The incumbent analyzes IT project risk, business value, business case, high level project requirements, project background and purpose, objectives, organizational readiness, strategic alignment and other factors. The incumbent will assist with recommendations to clearly establish a business case and to optimize project planning to alleviate project deficiencies and prevent future project problems. The incumbent provides support to internal California Department of Technology (CDT) staff and external project staff, executive management, stakeholders, and sponsors on the project's business analysis related tasks and deliverables. Works collaboratively with the OSPD managers, as well as State entities and agencies, to facilitate project approval and initiation. The incumbent may also collect, organize, analyze, and report on various statewide IT projects, project data and conduct state IT project analysis to identify and assess statewide trends. Essential Functions% of time performing duties40%40%15% Conduct sensitive IT project business analyses using business analysis techniques, tools, and methods consistent with the Project Approval lifecycle, California Project Management Framework (CA-PMF) and the Business Analysis Body of Knowledge (BABOK).Work closely with the OSPD management to assess organizational readiness, capacity, and strategic alignment with the organization's business goals. Assist with OSPD's overall business analysis findings and recommendations, and identify trends and areas of improvement for State entity and agency project proposal submittals. Research latest industry standard business analysis tools, templates, standards, and techniques to improve consistency in business analysis approaches. Provide support for CDT headquarters related projects, processes and reporting tasks e.g. IT Project Approval Lifecycle (ITPAL) Tracking, Business Change Proposals (BCP’s), Agency Portfolio Reporting, Executive Dashboards, providing support for the department’s Red Folder process. Assess, evaluate, develop, and/or recommend quality improvement process changes related to IT enhancements, standards, tools, and procedures utilized by the OSPD. Monitor, respond and maintain department email inboxes.Assist with written reports, memorandums, and evaluation methods to provide recommendations.Work directly with external and internal project staff, executive staff, stakeholders, and sponsors to support IT business analysis activities. Support OSPD issues, deficiencies, IT business analysis needs, and project opportunities with stakeholders. Provide IT business analysis support with issues that arise with State entity and agency project proposal submittals. Assist with the coordination and facilitation of State entity requests for IT projects.Assist with conducting CA-PMO related training. Actions and Consequences:The IT Assoc must maintain a high level of professionalism, as this incumbent must be able to successfully communicate with individuals from the public, private sector, and various staff within State government. This incumbent must be able to establish priorities and accurately assess problems and possible resolutions, possess excellent organizational and communication skills, and display a high degree of diplomacy and tact. Failure to demonstrate proper judgment tact, and poise may result in costly mistakes, and embarrassment to the department.Personal Contacts:The IT Assoc will have contact with headquarters staff, including the department Director, Chief Deputy Director, Deputy Directors, Branch Chiefs, and other government personnel and vendors.
