The Public Health Function (PHF) is an integral part of this vision, responsible for developing the Council into a ‘Public Health Engine’[1] which actively promotes population good health and enables all Birmingham citizens to make healthier choices. This will be achieved through the continual championing of the health and wellbeing of all people across the city, but especially the most vulnerable.

Strategic Context

The PHF approach has been designed to respond to organisational business needs and strategic change within the Council as well as political forces outside of it improving Citizens' health and wellbeing outcomes. The PHF reflects the priorities of the Future Council Programme, Combined Authority and supports the commissioning-led approach of the Council led by the Commissioning Centre of Excellence. The PHF is designed to ensure that it can respond flexibly and adapt to these demands through both supporting and driving change, demonstrating excellence in Intelligence, NHS Support, Public Health Innovation and Council Collaboration.[3] The PHF is at the core of improving health and wellbeing in Birmingham.

Role Context

The role of the Grade (GR2) Apprentice (Level 1) within the PHF, is designed to maximise the learning and development of the post holder in-line with Public Health Practitioner standards, while also meeting the requirements of the thematic areas. Each will be required to deliver on a selection of the key responsibilities listed under the relevant themes below. Responsibilities will change and evolve based on emerging priorities and business needs. Specialist training or skills required for these roles are included in the relevant Person Specification.

The Public Health Apprentice (Level 1) is a 2-year fixed Public Health contract . During this contract the worker will be expected to do the following:

• Each Public Health Apprentice will undergo rotating placements within the 4 areas of Public Health (Innovation, Intelligence, Council Collaboration, and NHS Support)

• Each Public Health Apprentice will be required to attend an academic institute to gain relevant qualifications that support delivery against the PH Skills framework

• Each Public Health Apprentice will be provided with a mentor, who will have regular meetings with the post holder and their line manager

• All Public Health Apprentices will be expected to evidence their learning through an evidence based Public Health Portfolio, in-line with the Public Health Practitioner standards and PH skills and knowledge framework

• Be part of a wider learning Set and meet with others to share knowledge and learn .

• Contribute to the audit/evaluation of the scheme as and when required

Role Purpose

The collective activities required by GR2 Public Health Apprentices (Level 1) working flexibly across the PHF to develop their learning and Practitioner competencies are outlined below under the relevant Standards headings. There is also an expectation that Public Health Apprentices will need to work across, and with other theme areas as well as the wider Directorate, Council, NHS and stakeholder organisations.

• Provide support to the Public Health team across the relevant 4 functions.

• Support the wider Public Health service through a range of regular communication updates.

• Work in partnership across a wide range of stakeholders establishing relationships to support delivery of agreed priorities and outcomes for citizens.

• To collect and analyse data in order to inform Public Health activity

• To support and participate in the delivery of range of health improvement programmes, including producing and maintain action plans

• To contribute to reports, briefing documents and presentations relating to Public Health as and when required by team leads.

• To plan and organise events, workshops and engagement sessions related to Public Health as and when required.

• Using media as a tool to promote public health.

• To have a flexible approach to work to meet the changing needs of the public health team

• To attend meetings associated with the tasks or projects allocated

• To assist in the administration process associated with public health service audits

• To recognise and act within the limits of own competence seeking advice when needed

Learning and skills Context

• During this fix term contract apprentices will be expected to have gained the following:



• Be able to provide a definition of Public health

• How to search for evidence based practice

• Create and maintain a database

• List the PH mandated functions

• The role of technology to support behavioural change

• Difference between health protection and health promotion

• How PH operates across health and Council

• Understand the role of health promotion to support lifestyle changes

• Explain the tiers of prevention

• How to organise an engagement workshop

• Apply tools and technics to support PH in stakeholder engagement

All Public Health Apprentices will be managed according to the Council’s Matrix Management principles demonstrating a flexible and adaptable working approach.

• Supervision Officer: Officer/Senior Officer (Supervision is by Matrix Management)

• Level of Supervision: Plan own work to ensure the meeting of defined objectives.
