

Department of Public Safety:

The Hawaii state Department of Public Safety (PSD) oversees the state's jails and prisons as well as a sheriffs division that provides law enforcement at state facilities, including court houses and airports. The mission of PSD is to provide for the safety of the public and state facilities through law enforcement and correctional management.

The department's operating budget for fiscal year 2016 was $263 million, with $240 million from the state's general funds. It has about 2,200 employees and is made up of three divisions:

Administration: Handles everything from training and staff development, personnel management, management of the operating budget, and capital improvements program budget.

Corrections: Oversees the state's jails and prisons. Represents 85 percent of the department's annual operating costs.

Law Enforcement:Includes the sheriffs division and narcotics enforcement division.

The department oversees four (4) jails and three (3) prisons in Hawaii that imprison roughly 6,000 of the state's citizens. That includes approximately 1,500 prisoners in mainland facilities.

Jails: Hawaii Community Correctional Center, Kauai Community Correctional Center, Maui Community Correctional Center, and the Oahu Community Correctional Center.

Prisons: Halawa Correctional Facility, Waiawa Correctional Facility, and the Women's Community Correctional Center. All three prisons are located on the island of Oahu.

The department submits annual reports to the Hawaii Legislature on its various programs.

The Directory: The creation of this directory was influenced by an Offender Workforce Development Specialist (OWDS) Training Initiative which promoted collaboration between criminal justice agencies and community organizations to increase positive offender employment outcomes. In addition to the training, specific workgroups were created to address barriers related to offender reentry. Hence, the workgroup that laid the groundwork for this directory is called, "Pacific Resource." This directory is one of many strategies that will assist individuals in making a successful transition from prison/jail to the community. The development of this directory would not have been possible without the partnerships of and collaboration with many government and community agencies. Therefore, we would like to thank all those involved who worked tirelessly on this effort.

This updated 2017 version, has added the following sections; Native Hawaiian, Adults with Disabilities, LGBT Advocacy & Community, Military/Veteran, and Food & Clothing. In addition, there has been great effort to list services across all counties. Maintaining accurate and updated information is a difficult task.
