Fee for Service vs. Programmatic

Fee for Service

Single payment incentive to sites in exchange for performing a service

Paid quarterly No rate calculation Sites are paid each time a qualifying

service is performed No minimum eligible member

requirements

Programmatic

Payment based on primary care provider site's performance

Payment occurs once annually (end of Q4) PCP sites are given a quarterly rate for

their measures Rates for each quarter are calculated using

a rolling 12 month measurement period
