|Position Objective |

|Briefly explain the purpose of the position and how it supports the organization’s mission (attach an organizational chart). |

|This position supports the Department’s mission to protect and improve the health of people in the state of Washington by providing professional and technical |

|clinical nursing expertise in conducting inspections and investigations for select clinical health care facilities. Major duties include gathering evidence |

|through interviews, document review, and observation of operations; documenting, organizing, and analyzing data for relevance; preparing final reports, including |

|recommendation of licensure or certification. Also assists customers with inquiries regarding compliance or other issues, and assists with procedural quality |

|improvement process. |

| |Conduct on-site inspections in multiple geographic areas within Washington State to determine compliance with state and federal health |

| |and safety standards in in-home services agencies, home care, home health, hospices and rural health clinics, applying professional |

| |judgment, skills, technical knowledge, current standards of nursing practice, and state and federal regulations. |

| |Tasks include: |

| |Interview in person or via the telephone patients, family or representatives, agency/facility personnel and other interested or affected|

| |parties in order to evaluate clinical and nursing quality of care |

| |Observe health care/services in a variety of settings and evaluate care/service quality against applicable standards of nursing care; |

| |Evaluate hard-printed or electronic patient health records for quality, accuracy and timeliness of care delivery |

| |Collect accurate data through observation, interview, medical record and document review of the regulated entity’s performance during an|

| |on-site inspection. Use state rules, and federal conditions for participation, regulations, guidelines, policies and procedures as part |

| |Review OASIS information for pre-survey prep and provide backup as necessary to the OASIS Education and Automation Coordinator. |

|20% |Duty: |

| |Utilize computer programs in conjunction with state and federal rules/regulations, to create verbal and written reports. Determine areas|

| |of compliance/non-compliance based upon current standards of nursing practice, state, and federal regulations. Write statement of |

| |deficiency reports, conduct report writing and determinations in accordance with state and federal guidelines for content, structure |

| |(principles of documentation) and timeliness. |

| |Tasks include: |

| |Provide the statement of deficiency reports to the regulated entity with instruction and nursing consultation on how to respond to |

| |statement of deficiency reports with a plan of correction document in compliance with regulatory timelines. |

| |Manage the flow of required paperwork, computer reports, and communication between the regulated entity, administrative staff, and |

| |program staff, keeping all records current in state and federal databases and hardcopy files. |

| |Receive, evaluate and approve proposed plan of correction and progress reports from regulated entities in accordance with regulatory |

| |timelines to the extent decision-making has been delegated by management. If plan of correction reports are incomplete, inaccurate, or |

| |inadequate, educate regulated entity on how to make changes and achieve an acceptable plan of correction document. |

| |When necessary, verify the implementation and accomplishment of the plan of correction with a return/follow-up on-site inspection. |

| |Communicate/consult with supervisor as needed for clarification of a rule, regulation, or process requirement or to report and discuss |

| |when a more serious-level finding is discovered. |

|7% |Duty: |

| |ambulatory surgery centers, ambulatory surgical facilities, end stage renal dialysis facilities, applying professional judgment, |

| |skills, technical knowledge, current standards of nursing practice, and state and federal regulations. |

| |Complete survey paperwork to recommend acceptance or denial of survey for licensure and certification. |

| |Review of current standards of practice, law, rule and literature to support recommendation to facilities or agencies |

| |Participate in division, office and Clinical Care Facility’s Performance Improvement activities. Incorporate agency directives, |

| |priorities, procedures, and values into daily work activities. Support the vision, mission and goals of the agency, HSQA and the Office |

| |of Health Systems Oversight. |

| |Timely entry into ILRS and ACO to ensure current data is available for measurement. Develop an understanding of the above through |

|Working Conditions |

|Work Setting, including hazards: |Performs inspections in health facilities across the state and conducts business in an office setting. |

|Schedule (i.e., hours and days): |Standard business hours are Monday – Friday from 8 a.m. to 5 p.m., but the incumbent may be expected to adjust the|

| |work schedule to meet business needs. A flexible work schedule will be considered at the incumbent’s request, |

| |subject to supervisory approval. |

|Travel Requirements: |Must be willing to frequently travel statewide either by state vehicle or air transportation. Overnight stays may |

| |occur weekly. Willing and able to legally operate a state or privately owned vehicle OR provide alternative |

| |transportation. |

|Tools and Equipment: |Duties require the use of standard office furniture and equipment (e.g., desk, filing cabinet, computer, printer, |

| |telephone, fax machine, copy machine, etc.). Willing and able to use Microsoft Office Suite and Outlook, input |

| |data and appropriately utilize state and federal databases related to work activities, and communicate verbally |

| |and in writing with others. |

|Customer Interactions: |Frequent contact (likely daily) with clients, including some contact with those who may be angry, distraught, or |

|Other: |When driving on state business this position must have a valid driver’s license. This position may use a personal |

| |vehicle if a state vehicle is not available. While driving a privately owned vehicle on state business must have |

|Qualifications |

|Bachelors of Science Degree in Nursing OR a Master’s Degree in Nursing. |

|Licensed as a Registered Nurse in the State of Washington OR eligible to obtain licensure within 6 months of hire. |

|Minimum of eight years (full time equivalency) of professional clinical experience in the health care industry, to include but not limited to the following |

|settings: hospital, ambulatory surgical care, or community based-such as home care, home health, hospice or hospice care centers or public health settings. |

|A minimum of two of these years must be in a leadership role such as nurse manager, lead, supervisor or equivalent position |

|Experience communicating effectively with others, verbally and in writing, including the use of email systems and the development of complex, clinical or |

|technical documents. |
