U.S. Utility and State Programs that Offer Incentives and Rebates for Energy Efficient Fenestration

Alabama

Cullman Electric Cooperative

Residential Energy Conservation Loan Program ? Maximum loan of $2,000, up to 36 months at 8% for storm windows.

Residential Rebate Program ? $200 per new home for energy efficient measures, including windows

AlabamaSaves

AlabamaWISE Home Energy Program

Commercial Loan Program ? A third-party program lending, to commercial, industrial and non-profit businesses in Alabama for lighting, HVAC, controls, envelope (including windows), process improvement upgrades, and solar photovoltaic systems.

Residential Financing Program ? Financing up to $15,000 as low as 6% to homeowners who install efficiency measures that result in an energy savings of at least 20%.

This is a program of the non-profit Nexus Energy Center and Alabama Dept. of Economic and Community Affairs (ADECA). This program is currently available to residents in north Alabama.

Dixie Electric Cooperative

Residential Loan Program ? The Co-op Energy Efficiency LOAN Program is designed to help members improve the energy efficiency and comfort of homes. They have two low-interest loan options to finance energy-efficient home improvements, including windows.

South Alabama Electric Cooperative

Residential Energy Resource Conservation Loan Program ? Loans will only be made to members who have good credit ratings and also own the structures to be weatherized. ERC loans may be provided to finance the cost of labor and materials for items such as insulation, storm or thermal windows, storm or thermal doors and high efficiency heat pumps.

Tennessee Valley Authority

Residential Rebate Program ? eScore program to receive rebates on home improvement projects, including windows and doors. Installations must be performed by TVA's or your local power company's Quality Contractor Network.

Small Building Material Loan ? Loan to complete or renovate property located within a "small community." Maximum of $100,000. Renovation must be completed within 180 days of loan closing.

Commercial Energy Efficiency Interest Rate Reduction Program ? Interest rate reductions for energy efficiency improvements (must obtain energy rating before and after improvements) or new efficient building construction towards the first $200,000 of the total loan.

Residential Energy Efficiency Interest Rate Reduction Program ? Interest rate reductions when financing new or existing energy efficient homes or when borrowers purchase and make energy improvements to an existing home.

Residential Energy Loan Program ? Borrowers may obtain financing to make energy improvements on owneroccupied properties.

Residential Weatherization Program ? homeowners who meet income limits may apply for this program. Homeowners and renters may apply.

Residential Rebate Program ? SRP is offering customers a rebate of $0.80 per square foot on professionally installed shade screens to keep their homes cooler during Phoenix's summer months.

Arkansas Building Authority

Commercial Loan Program ? Sustainable Revolving Loan Program for energy efficient upgrades for state owned facilities. Upgrades include windows, doors, and skylights.

Empire District

Residential Weatherization Program ? This program is offered by Arkansas' seven investor-owned energy utilities to residential customers residing in severely energy inefficient homes and includes reduction of air infiltration around windows, window replacement and storm windows.

Entergy

Small Business Energy Solutions Program ? Entergy Arkansas offers a range of support to help improve your facilities and put money back into your small business. Includes $0.35 incentive for, window film.

First Electric Cooperative

Residential Improvement Loan Program ? Up to $15,000 for measures associated with heat pump installation, including window improvements. Fixed interest rate with 12- to 60-month terms. Payment included in electric bills.

Ozarks Electric Cooperative

Residential Energy Efficiency Mortgages ? An Energy Efficient Mortgage (EEM) or an Energy Improvement Mortgage (EIM) can enable homebuyers to purchase a better, healthier, more comfortable home that saves money by shrinking monthly utility expenses.

Residential Home Improvement Rebate Program ? rebate of $1.60/sf of window for ENERGY STAR windows. Existing windows must clear glass. Rebate of $0.40/sf of window film for ENERGY STAR window film. Film must be installed over single or double clear glass and must be located on the east and west elevation. Film must have a SHGC of 0.50 or less.

Commercial Rebate Program ? Alameda Municipal Power (AMP) encourages all new construction to be energy efficient and exceed current California Title 24 Building Energy-Efficiency. To qualify for a rebate, the proposed building must exceed Title 24 by 10% or more.

Residential Incentives Program ? $1/sf rebate (up to $100) for ENERGY STAR replacement windows.

City of Azusa California First

Residential Weatherization Rebates ? $1/sf rebate (up to $250) for ENERGY STAR replacement windows and $175/each for ENERGY STAR skylights/light tubes.

Energy Upgrade California and Go Green Financing

Home Loan Program ? The Residential Energy Efficiency Loan (REEL) program was designed to help California homeowners and renters access affordable financing for energy efficiency projects. Eligibility requires that the property receive electric or natural gas service from Pacific Gas and Electric Company (PG&E?), San Diego Gas & Electric Company (SDG&E?), Southern California Edison (SCE?) or Southern California Gas Company (SoCalGas?). Windows are included in the financing program.

City of Glendale

Small Business Upgrade Program ? Up to $2000 in upgrades, including window tinting.

Imperial Irrigation District

Residential Rebate Program ? $1/sf rebate and low interest loans for ENERGY STAR windows. Replacement windows with a SHGC of 0.25 or less and U-factor of 0.30 or less. The performance rating label or manufacturer order confirmation must be included with the application for each window. $1/sf for qualifying shade screens installed on sun-struck, west- south- and east-facing windows and block at least 80% of the solar heat gain. The screens must be installed on the exterior of clear glass, unshaded windows that enclose a conditioned space.

City of Lodi Electric Utility

Residential Rebate Program ? $0.50/sf rebate for window film. Film must be place over single pane clear glass windows. $0.50/sf rebate for qualifying shade screens.

Los Angeles County

Residential PACE Financing ? Any upgrade permanently fixed to the property that is proven to save energy will be considered, including windows.

Commercial PACE Financing ? Any upgrade permanently fixed to the property that is proven to save energy will be considered, including windows.

Los Angeles Department of Water and Power

Residential Rebate Program ? $2/sf rebate for dual pane ENERGY STAR windows installed in an air-conditioned space.

Modesto Irrigation District

Residential Rebate Program ? $2/sf rebate for ENERGY STAR windows with SHGC of 0.25 or less and U-factor of 0.30 or less installed in an air-conditioned space. NFRC label is required. Replacement only. ? $1/sf rebate for window films with SHGC of 0.39 or less or sunscreens with an SHGC of 0.35 or less. All on windows facing south, east or west (any direction except 45 degrees of true north).

Commercial Rebate Program ? $1/sf rebate for window films with SHGC of 0.39 or less. $1/sf rebate for sunscreens with an SHGC of 0.35 or less and cover the entire window. $1/sf rebate for window awnings that are at least as wide as the window aperture. All these on windows facing south, east or west (any direction except 45 degrees of true north).

Commercial Incentive Program ? The Wattsmart Business program provides technical expertise and cash incentives to improve energy efficiency. It includes walls, doors, windows, insulation, roof, and foundation. $0.34/sf for windows with a U-factor of 0.30 or less and an SHGC of 0.24 or less.

City of Pasadena

Residential Rebate Program ? $0.95/sf rebate for window reflective film if purchased in Pasadena or $0.75/sf if purchased out of Pasadena. $50/unit rebate for skylights or light tubes if purchased in Pasadena or $35/unit if purchased out of Pasadena.

Business Rebate Program ? $1.35/sf rebate for window reflective film for 0.39 SHGC. Maximum rebate is $24,000 per metered PWP commercial electric service account, per PWP fiscal year (July-June).
