c. WIB Membership recruitment – Steve Roberts

Individuals from Walgreens, 1st Northern Bank and Pacific Coast Produce will be attending the next WIB meeting in November to observe the WIB to make a decision about joining.

Supervisor Don Saylor suggested having a WIB meeting at a job site to get a better idea of how that certain facility works and to better understand the Workforce Investment Board importance and keep members interested.

Volt had recruitment for the Call Center located in Dixon. The recruitments were held in Woodland and West Sacramento. Out of the two, more recruitments showed in West Sacramento.

d. Yolo Youth Opportunity Council – Janis Holt, Yolo Housing

No updates at this time.

13. Other Business That May Come Before the Board

Tanya Provencher introduced Gabriel Garcia from the EDD representing the WIA Program. If DESS has a program or WIB question, Gabriel is the regional advisor at the State level.

Gabriel shared with the members that Comcast will be relocating their Call Centers to Portland, Seattle and Colorado to better improve customer service. Close to 1,000 jobs will be moved to the three states.

Sacramento Area Trade and Commerce Organization will be announcing that a company will be coming soon with 3,000 available jobs. This company will be easily recognizable; the jobs will pay well, and it will be a good company to work for.

Our Department has been contacted by the Compliance Review Division at EDD and they have scheduled a Youth Monitoring that will take place here on site in December.

Because we receive Workforce Investment Act funds, part of the Act requires that we, as the sub–grantee, be monitored every year by EDD. We are monitored twice a year, once for the fiscal side and once for the program side. The monitoring that will be in December will be for the Youth Program.

The EDD Youth Program monitoring will include the following:

• Does the Youth Program meet the regulations

• How many people we are serving

• How much money we are spending

• Case file review, were individuals served eligible

• Are the individuals receiving the right kind of services

• Are we documenting what the individuals are receiving

• Are we reporting the information to the State

This year the Youth Program is being monitored, and next year the Adult and Dislocated Worker Programs will be monitored.

Gary Pelfrey encouraged that all members of the WIB take a tour of the DESS One-Stop Career Centers as it was helpful to see firsthand all the services that are offered.
