CLASS CODE: 5894 PAY GRADE: 024 CLASS TITLE: HEALTH SERVICES AND FACILITIES CONSULTANT ALLOCATION FACTOR(S) This is work accomplishing administrative, technical and consultative functions in health care planning and development programs such as certificate of need, health care services and facilities planning.EXAMPLES OF WORK PERFORMED: (Note: The examples of work as listed in this class specification are not necessarily descriptive of any one position in the class. Reviews applications and issues or denies certificates of need.Coordinates the activities of the Office of Health Planning and Development with other state and local agencies.Develops and implements certificate of need and health planning policies and procedures.Develops and implements health care facility and service need methodologies.Collects and analyzes data needed for review and decision making regarding certificate of need applications and health planning functions.Conducts public hearings.Serves as an expert witness in certificate of need and need methodology hearings and appeals.Conceptualizes new approaches to health care regulation and planning and develops health care strategic plans.Develops periodic certificate of need and health planning activity reports.Develops and recommends solutions to complex health care regulation and planning issues.Conducts on-site health care facility monitoring visits and other desk audit monitoring activities related to certificate of need projects.Develops and implements studies designed to improve the efficiency and effectiveness of the certificate of need review, appeal, and monitoring processes, and health planning processes.Develops, maintains, and enhances certificate of need and health planning information systems.Develops recommendations regarding the revocation of a certificate of need.Conducts health manpower studies.Supervises the statewide health council and local health councils. Develops the state health plan.Coordinates departmental health planning activities with other departmental offices.Develops health services and facilities need projections.Performs related work as required.KNOWLEDGE, SKILLS AND ABILITIES: (Note: The knowledge, skills and abilities (KSA's) identified in this class specification represent those needed to perform the duties of this class. Knowledge of the principles and practices of health care administration, planning and regulation.Knowledge of methods of compiling, organizing and analyzing statistical and financial data.Knowledge of the health care industry and technologies.Knowledge of health facility construction and financing.Ability to compile, organize and analyze data and make recommendations.Ability to perform research.Ability to prepare reports, applications, documents and other written materials.Ability to understand and apply applicable rules, regulations, policies and procedures.Ability to work with others in a consultative role.Ability to serve as a hearings officer and expert witness in hearings and appeals.Ability to plan, organize and coordinate work assignments.Ability to communicate effectively.Ability to establish and maintain effective working relationships with others.MINIMUM QUALIFICATIONS A bachelor's degree from an accredited college or university and four years of professional experience in health care administration, health care planning, health care regulation, or other health or rehabilitation programs; administrative experience involving program or policy planning and development, program research or evaluation, finance, statistical analysis, accounting, auditing, or budget analysis.A master's degree from an accredited college or university in health care administration or planning, social work, public health, urban and regional planning, business, statistics, mathematics, economics or public administration can substitute for one year of the required experience.A doctorate from an accredited college or university in any of the areas of major study described above can substitute for two years of the required experience.EFFECTIVE: 11/13/1985HISTORY: ................
