Assignment DescriptionThe objectives of the consultancy is (i) to analyze policy and institutional gaps; (ii) to conduct Blue Public Expenditure Review (PER); (iii) to assess monitoring risks to sustainability and ground evidence for decision-making; and (iv) based on these analysis and assessment, to develop Blue Economy (BE) development roadmap in Pakistan.(1) Policy and institutional gap analysis and vision consultation in support of the blue economy: Assessing existing policies and overarching institutional setup and identify the gaps for integrated Blue economy roadmap development. The consulting firm will also work closely and review consistency with another assessment of blue economy and coastal blue carbon for revised NDC.Technical workshop to set the vision and contours of blue economy roadmap. Policy dialogues and workshops will be held to conduct detailed consultations with various stakeholders under the per view of Blue Economy and identify their roles to develop the sector as the common ground of economic growth. The visioning exercise will analyze the cross-sectoral issues in commercial and coastal ecosystems and the biodiversity of the country.Development of effective inter-departmental and sectoral coordination mechanisms as well as the Blue Economy Development Framework.(2) Public expenditure review (PER) for fiscal management and governance system improvementConduct a scoping exercise of Public Expenditure Review (PER) to assess the fiscal management and governance system related to blue economy sectors. This will establish baseline data and identify opportunities for future public resource allocation to the Blue Sector Economy. Review the best practices of governance and fiscal reform and provide fiscal management and governance pilot schemes at national or provincial level. (3) Assessment of monitoring of risks to sustainability and grounding evidence for decision-making:Assessing existing digital data systems and analyzing the governments ability to gather and process data for decision-making Identification of the blue economy sectors (fishing, aquaculture, tourism but also transport, ship breaking and unregulated coastal development) that are causing excessive harm and economic losses and those that could grow sustainably. Mapping critical coastal and marine ecosystem for fisheries, aquaculture, blue tourism. The mapping will help to design activities in these areas in order to promote sustainable development in the coastal and marine areas. (4) Development of blue economy development roadmap in PakistanPreparation of investment in blue economy related activities: infrastructure planning, investment, management and quality monitoring. Establishment of public-private partnerships and blue sector alliances. In order for the blue economy to be a driving force for sustainable growth, public-private partnerships emerge as a recipe for opportunities. Technical Assistance on institutional strengthening for improved service delivery and investment mobilization in Blue Economy.Environmental and cultural asset preservation: Initiatives would cover environmental and cultural asset preservation including designation of protected areas, management of protected areas and national/cultural sites, and heritage conservation regulations and guidelines. (5) Providing advice through the World Bank task team to support to implement blue economy roadmapSUBMISSION REQUIREMENTSThe World Bank Group now invites eligible firms to indicate their interest in providing the services.
