1) Date and Venue:

The Second High level Meeting on the Special Security Concerns of Small Island States will be held at Methodist Church Hall in Kingstown, St. Vincent and the Grenadines from January 8 to 10, 2003. The Opening Ceremony will be held on Wednesday, January 8, 2003 at the Methodist Church Hall and will commence at 6:30pm. A detailed program will be issued before the ceremony.

2) National Coordinating Office

The head of the National Coordinating Office is Mrs. Shirley Francis, Permanent Secretary in the Ministry of Foreign Affairs, Commerce and Trade.

3) Official Program:

4) Registration

Only registered delegates will be allowed to participate in the meetings. Registration will take place at the Conference site and delegates will be given a meeting pass that should be worn for the duration of the meeting (Appendix III). Delegates are requested to present copies of their official credentials when they register.

Delegations, observers and special guests are requested to address their letters of credentials to the Secretary General of the Organization of American States at the following address:

5) Accommodations

Delegates are responsible for meeting the cost of their own accommodations for the duration of their stay in St. Vincent and the Grenadines. Hotel rooms have been tentatively blocked (See Appendix I). Some hotels require a valid credit card number and expiration date for reservation to be confirmed, and do not guarantee that rooms will be available after December 31, 2002.

6) Transportation

Delegates are advised to book their flights directly with the airlines or their travel agents.

The Government of St. Vincent will provide transportation for all delegates as follows:

Airport to hotels

Hotels to the Conference Center (daily)

All official functions

7) Arrival and Departure at the Airport

Arrangements will be made to accord appropriate courtesies to all delegates on arrival and departure. The Government of St. Vincent and the Grenadines will have personnel available to assist delegates through immigration and customs. Delegates are therefore requested to forward their travel itineraries (date, expected time of arrival (ETA), fight number, date/time of departure) to the National Coordinating Office. Any change in travel plans should be notified immediately by fax or telephone.

8) Customs and Immigration

Personal items such as laptops, cameras, and videos will be permitted into the country. Dangerous drugs and firearms are prohibited. With respect to firearms carried by personal security officers, applications must be made in advance to the Permanent Mission to the OAS in Washington or the Ministry of Foreign Affairs, Commerce and Trade of St. Vincent and the Grenadines.

9) Currency

The Eastern Caribbean Dollar (EC$) is the currency used in St. Vincent and the Grenadines. The fixed exchange rate to United States Dollar is; US$ 1.00 = EC$ 2.67.

10) Banking

There are several branches of commercial banks through out the country. These Banks are:

Bank of Nova Scotia (BNS)

First Caribbean International Bank Ltd

National Commercial Bank (NCB)

Royal Bank of Trinidad and Tobago (RBTT)

Bank hours are from:

8:00am-1:00pm Monday through Thursday

8:00am – 5:00pm Fridays

The following credit cards are accepted at most hotels, restaurants and shops: Master Card, Visa and American Express.

11) Medical Facilities

The Government of St. Vincent and the Grenadines will have medical services available for the delegates.

12) Climate

There are two seasons in St. Vincent and the Grenadines, dry and rainy. The dry season begins from January to May, and the temperature will range from 25-33 degrees Celsius.

13) Voltage and Electricity

The electricity supply is 220 volts. The common plug is three-pronged.

14) Miscellaneous Services

A Hospitality Desk will be set up at the meeting venue to assist delegates.
