It is my pleasure to invite you to our Liberty Taekwondo Championship at Hinesville, Georgia.

This tournament will be held on Saturday, October 24 at the SHUMAN RECREATION CENTER, located at 800 Tupelo Trail, Hinesville, Ga. 31313.

Rules: Modified World Taekwondo Federation rules apply to this tournament; two points to the head and one point to the body. Junior color belts will be allowed to kick to the head in a controlled manner. Black belts over 14 years old and senior division will be full contact. See page 11 for more details.

Competition will start with Poomse at 9:15 A.M. followed by Sparring.

Door registration begins Oct 24, 2009 at 8:15 A.M. Cash ONLY.

Pre-registration packets must be postmarked no later than Oct. 14, 2009. We will only accept certified checks or money orders (see our website for details). We are proud to say that we expect some excellent competition. We hope you will add us to your tournament calendar!

NOTE: All black belts, coaches, and referees should attend the referee meeting to be held at 8:30 A.M. All schools bringing athletes should plan to bring at least one referee. Referees will get paid if they stay until the tournament is over.

mandatory equipment:

Olympic Sparring: White uniforms in good condition.

Protective gear: chest protector, headgear, shin-instep pads, forearm pads, mouthpiece, and groin cup (male) must be worn to compete. No eyeglasses or safety glasses of any kind will be permitted for sparring. Failure to have the appropriate equipment when called to the ring may result in a penalty. sparring divisions:

Sparring divisions will be divided by age, belt, and weight. The tournament director and/or the Division Coordinator (Master Rafael Medina and Mr. Edmond Conyers) reserve the right to consolidate divisions to ensure that everyone competes.

scoring:

• Refereess and judges shall award a score, on a scale of five (5) to ten (10), ten being the highest, to each contestant by display of the score card.

• Any fraction of one point may be awarded.

• The highest and lowest scores will be dropped from total computation. In the case of a tie, however, all scores will be computed to break the tie. In the case of only three judges, or if the tie is still not broken, the tied competitors will perform their forms again.

scoring areas: The body, by kick or punch, where it is covered by a properly fitted chest protector (collar bone to top of hip bone), excluding 4" of the back centered at the spine. The face, by kick only, above the collarbone to the hairline from ear to ear.

scoring criteria: When an authorized implement contacts the defined scoring area with sufficient force to cause abrupt displacement of the opponent's body, a point will be scored. If contact occurs outside of the scoring area, but within the permitted area, it must cause the opponent to be knocked down in order to score.

warninigs: The following may be penalized by the deduction of 1/2 point (Only full points are deducted from the total score. Crossing the boundary line; falling down; evading by turning the back to the opponent; grabbing the opponent; holding the opponent; touching the opponent with the hand or the trunk; pretending injury; butting or attacking with the knee; attacking the groin; stamping or kicking any part of the leg or foot; hitting the opponent's face with hands or fist; interrupting the progress of the match on the part of the contestant or their coach (including, but not limited to: gesturing to indicate scoring or deduction on the part of the contestant or their coach, uttering undesirable remarks or any misconduct on the part if the contestant or the coach, and leaving the designated on the part of the coach during the match); and avoiding the match.

GENERAL SPARRING RULES

Junior safety rules: Ages 5-11 black belt devisions, ages 12-13 color belt divisions , & ages 14-17 all belt devisions

The rules concerning a kick to the face shall be as follows:

• The competitor is allowed to kick to the facial area; however, the kick must be light contact with absolute control without causing any injury or excessive contact, or the appropriate penalty shall be invoked.

• The competitor who executes a successful technique (light contact without causing any injury) shall be awarded one point.

• The competitor who executes a kick to the face which results in a minor injury shall receive a one-point deduction. A minor injury is defined as abrasion or bleeding caused by non-excessive contact. The referee, with or without consultation with the tournament physician, shall determine if the abrasion or bleeding is a minor injury, and if the attack is a non-excessive one.

• The competitor who executes a kick to the face which results in the inability of the opponent to continue sparring because of injury shall be disqualified. The referee, with or without consultation with the tournament physician, shall determine if the attack is an excessive contact, and if the injury is a major one.NOTE: Inability to continue because of fright, crying or loss of will following a legal kick to the head which did not cause injury does not constitute grounds for disqualification of the attacker.

Adult safety rules: 14–17 Year Old Black Belts and Senior Division All Belts

• Two point scores for head contact shall be awarded. Extra point awarded in the event the referee begins an 8-count for a legal technique, total 3 points.

• However, the referee can and should begin an 8-count for a legal kick to the trunk area that results in a knockdown condition; in this case, one Bonus Point is awarded, total two points.

Win by Point Gap: when there is a 7-point gap, the match will be stopped and the competitor with the leading score shall be declared the winner.

Win by Point Ceiling: when a competitor scores 12 points, the match will be stopped and the competitor with the 12 point score shall be declared the winner.
