These oscillations occur at very low frequencies (< 1 hertz), are very lightly damped, and became known as inter-area modes of operation. The term inter-area is used because the real power oscillations were observed between the Pacific Northwest and the Southwest. The oscillations are comprised of combinations of many machines on one part of the system (Northwest) swinging against machines on another part of the system (Southwest). This situation developed slowly as the stability margins were reduced when the electrical systems were interconnected together and power was transmitted from one region to another. With the introduction and utilization of high gain fast acting excitation systems for system transient stability, inter-area oscillations became more pronounced.With the development of PSS, system operators, generator operators, and planners were able to use the PSS to minimize the real power oscillations by rapidly adjusting the field of the generator to dampen the low frequency oscillations. Early studies were conducted by Western System Coordinating Council (WSCC) to determine the size of the generator as well as the performance criterion that the PSS equipment had to meet to be effective at damping the low frequency oscillations on the WSCC system. It should be pointed out that in studies, assumptions are made to reduce the vast amount of data required to accurately represent the large. and that the problem In the past the Western System Coordinating Council (WSCC), now WECC, required its members to install and maintain the PSS through policy and guidelines which the membership agreement to abide by.
