TITLE: Director of Human Resources and AdministrationTEAM/PROGRAMME: Yemen LOCATION: Temporary base of Amman with transition to Sana’a, Yemen GRADE: TBCCONTRACT LENGTH: 12months (with possible extension)CHILD SAFEGUARDING: Level 3:? the responsibilities of the post may require the post holder to have regular contact with or access to children or young people ROLE PURPOSE: As a member of the Yemen Senior Management Team (SMT), the Director of HR & Administration will work closely with the SMT, key in-country staff and with Regional HR to manage and lead the HR and Administration function, as well as managing the HR needs to responding to the humanitarian crises.This role will build awareness of the HR function at the country level and will be accountable for ensuring the implementation of the HR policies and best practice consistent with Save the Children and compliant with local labour regulations. The Director of HR & Administration will provide a strategic approach direct support and supervision to HR and Administrative staff within Sana’a main office as well as dotted line supervision to the HR function within the field offices.SCOPE OF ROLE: Reports to: Country DirectorNumber of Direct Reports: 3 (HR Manager, Administrative Manager, Administrative Assistant (based in Amman))KEY AREAS OF ACCOUNTABILITY:Strategic PartnerManage all aspects of Human Resources activities within Yemen and ensure the effective delivery of support and HR services to staff throughout the Yemen Country OfficeWork closely with the Senior Management Team to develop strategic role for Human ResourcesDevelop and implement Human Resources policies through appropriate consultation, coaching and communicationUnderstand best practice in managing change and support the senior management team in delivery of changeEnsure the provision of good quality, appropriate and clearly communicated advice to line managers on all aspects of the HR functionLeader on the efficient inclusion of SCI’s Child Protection policy in relevant aspects of HR and Administrative ways of working, policies and processesStaffing and employee on-boardingSupport management in ensuring that adequate staffing is maintained for successful program delivery through effective recruiting process, retention strategies and development and capacity building of our national staffUnderstand current and anticipate future staffing needs, build pools of ready candidates through internal succession planning and external market knowledge. Work closely with recruiting managers to ensure right organization structures are in place, right job descriptions and grading, and right timing for recruiting activityBased on agreed staffing plan directly support the HR Manager to facilitate the recruitment, selection, placement, induction and debriefing of staff and ensure that best practice of recruitment and selection policy and practice is implemented across all areasDirectly support the HR Manager on the development and effective induction plans and processes. Ensuring that all staff are aware of the policies and practices relating to their employment. Establish evaluation procedures for monitoring the effectiveness of the induction process and feedback to line managersPay and BenefitsLiaise with Regional HR to ensure that there is an appropriate job evaluation system in place and that there is continuity in job descriptions, titles, salary scale and organizational charts. Give guidance and support to the HR Manager to ensure that all managers’ staff have job descriptions; updated and current contracts, which are compliant with local labour lawsReview of salary data analysis and staff forecasting for budget and proposal purposesEmergency staffing and DevelopmentBe the HR lead for the emergency response ensuring that the HR aspects of the Save the Children emergency response interventions are observed according to best practice HR standards and comply with legal regulations and SCI policies. This includes the facilitation of the deployment of all emergency response staff: Global Roster; short term; regional; country deployed staff; consultants; visitors etc Work closely with the Support Services team to ensure the smooth coordination, facilitation and integration of emergency response staff with that of the normal programme staff.Work closely with the SMT to plan and execute the Emergency Response staffing needs and HR and Administrative responsibilities with the Security Management Plan and SOPs and ContingenciesStaff motivation and retentionFrequently travel to field bases to assist in informing the improvement of HR and Administrative processes which will support managers and staff to develop their capacity paying particular attention to effective coaching, performance management frameworksSupport managers through the performance management process including guidance in setting performance objectives, employee development plans and communications; assist managers in assessing employee performance and addressing improvements needed.Ensure the HR team make sure debriefing is undertaken with all staff leaving the programme and any issues affecting staff retention are addressedAdministrationOverall accountability for the Administrative discipline.
