(Aligning Resources Challenging Homelessness),

the county's Transitional Assistance Department

and the cities of Colton, Montclair, Redlands, and

Upland.

The one-time funding is good through June 30, 2021. About $6.3 million will go for homeless services; $1.2 million for rental assistance subsidies; $213,000 for capital improvements; $1 million for homeless youth services, and about $469,000 for administrative costs.

The allocations follow a move by the supervisors in October to declare a shelter crisis in unincorporated county areas.

The grant program, announced in August by the state's Homeless Coordinating and Financing Council, allocates $500 million to cities and counties throughout the state, but only if they declare a shelter crisis. Several cities in San Bernardino County also declared shelter emergencies, including Barstow, Colton, Rialto, San Bernardino, Upland, Montclair and Redlands.

In all, the county was allocated about $9.4 million in HEAP funds.

Homelessness is a growing problem in the region. According to the 2019 Point-In-Time Count ? the annual January survey of homeless persons ? 2,607 individuals in San Bernardino County were without a permanent home on Jan. 24, a 23% increase from the 2,118 homeless persons

counted here in January 2018. The county accepted 33 out of 43 applications, with winners representing 22 different organizations and 25 projects.
