CALL TO ORDER AND PLEDGE:At 3:00pm Commissioner Bruce Wiseman called the Port of Ridgefield Commission meeting to order and led the Pledge of Allegiance.2. APPROVAL OF THE MINUTES:April 24, 2019 Minutes: Commissioner Joe Melroy made a motion to approve the minutes. Commissioner Wiseman seconded the motion. The motion was carried.3. CALENDAR:Ridgefield Junction Neighborhood Association Meeting – The annual meeting is Monday, May 13, 2019 and will be held at the Dollar Tree Warehouse in Ridgefield. Washington Public Ports Association Spring Meeting – The annual meeting is May 15 – 17, 2019 and will be held at the Davenport Hotel in Spokane.Ridgefield Big Paddle Event – The event is Saturday, June 1, 2019 from 7am – 5pm at the Port Waterfront.PNWA Summer Conference – The Pacific Northwest Waterways Association Summer conference is June 25 – 27, 2019 and will be held in Hood River Oregon. 4. PUBLIC COMMENT:Sandra Day attended the Clark County Council Meeting on Tuesday, May 7, 2019 and stated that one of the topics discussed was the proposed I-5/NE 179th Street funding improvements project and school impact fees. The Council postponed their decision to June 4, 2019. 5. FINANCE:Payment of the Bills – Commissioner Melroy reviewed the bills for the month, found them to be properly prepared and made a motion to pay the bills. Commissioner Wiseman seconded the motion. The motion was carried. The bills totaled $173,761.42.Cash Graph - Matt Rosenberger stated the cash graph is in the Commissioner’s dropbox.6. REPORTS & BUSINESS:ExecutiveWisdom Ridge: 3.5-acre Update – Brent Grening stated the Port of Ridgefield is the recipient of $2m from the State Capital Budget that will be used for the Wisdom Ridge Business Park. The Port has conceptional plans to potentially build three pre-engineered metal buildings on this property, one 20, 000 square feet building and two 12,000 square feet buildings with parking. The Port is in the process of fine-tuning the plans for the project and working to secure additional funding of $3m from grants and/or loans from partners Washington State Economic Development Administration (EDA) and U.S. Community Economic Revitalization Board (CERB).Legal CounselTechnical Support – Bill Eling, the Port’s attorney stated he will be interviewing insurance law experts to assist him with the pending Travelers Insurance v. Port of Ridgefield lawsuit. Bill will report progress and make a recommendation to the Commission at the June 12, 2019 Commission meeting.OperationsEnvironmental Remediation – Laurie Olin stated that Carty Lake was dredged in 2014 and the U.S. Army Corps of Engineers permit required re-testing in 2019. Sampling occurred in March and the results indicate levels are below state cleanup levels.Groundwater monitoring on the Lake River site has been occurring on an 18-month schedule. The last monitoring event occurred January of 2018 and Washington State Department of Ecology is now considering changing the Port’s monitoring schedule to every 2-1/2 years. Laurie stated the Ridgefield residents will receive an informational sheet from the Washington State Department of Ecology on Monday, May 13, 2019. This sheet explains the upcoming sampling in the Phase 3 area located in the neighborhood. Soil sampling may take place in two rounds. The first round will start in Spring/Summer of 2019. After results of the first round are reported to property owners, it will be determined if a second sampling round is needed. Laurie confirmed soil sampling in the yards and road rights-of-way was completed in the Phase 1 and Phase 2 areas. Yard soil replacement was completed on 29 residential properties in the Phase 1 areas in 2016 and 2017.Ridgefield Railroad Overpass Project – Laurie received confirmation on Monday that Burlington Northern Santa Fe is still working on the agreement for the missionCommissioner Wiseman participated in a tour on Monday, May 6, 2019 that was facilitated by the U.S. Fish and Wildlife Services. The group toured potential projects on the U.S. Fish and Wildlife Refuge. 7. PUBLIC AGENCY COMMENT:City of Ridgefield - Councilmembers Sandra Day and Ron Onslow participated in a tour of several residential, industrial and commercial projects in Ridgefield. Ridgefield Planning Commission – Commissioner Rob Aichele reported on the following: Ordinance No. 1291 – The proposed Ridgefield Development Code Binding Site Plan was approved by the Commission and will be forwarded to City Council for action at the meeting tomorrow, May 9, 2019 at 6:30pm.The Planning Commission joined the City Council on the tour of the new residential, industrial and commercial projects in Ridgefield.Several members from the Ridgefield Planning Commission, Ridgefield City Council and Ridgefield School District expressed concern regarding the school impact fees at the Clark County Council meeting on Monday, May 7, 2019. 8. PUBLIC COMMENT:Allene Wodaege stated there will be an article in the Columbian soon regarding the anniversary of Mount St. Helens volcanic eruption. She stated the article will mention her class from Cispus Outdoor School that toured the area 3 years after the eruption. Allene also showcased an article from the 1983 National Geographic World Magazine of her Cispus Outdoor School class that toured Mount St. Helens. Douglas McCabe, Ridgefield resident, legal counsel and landowner inquired about an update and start date of the Ridgefield Railroad Overpass Project. Laurie Olin stated the Port is still waiting for BNSF to approve and sign the Construction and Maintenance agreement. The agreement will be between the Port, City of Ridgefield and BNSF. A change was required because a rule dictates the aerial easement be between only the Port and BNSF. Upon the overpass completion the Port will deed it to the City of Ridgefield.Rob Aichele confirmed that the U.S. Fish and Wildlife Refuge trail opened on May 1, 2019 and it is a nice trail.9. ADJOURNMENT:The meeting adjourned at 4:12pm with no further comments or business. The next regular Commission meeting is Wednesday, May 22, 2019 at 3:00pm.
