The Common Council for the City of Faith, South Dakota met in regular session on March 7, 2007 at 7:00 P.M. in the Community Room of the Community Center. Mayor Haines called the meeting to order, called roll call, and led the Pledge of Allegiance.

Council members present: Afdahl, Inghram, Sheridan, Merriman and Selby.

Others in attendance were: Donn Dupper, Debbie Brown, Allan and Peg Lynch, Sandy Rasmussen, Loretta Passolt, Paul Enos and Ron Frame.

Inghram made motion, seconded by Afdahl to approve the agenda. Motion carried.

Inghram made motion, seconded by Merriman to approve the minutes from the February 20, 2007 meeting. Motion carried.

Inghram made motion, seconded by Merriman to approve all claims as presented. Motion carried.

BIDS:

7:30 Bids on Grazing Dump Ground:

The Land Committee made a recommendation to the Council to not open any bids due to the drought. Inghram made a motion, seconded by Selby to not open any bids due to the drought conditions and let the land sit. Motion carried. Much discussion was held in regards to taking care of prairie dog situation, fence needing fixed and changed.

Elect Someone to Exhibit Committee:

Merriman made a motion, seconded by Selby to appoint Ron Frame to the Exhibit Committee. Motion carried. Someone will be appointed from the Council in Chris Murray’s place at a later date.

Wine License Fee:

Tabled until further information is received.

Telephone Analysis:

Selby made a motion, seconded by Sheridan to approve Consortia Consulting and Oak Hill Consulting to go ahead with a telephone switch analysis. Motion carried.

Trophy Case:

Sheridan made a motion, seconded by Merriman to approve allowing the school to install trophy cases in the vestibule of the gym at no expense to the City. Motion carried.

Signs:

Quotes were being taken by sign companies and due to the companies not getting the quotes to the office, the scrolling sign is tabled. Some discussion was held on signage coming into town needing to be changed. Donn Dupper suggested maybe using metal so it is long lasting and virtually maintenance free.

Quote on Repairing Sidewalks:

Mayor Haines had Bob Linn look at the sidewalk problem in front of the Community Building and asked for a quote. The quote was tabled due to not knowing what all was included in the quote.

Community Room Charging:

After much discussion, Selby made a motion, seconded by Sheridan to charge everyone $35 for the use of the Meeting Room in the Community Building, even Government entities. Motion carried.

Meade County Property:

The Meade County Commissioners are giving the City of Faith Lot 13 Block 24 if the City will clean up and sell the property to put it back on the tax roll. The property has special assessments that the City needs to release. Selby made a motion, seconded by Merriman to release the special assessments on Lot 13 Block 24. Motion carried.

Ron’s Report:

Ron turned in a list of the items he is currently working on.

Representative for Black Hills Badlands and Lakes:

Sheridan made a motion, seconded by Afdahl to approve Ron Frame as the representative for Black Hills Badlands and Lakes. Motion carried.

Rapid City Journal for Exhibit Building:

After some discussion, Frame will check online for the Rapid City Journal to see if he can get what he needs from there.

21st Century Grant:

Frame is working on a Tourism grant instead of the 21st Century Grant at this time. It is a million dollar grant for 2008 tourism and is due March 15, 2007 so it seems that this is more important at this time.

Grant Questions:

Frame asked the Council how they wanted to handle someone coming in and asking to do a grant for them. Council all agreed that only City oriented grants will be done on City time, but if Frame would like to do grant work on the side, people would be sent to the City Office to pickup and return a form for Frame.

Name Change for Visitor Center:

For grant reasons, Frame would like to change the word Visitor to Historical. Inghram made a motion, seconded by Merriman to change the name to “Faith Line Historical Center”. Motion carried.

Tree Farm Flow Through Account:

Paul Enos would like to use the City as a flow through account for the Tree Farm. All things bought for the Tree Farm will be reverted back to the City when Enos is done with the Tree Farm. All expenses will be reimbursed from the Oahe Foundation. Sheridan made a motion, seconded by Merriman to allow the flow through account. Motion carried.

SD Police Chief’s Association:

Tabled until next meeting.

Other Items to be Discussed:

Mike Merriman gave an update on the Fire Department getting the fire rating down. Merriman also stated that he had talked with Donn Dupper and they felt that the generator for the telephone switch could be used also for the police radios. Sheridan stated there was an ambulance and police meeting and will have another one soon. Inghram stated when she took her petition around, she asked people what concerns the City may be falling short in and the one thing some people stated was the need of a paramedic. Inghram would like to see all doors locked inside of the old municipal building and upkeep done on the building. Inghram stated that the road north of Faith is in need of gravel.

Selby made a motion, seconded by Afdahl to adjourn. Motion carried.
