Position Title: Mental Health Case ManagerDepartment:Wichita County Public Defender’s OfficeSupervisor:Chief Public DefenderHours:8:00 a.m. – 5:00 p.m., Monday – Friday; and as neededSalary: $46,016 per year plus standard county benefits; this is an exempt position (FSLA Status)General Description: The case manager will help the Wichita County Public Defender’s Office attorneys, employees and outside court-appointed counsel representing indigent clients to identify indigent clients who suffer from mental illness and/or intellectual disability. This position will be responsive to the Chief Public Defender.The case manager will consult with the Chief Public Defender and public defender attorneys as well as private court-appointed counsel to achieve appropriate dispositions of cases that take into account the mental health needs of the client. To that end, the case manager may recommend services based on the client’s diagnosis, level of need and ability to access services. Once a defendant has been identified as suffering from mental illness and/or intellectual disability, the defendant will become part of the case manager’s caseload. Depending on the client’s circumstances, the case manager may arrange transportation, housing, medication, in an effort to assist attorneys in providing legal services for the indigent client. The case manager will be able to work with jail officials, local behavioral health and social services providers to coordinate and monitor services that support indigent clients in their criminal defense. If the client has been released from incarceration prior to disposition, the case manager may act as a liaison between the indigent clients’ attorneys to ensure that the client is aware of his/her court appearances and attorney appointments. Travel will be required. The case manager will collect and maintain data necessary to evaluate the success of the program including:Number of clients screened Number of clients identifiedNumber of clients diverted from the criminal justice system for treatmentNumber of clients who continue treatment after dispositionNumber of days that the client remains in jailRecidivism rates for clients helped through this programNumber of attorneys who receive training through this program Minimum Requirements: The case manager must have a bachelor’s degree from an accredited college or university with a major in social, behavioral or the human services field. Licensure is not required, but is preferred. The case manager must be able to use personal computers to input data and be proficient in basic programs like Microsoft Office. The applicant shall possess a valid Texas driver’s license.The case manager must be able to communicate in a courteous and effective fashion with co-workers, families, agencies and other courthouse personnel. In particular, the case worker must be able to communicate with mentally ill/intellectually disabled and indigent clients in a courteous and professional manner. The applicant must undergo a background check and not have been convicted of a felony or misdemeanor (Class A or B) and have a good driving record. In addition, the applicant will take a physical and a pre-employment drug test. The employee will be subject to random drug testing.
