General Manager’s monthly report for March 2011
• Upper Trinity Regional Water District points of interest: At the March board meeting a bond sale of $4.615 million was approved by the board. Morgan Keegan submitted the lowest rate of 4.324%, which is better than anticipated. The bond is for the Lakeview Regional Water Reclamation System. The proceeds will be utilized for plant process improvements and plant expansion. Upper Trinity is getting closer to receiving a draft permit for Lake Ralph Hall. In an effort to obtain the final permit to construct the lake, I have sent the towns of Flower Mound, Double Oak and Copper Canyon a letter to reconsider their previous opposition to the lake. (copy of letter enclosed) Opposing the lake will be costly for all parties involved since the proceedings are similar to those of a law suit. Flower Mound’s original opposition to the lake took place under the previous mayor and council’s direction. Hopefully, the new mayor and council will view the matter in a different light and oppose wasting their tax payers’ monies fighting a vital project for a much needed future water supply.
• Argyle Fire District points of interest: All of the paperwork has been completed for the Insurance Services Office (ISO) reevaluation process. Field inspections are ongoing and will be completed by the end of March. The final report and hopefully an improved rating will be completed in April.
• The automated clearing house (ACH) payment system was approved by the Boards’ at the February meeting. This will enable residents to sign up for automatic withdrawal from their bank account for payment of monthly water bills without any service fees or delays from their banking institution as a result of manually cutting and mailing a check each month. The bank has the system up for testing at this time. Once the testing has been completed and verified that the system is properly operating we will put the system online and be fully operational to the public. We will also be able to scan and convert the checks we do receive to electronic payments to expedite the deposit process and minimize employee bank runs.
• February 25th I attended a meeting at Hugh Coleman’s office, Denton County Commissioner Precinct 1. Mr. Coleman is supporting HB 2541introduced by Representative Solomons which pertains to enforcement of traffic regulations within special districts. The Bill as currently written would benefit the county at the special districts’ expense. The language is vague but easily could be interpreted to preclude any law enforcement agency other than the county sheriffs from providing enforcement services within the special districts and furthermore allows the county to charge for any and or all services so provided.( Copy of Bill enclosed).
• JRJ Paving is making good progress on the construction of Magnolia Addition Phase E, now that the weather is cooperating. The majority of the grading operations have been completed. The sanitary sewer mains are being installed. Water and storm sewer lines will be installed next. Clearing for the offsite water main extension which will connect with Azalia Addition has been completed. However, the water main extension has been temporarily delayed until the balance of the utility lines has been completed within the subdivision. Clearing of the area for the water main extension next to the Hike and Bike Trail has generated numerous inquiries. Most were simply concerned that the green belt was being removed to facilitate more homes.
• Gilco is now making good progress with the construction of Bandera Addition Phase B, Madison Addition Phase B, and Kendall Addition Phase A, since weather conditions have improved. Clearing and grading operations have been completed for all three additions. Retaining walls are approximately 90% complete in all three additions as well. Water and Sanitary sewer lines have been completed in Bandera except for some minor piping at the lift station. Sanitary sewer lines are currently being installed in Madison. Water and storm sewer lines will follow. Upon completion of the utilities within Madison, crews will begin installation of the utilities within Kendall.
• Gilco has completed the road repair work in this year’s scope of road repairs except for one section of sidewalk, some joint sealing and some minor cleanup.
• We did get confirmation from Frank Phillips, the Denton County Election Administrator that we may use the Lantana Water Districts’ offices as the official polling location during the General Election for Precinct 419 on May 14th, 2011. Modifications have been completed to secure the office area records from the general public
• We have issued 1881 Building permits in District 6 and 549 Building permits in District 7 for single-family residences through the month of February.
• We currently have one building permit application awaiting review in District 6 and nine building permit applications awaiting review in District 7.
• We now have 1860 occupied homes in District 6 and 496 occupied homes in District 7 as of February 28th.
• District 6 activity: 1881 homes have received Foundation Inspections. 1876 homes have received Framing Inspections. 1867 Homes have been completed and received Final Inspections.
• District 7 activity: 542 homes have received Foundation Inspections. 532 homes have received Framing Inspections. 508 homes have been completed and received Final Inspections.
• During the month of February, 2 residential building permits were issued in District 6 and 6 were issued in District 7. 3 Foundation inspections were approved in District 6 and 8 were approved in District 7. No Framing Inspections were approved in District 6 and 4 were approved in District 7. 2 Final inspections were approved in District 6 and 3 were approved in District 7.
• District 6 Permit related revenue for the month of February was $18,921.28.
• District 7 Permit related revenue for the month of February was $48,717.00
• Water accountability for the month of February was at 94%. 17,345,000 gallons was pumped into the distribution system and 16,228,600 gallons was accounted for in billings and other uses.
