|Position Summary: |

|A highly detail oriented and seasoned grants and contracts compliance professional, the Grants and Contracts Business Manager will be |

|responsible for the day-to-day financial and deliverables tracking, oversight, compliance and administration of all federal grants, private |

|awards with a specified scope-of-work, and sub-contracts managed by the National Indian Health Board. A majority of time will be committed to |

|management/compliance/quality assurance for health information technology (HITEC) grant; therefore, experience with American Recovery and |

|Reinvestment Act reporting and compliance is mandatory. The incumbent will oversee all assigned project activities to ensure compliance with |

|grant or contract requirements and on-time achievement of deliverables. The incumbent will be responsible for preparing funding proposals and |

|budgets, assisting program managers to develop and implement work plans, and provide monthly reports on financial and deliverables performance|

|of program managers in achieving their program goals and objectives. The incumbent will also assist the NIHB Executive Director with personnel|

|oversight for all grants staff. In addition to grants management, the Grants and Contracts Business Manager will also provide monthly reports |

|to the Executive Director demonstrating grant compliance, both financial, programmatic and reporting, as required. The incumbent will ensure|

|that sub-awardees are also achieving deliverables satisfactorily and on time, with close attention to the detail in contracts and agreements, |

|and make recommendations for project management improvement. Knowledge of American Indian/Alaska Native health a plus. |

|Roles and Responsibilities: |

|Ensure NIHB is compliant and timely in reporting on all Federal grants including, but not limited to; the US Department of Health and Human |

|Services (HHS); Indian Health Service (HHS); Office of National Coordinator (HHS); Environmental Protection Agency. |

|Apply high knowledge/proficiency in US Office of Management and Budget Federal grant compliance rules; |

|Ensure NIHB is compliant with American Recovery and Reinvestment Act grants compliance rules; |

|Must have experience in ensuring compliance with all deliverables, financial and programmatic, in the course of managing numerous sub-awardees|

|from sometimes broad geographic areas within the United States. |

|Maintains grant and contract files, reporting, filings, compliance. |

|Generates, monitors and manages project budgets and organization-wide program reports. |

|Meets regularly with sub-awardees and program managers to develop work plans, monitor and assess progress and implement activities to meet |

|contract and grant objectives. |

|Works in a team inside organization and with national partner/team members remotely. |

|Maintains contacts with funding agencies, as required. |

|Provides day-to-day supervision and backstopping for program managers. |

|Reviews and edits project reports. |

|Attends meetings to enhance program activities, as required. |

|Monitors and evaluates program management performance. |

|Prepares and monitors corrective action plans proactively and as needed to ensure contract and grant compliance. |

|Provide regular reports to the Executive Director on project activities, accomplishments, concerns and strategic problem-solving solutions. |

| May assist with recruiting, interviewing and hiring program personnel, in addition to providing on-going training related to grants |

|management. |

|Assist with preparation of quarterly reports to the NIHB Board of Directors; and coordination of quarterly Board meetings, special meetings, |

|and conferences, as required. |

|Assist with special projects as assigned by Executive Director. |

| |

|Job Qualifications |

|Education: |

|An advanced degree in a relevant and applicable field. - with at least five years post-graduate experience. OR relevant Bachelor’s degree and |

|significant, applicable professional experience at a senior level. |

|Skills and Experience: |

|Professional experience with American Recovery and Reinvestment Act reporting and compliance is mandatory. |

|Knowledge about and experience in electronic medical records implementation highly desired. |

|Highly knowledgeable/proficient in Federal grants management compliance including, but, not limited to the US Department of Health and Human |

|Services (HHS); Indian Health Service (HHS); Office of National Coordinator (HHS); Environmental Protection Agency (EPA). |

|Highly knowledgeable/proficient in US Office of Management and Budget Federal Grant Compliance rules; |

|Must have experience in ensuring compliance with all deliverables, financial and programmatic, in the course of managing numerous sub-awardees|

|from sometimes broad geographic areas within the United States |

|Five years paid work experience which specifically includes: administration of federal grants and contracts; successful preparation of written|

|funding proposals and supervision of professional staff. |

|Knowledge of Indian health care programs and activities. |

|Skills in negotiating contracts and services agreements. |

|Highly organized. |

|Excellent written and oral communication skills. |

|Demonstrated supervisory skills with program staff. |

|Specialized Knowledge, Licenses, etc.: |

|Must have a valid state driver’s license. |

|Working Conditions: |

|Incumbent must be able to: |

|Work in an office environment and structure with both workstations and offices. |

|Sit for long periods of time and use a personal computer. |

|Retrieve documents from book shelves, file cabinets, etc. |

|Travel extensively, via airplanes and automobiles. |

|Own and operate personal vehicle and obtain valid liability insurance. |

|Work under pressure and deadlines within short time frames. |

|Work after hours, as needed. |
