This RFI is issued solely for information and planning purposes – it does not constitute a formal Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the MVAHCS is not at this time seeking cost proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in the response to this RFI. All costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.Background:The MVAHCS is in the planning stages of a pilot program for Medical Scribes. The plan is to have Medical Scribes shadow physicians in real time as they interact with patients. Scribes will not provide any direct patient care, but will be responsible for accurately recording and documenting the details of physicians’ encounters with patients. It is believed that providing Medical Scribe services will better manage patient flow and will increase productivity by giving physicians more time to focus on patient care rather than administrative duties and will thereby enable them to see more patients. Place of Performance: All services will be provided on-site at the Minneapolis VA Health Care System, One Veterans Drive, Minneapolis, Minnesota, 55417. Period of Performance: One year from date of an awarded contract. Limitations: Scribes with experience in Ophthalmology, Emergency Department & Hematology/Oncology.Security Requirements: Background Investigation – Low RiskRequested Information:In order to obtain information on services typically provided by Medical Scribes, the MVAHCS is issuing this RFI as market research and requests that responders provide the following information: Duties and Responsibilities: What are the principal duties, responsibilities and services that are provided by a Medical Scribe?What types of information are scribes authorized to enter into the patient record, i.e. orders including medications, return to clinic appointments, lab tests, imaging and other diagnostic tests.Education and Training: What are the education and training requirements to become a Medical Scribe? Qualifications: What qualifications does a Medical Scribe require, i.e. medical knowledge and terminology; keyboard and computer skills; minimum number of hours of experience; other skills and abilities necessary to provide services?Medical Specialties: Do you have Medical Scribes available for services in ophthalmology, the emergency department and hematology/oncology?Medical Scribes per Patient Load: How do you determine staffing levels? Is there a recommended quota of Medical Scribes per patient load for ophthalmology, emergency department and hematology/oncology? Typically, how many provider(s) does each scribe work with?Personnel Substitutions and Contingency Plan: What is your employment turn-over rate?How do you staff for services required in the absence of your personnel, i.e. illness; vacation; or leaving your employ?Liability:Do you carry medical liability insurance for your scribes?Quality Assurance MonitorsHow do you monitor the quality and accuracy of medical scribe entries?Tour of Duty: Are scribes available to provide the following coverage?Shifts longer than 8 hours per dayEvening, night and weekend tours in the Emergency RoomFlexibility: How is flexibility built in for staffing needs, i.e. when the physician a scribe usually works with goes on leave?How much notice does your company require if a scribe is not needed due to physician being on leave?OtherAre there other questions that should be addressed that we have not asked? Responses:Interested parties are requested to respond to this RFI NLT May 20, 2016 at 3:30 pm CST. Responses should be limited to 5 single-sided pages and submitted via e-mail only to the Government Contracting Officer: Joel Felberg. Company Information: The RFI response should provide the following information: Company name, Point of Contact (POC) name, mailing address, overnight delivery address (if different from mailing address), POC phone number, POC e-mail, and fax ernment Contract Vehicle Information: Identify any Government contracts currently held by your company for Medical Scribe services. Meetings and Discussions:The Government representatives may or may not choose to meet with RFI responders. Such meetings and discussions would only be intended to get further clarification or potential capability. Meetings will be conducted either face to face at the MVAHCS or via teleconference. Meetings will be limited to a one-hour discussion.Summary:This RFI is only intended for the Government to identify sources that can provide Medical Scribe services and to clarify what those services would include. The information provided in this RFI is subject to change and is not binding to the Government. The Government has not made a commitment to procure any of the RFI requirements discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.
