GIS and mapping (Phase I)

All Serbian PUC affected by this program have a System to show their drawings and basic Geodata together, but there are only view attempts to use them as real Information Systems.

1 Main Objectives

The main Objective must be to implement a System that supports daily work as well as planning activities and management needs.

1 GIS (Software)

To improve the system, a closer look at the actually used systems has to be taken.

The responsible technicians should get an overview about available systems and technologies for e.g. CAD with database link vs. GIS (based on a SQL database).

Together with them the decision for new software or an improvement of the actual system has to be made.

Modern IT methods of supporting technicians in their work must be implemented, such as Remote Desktop for immediate help in case of software problems and software training on demand.

2 MAPPING (Data collection)

The actual way of data collection has to be analyzed and the new methods

of for e.g. GPS supported have to be presented. Then training on the job should be done.

The difference between data and information has to be explained and the advantages of using this simple idea have to be presented.

Data collection and management beyond surveying should be implemented.

3 Organization (Responsibility and Workflow)

The actual responsibilities and workflows have to be analyzed and the ideal form has to be presented so that an individual solution can be developed in the end.

2 Objectives in Phase I

1 GIS (Software)

Collection information about the used systems and analyze the capabilities to satisfy the demands. Making proposals for improvements.

2 MAPPING (Data collection)

Analyze the workflow and present new methods of data collection and management.

A Workshop to test the presented solutions and discuss the advantages and disadvantages has to be held.

3 Organization (Responsibility and Workflow)

Collecting information about the actual responsibilities and workflows in the PUCs.

3 Overview of activities

1 Activities in Phase I

In a two day site visit in each PUC following program was done by Hugo Fuchs and Goran Denda:

First day:

• general Information about GIS and mapping as presentation (2-3 hours)

(normally also with discussion about details).

• workshop to find out what of the demonstrated techniques fits best to the local situation (1-2 hours)

• block mapping according to the results of the workshop (2-3 hours)

Second day:

• block mapping according to the results of the workshop (1-2 hours)

• training how to administrate the results of the mapping (1-2 hours)

All participants had the chance to evaluate the Workshop in prefabricated evaluation sheets and bring in their individual proposals for future activities.

4 Situation in each PUC

1 KRALJEVO

1 GIS

Kraljevo is using a system based on AutoCAD with a ‘connection’ to an Access Database. The database connection is not implemented via a linking key it is done via coordinates. It seems to fit to the main needs of the PUC but it has a lot of disadvantages in analyzing the data. The providing Company seems not to support the product any longer, because it only works on old AutoCAD versions. The frontend of the Database are Access Forms.

Although the technicians working with the system are quiet proud of their solution, for most of them, the advantages of a state of the arte GIS are obvious.

2 Mapping

The classic form of mapping with sketches and surveying is used.

But no GIS and GPS supported data management is implemented.

In the evaluation sheets all participants declared their interest in using the GPS supported photo documentation to make the mapping more effective.

There is a need for simple GPS for doing the documentation work.

3 Organization

It seems to be a big advantage that all concerned persons dealing with the documentation are located in one office, so that there is a good communication.

The responsibility for different GIS-themes is not clear.

2 LOZNICA

1 GIS

MapInfo is in use. Although the management do not want do discuss about other Software the Engineers realized the disadvantages of the current system.

2 Mapping

The classic form of mapping with sketches and surveying is used.

No GIS and GPS supported data management is implemented.

In the evaluation sheets most participants declared their interest in using the GPS supported Photo documentation to make the mapping more effective.

There is a need for simple GPS for doing the documentation work.

Also further training of the staff is needed.

3 Organization

The responsibility for different GIS-themes is not divided to the departments.

3 PANCEVO

1 GIS

MapInfo is in use. But most work seems to be done in AutoCAD.

2 Mapping

The classic form of mapping with sketches and surveying is used.

Due to the size of the growing town it will never be possible to survey all the construction a maintenance work in the open trench. The surveying team simply seems to be too small and also the new methods of mapping can help in this case.

No GIS and GPS supported data management is implemented.

In the evaluation sheets most participants declared their interest in using the GPS supported Photo documentation to make the mapping more effective.

There is a need for simple GPS for doing the documentation work.

Also further training of the staff is needed.

3 Organization

The responsibility for different GIS-themes is not divided to the departments.

4 SABAC

1 GIS

PRO-GIS is in use. Maintaining the system is very complicated.

The billing department is using an evaluation version of ArcGIS which is the only GIS supported administration of the consumers with in all PUCs, but due to the missing support the setup of the system is very motivated but not professional.

2 Mapping

The classic form of mapping with sketches and surveying is used.

No GIS and GPS supported data management is implemented, but the idea of using e.g. trimble juno GPS for surveying and making Photo Documentation is in discussion.

There is a need for simple GPS for doing the documentation work and precise GPS for surveying. Also further training of the staff will be necessary.

3 Organization

The responsibility for different GIS-themes is not divided to the departments, expect the billing department but there a different GI-Systems in use which is not very practical.

5 SMEDEREVO

1 GIS

MapInfo is in use. But the disadvantages of the system are already obvious and the engineers are highly interested in getting more professional Software.

2 Mapping

The classic form of mapping with sketches and surveying is used.

No GIS and GPS supported data management is implemented.

There is a need for simple GPS for doing the documentation work and precise GPS for surveying.

Also further training of the staff will be necessary.

3 Organization

The responsibility for different GIS-themes is not divided to the departments.

6 SOMBOR

1 GIS

MapInfo is in use. Good adapted way of using MapInfo in a PUC. But after the presentation the responsible staff was very interested in more professional software, which will solve some of their problems, which occurred by using MapInfo.

GIS supported data management is implemented. (Sketches are administrated and available in the System)

2 Mapping

The classic form of mapping with sketches and surveying is used.

No GPS supported data collection is implemented.

There is a need for simple GPS for doing the documentation work.

3 Organization

The responsibility for different GIS-themes is not divided to the departments.

7 SREMSKA MITROVICA

1 GIS

Only AutoCAD is used only for technical drawings.

There is a great interest in implementing a state of the arte GIS.

2 Mapping

The classic form of mapping with sketches and surveying is used.

No GIS and GPS supported data management is implemented.

There is a need for simple GPS for doing the documentation work and precise GPS for surveying. Also further training of the staff will be necessary.

3 Organization

8 VRSAC

1 GIS

MapInfo is in use.

2 Mapping

The classic form of mapping with sketches and surveying is used.

No GIS and GPS supported data management is implemented.

There is a need for simple GPS for doing the documentation.

Also further training of the staff will be necessary.

The responsibility for different GIS-themes is not divided to the departments.

5 Results

1 GIS

1 Geodata

All PUCs have a lack of basic geographic data.

Some of them have digitized the cadastre on their own. The problem is that a digitized cadastre cannot be more precise than the basic analog one, so these systems present a preciseness which is not real. In this case the georeferenced scans are already the solution as long as the official cadastre is not available. It has also to be mentioned that the cadastre in some European countries cannot be used for technical documentation due to missing preciseness. How good the quality of the Serbian cadastre will be can only show the future.

The aerial photos are also organized via private activities.

Also much more important data are missing, for example there is no geographic address register available which is the basic for sectorization and GIS supported billing.

Essential Geodata for the implementation of a pipe-network-information-system

for the pipe-network:

• All available analog and digital plans, maps, drawing, sketches and photos dealing with the water supply system.

This information can derive from the documentation of new build main pipes, the construction of consumer connections or from leak repair activities.

for the hydraulic model:

• Elevation data a so called Digital Terrain Model (DTM) or also called Digital Elevation Model (DEM).

• with the highest available accuracy. (grid resolution: if possible smaller then 25m)

• and/or maps with contour lines (Isohypsen) if they are precise enough to get out the elevation of single objects. (Format: .dwg or shapes with the Information on which coordinate System they are based)

• the locality of main consumers like industry, hospitals, barracks or slaughterhouse

• the population density in the districts and the border of this districts

for billing:

• address data

• road centre line (with street name)

general Geodata to get Information about the surrounding:

• cadastre or land register map (vector graphic) and land owner register

• ortho- or satellite photos

• administrative border

• hydro geological map

• overview map with streets rivers etc.

• raster for the old maps (1:28800) to fit in old scanned maps!!!

2 Serbian Coordinate System and GPS

To get an overview about the problems an article of the geodetic journal will be in the appendix.

3 Software

1 Mapinfo

Five of eight PUC are using Mapinfo.

Due to the fact that Mapinfo normally doesn’t support GeoDatabases the biggest advantages of using a GIS are not available!!! For e.g.:

• Each object has a primary key which is necessary for any further administration of maintenance and billing data.

• The Information can be easily analyzed in the tables of the Database.

• Databases queries can immediately produce a map with the results

• The network can easily be transferred to hydraulic program.

• etc.

2 System Sabac

PRO-GIS based on ArcView (old technology no Database)

3 System Kraljevo

AutoCAD with MS Access Database is in use.

Well adapted but better systems are available on the market.

4 Sremska Mitrovica

Only AutoCAD for technical drawings no analyzes and data management is implemented.

2 Mapping

In most of the PUC most of the responsible persons working outside have neither the equipment nor the training and knowledge to make a useful documentation of their work.

This has not changed very much after the first training because only the experts were trained and without equipment they cannot train the outside working employees.

In all PUCs the GIS doesn’t support the people working outside in maintenance which is the one of the most important purposes of a GIS.

3 Organization

The GIS should be used as central information system, so an IT-expert how has experience with SQL Databases should be responsible for administrating the system.

In some PUCs the geodetic engineers have the biggest influence on the GIS but they should deal only with the surveying data. This applies for all topics maintenance, leak detection, billing etc. Every department should have their own theme in the GIS and keep it up to date. In other words every department is responsible for its own layer.

This main condition for a working GIS does not exist in the PUCs.

6 Further steps

It is obvious that difference between the main objectives and the objectives of phase I leads to a number of activities in the next phase. The idea is to set the priority and details of the further activities in a central workshop together with the engineers of the PUCs at the beginning of phase II.

1 Prolongation of mapping training

Due to the fact that the GPS supported mapping and the GPS supported

Photo documentation cannot be implemented by training it a few hours, the opportunity of ongoing construction work in the PUC’s should be used to do training on the job after some equipment like simple GPS has been provided to the PUCs.
