MINUTES, HENDERSON CITY COUNCIL REGULAR MEETING, WEDNESDAY, DECEMBER 18, 2013

Meeting called to order at 7:00 P.M. by Mayor Paul Menne at the community meeting room. Present were council members Jeff Steinborn, Kelly Braun, and James Brenno. Also present were Police Chief Randy Haken, Tammy Linkert, Todd Hagen and Troy Koester.

Motion Brenno, seconded Steinborn approve minutes from the November 20, 2013 meeting. Motion carried.

Police Chief Haken presented the November monthly report plus updated the status of part time officers and use of the Henderson Fire department storage facility and other monthly activities. The police vehicle will be parked in the Henderson Fire Department storage facility for now and Chief Haken and officers were instructed to keep any area they use maintained.

Hearing called to order on delinquent utility accounts-no comments. Motion Steinborn, seconded Braun to certify the delinquent utility accounts as submitted to Sibley County. Motion carried.

Tammy Linkert appeared before the council to voice her displeasure with the proposed $20 increase in the sanitary sewer user charge. She stated she can not afford a $90 water/sewer bill for minimal usage. No action taken at this time-the matter will be taken under advisement during the budget hearing process.

Todd Hagen from Ehlers and Associates presented presale report for the issuance of $380,000 of General Obligation Bonds, Series 2014A.

Motion Brenno, seconded Braun to adopt resolution 2013-18 accepting the Hagen report as submitted. Motion carried.

Motion Braun, seconded Brenno to adopt resolution 2013-15 providing for the sale of the $380,000 in bonds. Motion carried.

Motion Braun, seconded Steinborn to adopt resolution 2013-16 relating to the issuance of equipment certificate. Motion carried.

Motion Brenno, seconded Steinborn to adopt resolution 2013-17 calling for a hearing on tax abatement for the library facility bonds. Motion carried.

City Administrator Berberich reported on administration of ARMER grant, water activities update and other monthly activities.

Menne reported on the Personnel Committee recommendations (approval part of the budget recommendation).

Mayor Menne reported on the Community Education meeting and operations at the sliding hill.

Mayor Menne appointed Jeff Steinborn to the Sibley County economic Development Commission. Motion Braun, seconded Brenno to approve the appointment.

Berberich went over current cash balances and proposed levy scenarios.

Motion Braun, seconded Brenno to approve the November monthly report. Motion carried.

Motion Braun, seconded Brenno to approve 2014 pop licenses as submitted with Steinborn abstaining on his. Motion carried.

The 2014 Budget and Truth and taxation hearing were called to order. Berberich went over budget and tax levy and there was a general discussion with the city council. The major item discussed related to removing the debt service levy from the tax levy and replacing it with a $20 per month increase in the user fee amount for the sanitary sewer fund (fund 602) effective January 1, 2014. This funding shift will allow for an approximate decrease of 23.9% decrease in the 2014 payable tax levy from 2013.

Motion Braun, seconded Steinborn to adopt Resolution 2013-14 proposed budget to include the 2014 budget notes as submitted and subsequently increase the user fee charge in the Sanitary Sewer fund (fund 602) by $20 per month effective January 1, 2014 and to include the attached employee and personnel committee notes and recommendations as part of this approval (attached). Motion carried.

Motion Braun, seconded Steinborn to approve resolution 2013-13 adopting the 2014 tax levy as reviewed and discussed. Motion carried.

Motion Steinborn, seconded Braun to approve the revised meeting schedule; motion carried.

Mayor Menne adjourned the meeting at 8:15 P.M.
