SECTION 1 - GENERAL

1.1 Authorisation statement

This Environmental System Manual is the controlling document for the management of environmental issues at MTI (known later as the Company) and it applies to all the Company’s processes and operations. The use of this manual, its related procedures and instructions is mandatory.

The purpose of this Environmental Manual is to document the environmental systems being used by the Company to comply with the requirements of the environmental management system standard BS EN ISO 14001

1.4 Environmental manual — Control and distribution

This manual defines the elements, procedures and departmental responsibilities for the implementation and maintenance of the environmental management system designed to support our compliance with the requirements of BS EN ISO 14001

The preparation, revision, publication and distribution of this environmental manual is the responsibility of the external consultant and will be authorised by the General Manager. System updates and maintenance after release of Issue 1 are the responsibility of the Environmental Manager This environmental manual is a controlled document that is subject to authorisation and issue control. Any uncontrolled document must be clearly marked UNCONTROLLED. There is only one controlled copy of this manual held at MTI.

SECTION 2 - COMPANY POLICY AND PROFILE

2.1 Environmental policy

The Company’s environmental policy is signed by the General Manager and is available at the Birmingham Offices and in section 4.2 of this manual.

The Company recognises that concern for the environment is an integral and fundamental part of its business strategy.

Managers at all levels in the Company are committed to ensuring that environmental issues and impacts are taken into account when reaching business decisions and in managing operations.

2.2 Company profile

The Midland Tank & Ironplate Company Limited – known as MTI for short – was established in 1915 and has grown steadily though investment in modern technology. Following incorporation in 1957, the year of 1962 MTI saw the acquisition of its first Press Brakes, 1980s saw its first CNC Punch Press and the 1990s saw its first CNC Laser Profile Cutter. We are now equipped with state-of-the–art laser, punching, pressing and welding machinery that are operated by 3-D CAD CAM software. MTI has a multi-industry customer base that stretches across the UK and Europe.

SECTION 3 - PURPOSE

3.1 Purpose

This manual documents the Company’s policies and systems for the management of its environmental impacts. It has been compiled to meet the requirements of BS EN ISO 14001:2004 - Environmental management systems: Specification with guidance for use.

It has the following purposes -

• to establish, describe and maintain an effective environmental management system covering the implementation of the Company’s environmental policy, and its commitment to conforming with environmental regulations and continual improvement in environmental performance

• to identify, and provide a guide to, the procedures and instructions that ensure that all personnel operate the system correctly

• to provide a reference document for all staff whose activities may have an influence on the Company’s environmental performance

• to assist in the training of personnel

• to facilitate auditing of the system

• to demonstrate to interested parties that a system exists which is leading to continual improvement in environmental performance

SECTION 4 - ENVIRONMENTAL MANAGEMENT SYSTEM

4.1 Scope

MTI fabricates various precision items – mainly in metal (ferrous and non-ferrous), but also in plastic as required – for a wide range of sub-contract customers. Its operations include CNC laser profiling, CNC punching, bending, welding and finishing. Sheet metals (and plastic) are processed in a range of high-tech equipment by well-trained and operators. It operates out of two adjacent premises in a semi-residential area of Birmingham.

2. Environmental policy

MTI Environmental Policy

MTI has long been committed to protecting and enhancing the environment. We believe that the Company has a responsibility to prevent pollution and avoid compromising the ability of future generations to sustain their needs.

MTI has made a commitment to achieving and maintaining ISO 14001: 2004, the Environmental Management System, which is used to manage and control our environmental impacts. Internal auditing and continual improvement are integral to the system. This system requires MTI to have a working knowledge of applicable legislation, standards and codes of practice and to demonstrate statutory compliance.

While it is recognized that MTI can do very little about its greatest indirect environmental impacts – namely the use of sheet metal and plastic – there is much that it can do to operate in an environmentally friendly manner, as laid out in the Environmental Management System documentation.

This policy and the environmental risk assessments are used to determine the organisation’s environmental objectives and targets.

It is the responsibility of MTI’s management to effectively deploy this policy and for all employees and contractors to adhere to the policy and procedures stated in the Environmental Management System.

4.3 Planning

4.3.1 Environmental aspects (OP-20)

A documented procedure is established and maintained to identify, examine, and evaluate the significance of the environmental aspects of the Company’s activities, products and services covering the following circumstances -

• direct and indirect

• past, present and planned

• normal, abnormal and emergency

These aspects are evaluated for their significance, and for their detrimental or beneficial environmental impacts. Significant aspects, with their resultant environmental impacts. are included in a register, which is maintained by the environmental manager.

Considerations include -

• controlled and uncontrolled emissions to atmosphere

• controlled and uncontrolled discharges to water

• solid and other wastes

• contamination of land

• use of land, water, fuel, energy, and natural resources

• noise, odour, dust, vibration, and visual impact

4.3.2 Legal and other requirements (OP-14)

The Company has established and maintains a procedure to record all appropriate legislative, regulatory, policy requirements and codes of practice, which are relevant to the environmental aspects of its activities, products and services. The environmental manager keeps the register and ensures access to all relevant legislation and other documents appropriate to this procedure.

4.3.3 Objectives and targets (OP-19)

The Company has established and maintains a process for setting objectives, targets and performance criteria which ensures the specification of environmental objectives, and the targets that follow from them, at all relevant levels. The objectives derive from consideration of regulatory requirements, the environmental aspects and impacts register, the corporate environmental policy, requirements of the business and comments from interested parties, including customers.

In order to ensure full understanding among employees of the objectives and targets they are communicated at least annually through the usual staff briefings and other communications channels.

4.3.4 Environmental Management Programme(s) – (OP-20)

To ensure that the objectives and targets are achieved, an environmental management programme operates.

This covers -

• existing and new products

• services and processes

and defines the responsibilities for -

• the means and procedure to achieve the objectives and targets

• monitoring of progress towards achievement

• responding to any changes which occur as projects proceed

• taking any necessary remedial or corrective action

4.4 Implementation and operation

4.4.1 Structure and responsibility

The Company structure is covered in the organisation chart and job descriptions, both of which are contained within the ISO 9001:2000 manual and which outlines roles, responsibilities and authorities within the management of the organisation.

Management shall provide resources essential to the implementation and control of the environmental management system.

Environmental performance is the responsibility of The General Manager. He is assisted by his management team, each with individual responsibilities, and by an Environmental manager.

4.4.2 Training, awareness and competence (OP-15)

It is the Company’s policy to ensure that all employees are appropriately trained and qualified to carry out their duties and the Training procedure has been established for this purpose.

The induction programme for new staff includes an explanation of the Company’s environmental policy and objectives, the significant environmental aspects, the requirements of the environmental management system, and the responsibilities of staff in complying with these requirements. Existing staff have been briefed in a similar fashion.

Records of completion of the induction course are maintained as part of each employee’s training record.

For those employees whose responsibilities have a potentially significant impact on the Company’s environmental performance, additional specific training may be required. Each line manager, assisted as appropriate by the Environmental Manager, is responsible for identifying the training needs of their staff, for ensuring that this training is carried out adequately, and for maintaining records of such training for individual employees, and a training matrix indicating overall staff training requirements.

4.4.3 Communications (OP-16)

The Company recognises the importance of good communications between the various levels and functions of the Company and with, among others, customers, suppliers, neighbours and regulatory authorities. Therefore, a procedure for Internal and external communications is established and maintained to receive, document and respond to communication with interested parties concerning the Company’s environmental aspects.

Complaints concerning environmental aspects are dealt with by following the procedures for Control of Non-conformity and for Corrective action. The Environmental Coordinator will ensure that appropriate records of relevant incoming and outgoing communications are maintained.

4.4.4 Environmental management system documentation (OP-07)

The Company has established and maintained an Environmental Manual (this document) which describes -

• the environmental policy and how this relates to objectives, targets and the management programme

• organisational roles and responsibilities

• how the system elements interact

The hierarchical relationship between documents within the environmental management system is depicted in the diagram presented below -

4.4.5 Document control (OP-07)

Document control ensures that all environmental documentation is reviewed and approved for adequacy by authorised personnel prior to issue, and is controlled and distributed to a level appropriate to the needs of the document in question.

All environmental documents are created in a standard format and are authorised by specified personnel within the organisation.

Document controllers are responsible for the control and distribution of all controlled documents relating to the environmental system.

Appropriate documents are available at all locations where operations essential to the effective functioning of the environmental system are performed.

Changes or modifications to environmental documentation are identified in the document. All modified documents are reviewed and approved for adequacy by authorised personnel before re-issue.

Master lists are established for all system documentation. These lists identify the current EMS system documents and their corresponding issue levels, thereby precluding the use of non-applicable documents.

4.4.6 Operational control (OP-10 & OP-18)

a) General

The Company has established and maintains a procedure to ensure adequate co-ordination and effective performance of control, verification, measurement, and testing throughout the organisation.

b) Control

Functions, activities, and processes, which do, or could, have a significant environmental effect, are identified, and a procedure specifies how these should be carried out in a controlled manner. The significance of environmental aspects is determined in accordance with a documented procedure.

c) Suppliers and Contractors

If any supplier is identified as contributing to the Company’s significant aspects, those suppliers will be informed of our specific environmental requirements in order for them to support our performance objectives. A register of such suppliers is maintained by the Environmental manager. Control of on-site contractors details the requirements to be met.

4.4.7 Emergency Preparedness and Response (OP-17)

A documented procedure is operated to identify the potential for and response to accident and emergency situations and to prevent and mitigate the environmental aspects of these. This procedure is reviewed for its effectiveness. The procedure provides for testing of the system for preparedness where practicable.

4.5 Checking and Corrective Action

4.5.1 Monitoring and measurement (OP-18)

The procedure for Monitoring and measurement includes details of the arrangements established to verify compliance with specified requirements covered by, for example, the environmental programme, targets or control procedures and work instructions.

4.5.2 Non-conformity, corrective and preventive action (OP-10, 11 & 12)

The environmental manager in conjunction with the relevant line managers shall initiate investigation and appropriate corrective or improvement actions in case of nonconformity with specified requirements relating to the environmental management system and environmental performance. This is fully detailed in the procedures for Control of Non-conformity, Corrective and Preventive actions.

4.5.3 Records (OP-08)

To demonstrate compliance with the environmental management system, and the extent to which environmental objectives and targets have been met, a system for the collection, identification, storage and maintenance of environmental management records is in place. The procedure, Control of records covers this.

4.5.4 Environmental management system audit (OP-09)

The Internal Audit procedure describes the system for an internal environmental audit programme, which has been established to determine that our environmental activities conform -

• to this manual and ISO 14001:1996

• to the environmental management system

• to procedures and work instructions

in order to check the effectiveness of the environmental management system in fulfilling our environmental policy.

The procedure provides information as to how the results of audits are communicated to the relevant managers and how they aid continual improvement of the system.

Suitably trained individuals carry out audits.

4.6 Management Review

The Company will carry out, at least annually, a documented review of the environmental management system to ensure its continuing suitability and effectiveness for meeting our policies and objectives, and aim for continual improvement. Where appropriate, changes in the system, policy or objectives will be made. The meeting will use an agenda prepared by a competent person and the minutes of such meetings are circulated o all relevant parties.

These reviews will take account of changing circumstances, the results of environmental management system audits, and commitment to continual improvement.
