MINUTES, HENDERSON CITY COUNCIL REGULAR MEETING, WEDNESDAY, MARCH 20, 2013

Meeting called to order at 7:00 P.M. by Mayor Paul Menne at the community meeting room. Present were council members Randall Tiegs, Kelly Braun, James Brenno and Jeff Steinborn. Also in attendance were Todd Hagen, Kyle Meyers and Troy Koester of the Henderson Independent.

Motion Tiegs, seconded Steinborn approve minutes from the February 13, 2013 meeting. Motion carried

Kyle Meyers from Abdo, Eick and Meyers presented and explained the 2012 audited financial statement and audit.. Motion Tiegs, seconded Braun to approve the report as presented.

Todd Hagen from Ehlers and Associates presented the proposal that was negotiated with US Bank to provide a $200,000 general obligation tax anticipation certificate (series 2013B). Motion Tiegs, seconded Braun to approve Resolution 2013-07 accepting the proposal from US Bank for the 2013 Series 2013B bond with an interest rate at 1%.. Motion carried.

Motion Tiegs, seconded Brenno to introduce Ordinance 228 for allowing the performance of background checks and waive reading, seconded Brenno. Motion carried.

City Administrator Berberich reported on upcoming fire district joint powers discussions, Northwest Natural gas rate increase request, informational water meeting and waiver of joint liability tort coverage, the Joseph R Brown meeting and planning for Joseph R. Brown Day on Saturday, May 11, 2013, park board activities and that the curbside chat is proposed for June 12.

Motion Tiegs, seconded Steinborn to approve the rate adjustment request as presented by Northwest Natural Gas. Motion carried.

Motion Tiegs, seconded Brenno to set an informational water meeting for Wednesday, May 16, 2013 at 7:00 P.M. Motion carried.

Motion Tiegs, seconded Braun to waive the monetary limits on tort liability for League of Minnesota Cites insurance. Motion carried.

Jeff Steinborn reported on EDA, new Sibley County Administrator/Economic Development Director will be invited on the May workshop.

Motion Tiegs, seconded Steinborn to host a curbside chat to be presented by Strong Towns on Wednesday, June 12, 2013 starting at 7:00 P,M, in the Community Meeting room. Motion carried,

Berberich went over current cash balances.

Motion Steinborn, seconded Braun to approve an agreement to continue with the Sibley County Assessor’s office as the City of Henderson assessor’s for a fee of $5300. Motion carried.

Motion Tiegs, seconded Braun to continue the agreement with the city of Le Sueur to provide ambulance service. Motion carried.

Motion Teigs, seconded Braun to approve the Allanson’s use applications for May 17th and June 8th. Motion carried.

Motion Tiegs, seconded Steinborn to approve the revised meeting schedule; motion carried.

Mayor Menne adjourned the meeting at 8:10 P.M.
