--PERRANARWORTHAL PARISH COUNCILMINUTES OF MEETING HELD IN THE VILLAGE HALL ON WEDNESDAY 29th MAY 2019 at 7pmPresent: Councillor G Brown (Chairman), Councillors , D Angwin, J Burn, P Fox, B Freake S Kneebone, M Pryor, D WardIn attendance: Mrs A Pentecost (Clerk) 14 Members of the Public (in part) 081/19 APOLOGIES FOR ABSENCECouncillors Davey, Marven and Williams082/19 DECLARATIONS OF MEMBERS’ INTERESTS/DISPENSATIONNone083/19 ELECTION OF CHAIRMANOn the proposition of Councillor Kneebone, seconded by Councillor Pryor, it was unanimously agreed that Councillor Brown be re-elected Chairman for the ensuing year.084/19 ELECTION OF VICE CHAIRMANOn the proposition of Councillor Fox, seconded by Councillor Brown, it was unanimously agreed that Councillor Pryor be re-elected as Vice Chairman for the ensuing year085/19 POLICE REPORT086/19 MINUTES OF THE PARISH COUNCIL MEETING HELD ON 24th APRIL 2019On the proposition of Councillor Freake, seconded by Councillor Ward, the Minutes of the Parish Council Meeting held on 24th April 2019 were approved and signed.087/19 MATTERS ARISINGAs per updated action points. Any action regarding the replacement footpath signs would have to wait until Councillor Williams returned088/19 UPDATE FROM CORNWALL COUNCIL WARD MEMBERCouncillor Williams being absent, the Clerk gave his update to the meeting. The road at Carnon Gate had now been resurfaced and relined. He would provide funding for a tablet from the community chest for recording the speed indicator readings.089/19 PLANNINGTo approve the Minutes of the Planning Meeting held on 1st May 2019. On the proposition of Councillor Pryor, seconded by Councillor Angwin, the Minutes of the Planning Meeting held on 1st May were approved and signed. To set a date for the next planning meeting – 5th June. Councillors Fox and Pryor gave advance apologies.Perran Foundry – nothing further, application still being consideredVisicks Yard – as this was still under investigation, could not be discussed090/19 COMMUNITY GOVERNANCE REVIEWThe Clerk had forwarded the rationale for Perran Foundry to become part of Perranarworthal Parish. There were also some suggestions re ceding some properties on the approach to Ponsanooth to St Gluvias Parish Council. The Chairman and Clerk would be meeting a councillor from St Gluvias to discuss further. On the proposition of Councillor Burn, seconded by Councillor Freake, it was agreed that these parish boundary changes be submitted, once the details had been finalised.091/19 CORRESPONDENCE Carnon Downs Drama Group – missing signs. The Clerk had previously forwarded copies to all Councillors. It was agreed that although it was sad that someone kept complaining about signage, it was not a matter for the Parish Council to take forward.092/19 FINANCEA request for a grant from the Carnon Downs Drama Group was considered. As it was council policy to support only those organisations based in the parish, councillors felt unable to support this request. It was agreed that Perranarworthal PCC should receive a grant of ?500 which was the sum given last year.On the proposition of Councillor Kneebone, seconded by Councillor Freake, the following invoices were approved for payment;The Perranwell Centre22.80Perry & Son 90.00Glenn Humphries Landscaping 2487.00EON (electricity supply D/D) 17.08P Channon (NDP) 250.00Perranarworthal PCC 500.00Spanglefish(website renewal – will be paid by Clerk) 29.95TOTAL 3396.83 In: Cemetery 250.00 TOTAL 250.00 093/19 PARISH PROPERTYA quote for ?68 had been received in respect of an outside electricity supply at the Information Centre. It was agreed that this should be accepted, the work to be done before Christmas, but at the discretion of the contractor.094/19 HIGHWAYS AND FOOTPATHSThe Chairman said that there was a lot of debate about the cutting of various paths, some wanted them done, others wanted them left alone. It was impossible to please everyone. The Millennium path was in need of cutting back on the inside. Councillor Fox had complained about the path from West Park to School Hill being overgrown, the Chairman had been to have a look and didn’t think it was that bad. However Councillor Fox disagreed, it was a frequently used path and should be attended to. It was agreed to ask the contractor to give a quote for the work.Councillor Freake asked whether the lack of footpath on the A39 had ever been raised. Councillor Williams would be asked to investigate the possibility of a path from Carnon Gate to the Norway.Speed indicators – it having been discovered that taking the grant money from Cornwall Council would mean having to buy speed indicators from Cormac at a cost of ?17K, it was agreed, in principle, that the parish council should abandon the grant bid and buy the indicators on the open market for approximately ?4.5K. This would need to be further discussed with Councillor Williams on his return. Councillor Williams had suggested that a grant bid could be resubmitted, but for the provision of a footbridge next to the Morgan garage.095/19 FLOOD PLAN/SEWAGE ISSUES IN THE PARISHFollowing on from the presentation given at the April meeting, the Chairman asked if the council wished to continue with the preparation of a flood/emergency plan. On the proposition of Councillor Freake, seconded by Councillor Ward, it was agreed that a plan be drawn up.096/19 NEIGHBOURHOOD DEVELOPMENT PLAN Councillor Freake reported that work was ongoing, aerial photographs taken and hopefully there would be more news next month.097/19 RUTH COLLINS LEGACYCouncillor Ward reported that he would be having a meeting with Miss Collins’ relatives to discuss the legacy and also to see a copy of the original will.098/19 COMMUNITY NETWORKCouncillor Angwin would be attending the next meeting and would be asking why the vote on funding had apparently been changed.099/19 VOLUNTEERS NEEDEDVolunteers are still needed for the following groups;Car drivers for passenger transport schemeParish Work Party/Playing Field clean ups100/19 COUNCILLORS AND CLERK’S ITEMS (for information only)The Clerk had been asked to tell the meeting that allotments were still available.101/19 AGENDA ITEMS102/19 DATE OF THE NEXT MEETINGThere being no further business, the Chairman declared the meeting closed at 20.12hrs, The next meeting is on Wednesday, 26th June 2019, in the Village Hall at 7pm Signed ................................................................ Complaint re Pizza Van signage The Clerk will ask them to remove signage every week and not leave it around the Parish 4. Use of the Playing Field for Big Village Events No objection, will need to liaise with the BV committee and the football club so that events do not clash. Risk assessments needed for insurance requirements 5. Line Markings at Car Park It was agreed that the line marking on the playing field spaces should be renewed When the Village Hall were getting its spaces done6.
