DETERMINING SEWER USE CHARGES

Sewer use charges are based on the prior year’s water consumption. Customers receive a standard 20% discount for outside water use. (Larger discounts are allowed for customers who can substantiate their outside water use with independent water meter data.)

Bills are sent to customers in June of the year following consumption (i.e., consumption for calendar year 2013 is used to calculate June 2014 bills). Sewer use fees can be paid in four equal installments except for bills under $100 which must be paid in full.

2011 SEWER USE BILLS

1st installment due July 15, 2014

2nd installment due October 15, 2014

3rd installment due January 15, 2015

4th installment due April 15, 2015

Water consumption for the calendar year January 1, 2013 through December 31, 2013 is used to calculate sewer use charges for the 2014 billing. The following is a description of charges for 2014 and how they are calculated:

Line 1: Sewer Usage charges for general treatment facility operations

Water Consumption (in Cubic Feet) x 80% x $.0315

Line 2: AWT Debt Service to pay for Advanced Wastewater Treatment Construction

$65.00 x Number of Residential Units or Number of EDUs for Commercial Use

Line 3: Collection Debt Service to pay for sewer system infrastructure projects

$35.00 x Number of Residential Units or Number of EDUs for Commercial Use

NOTE: EDU stands for Equivalent Dwelling Unit and is calculated by dividing the total wastewater flow in cubic feet by 22,000, rounded to the whole number.

COMMERCIAL USERS may also be subject to additional fees such as:

Grease Trap $400.00

Lint Trap $200.00

Grit Trap $250.00

Photo Finishing $200.00

Silver Users $200.00

INDUSTRIAL USERS are subject to additional surcharges based on the nature of the wastewater discharged. Current Industrial User Surcharges are:

$0.66 per pound of Biological Oxygen Demand pollutants over the design strength of 250 mg/l;

$0.70 per pound of Total Suspended Solids over the design strength of 250 mg/l;

$0.69 per pound of Total Nitrogen over the design strength of 40 mg/l;

$1.01 per pound of Total Phosphorus over the design strength of 7 mg/l.

SEWER ASSESSMENT CHARGES (Please disclose to purchaser)

All properties with access to public sewers are charged a special assessment, or tax, to pay for improvements to the sewer system. Sewer Assessment bills are issued in June, and paid quarterly. Assessment rates are as follows:

Residential: $6,000.00 per unit payable over 20 years, with 7% interest on the unpaid balance after the first year. Rates are slightly lower for multi-family units.

Commercial: Assessment charges based on property value ($45 per $1000 for the first $100,000 of assessed value, $25 per $1000 on the remaining assessed value), payable over 20 years, with 7% interest on the unpaid balance after the first year.

The sewer assessment balance is transferable to new owners.

Please note, the first year sewer assessment bill will read:

Amount to bring current: $ 300.00

Payoff Amount: $6,000.00

And the second year will be:

Amount to bring current: $ 699.00* ($300.00 assmnt. + $399.00 interest)

Payoff Amount: $6,099.00

(*due to 7% interest beginning after the 1st year)

$5,700.00 x 7% = $399.00 $5,700.00+$399.00=$6,099.00

Your Sewer Assessment balance may be paid off in full at any time, but you are not required to do so prior to selling the property.
