He/she is accountable to the Deputy Country Director for the provision of effective HR and administrative services, ensuring that the team has appropriate human resources in place to adapt to changing contexts. The Director of HR & Administration is responsible for providing strategic direction on HR management, and for ensuring Organization policies and procedures are in place and implemented. SCOPE OF ROLE: Reports to: Deputy Country Director with dotted reporting lines to the Regional HR Director.Staff reporting to this post: 1 HR Manager and 1 HR & Admin Manager Role Dimensions: Currently, Save the Children International operates in Iraq and N.E. Syria. It has 350 staff and the number may grow to about 400 in the coming months.KEY AREAS OF ACCOUNTABILITY : As a member of the Senior Management Team, contribute to:The overall Leadership of the Country Programme.Help design and implement a coherent and sustainable organization structure consistent with Save the Children policies and procedures and appropriate to program needs.Support the development of an organisational culture that reflects Save the Children values, promotes high performance and accountability, encourages a team culture of learning, creativity and innovation, and ensures a conducive working environment to help staff deliver outstanding results for children and excellent customer service for SC members and donors.Ensure the compliance with Save the Children policies and procedures, essential humanitarian standards, donor regulations and relevant national labour laws and other relevant statutory requirements.Keep the Deputy Country Director abreast on issues regarding policies and procedures, resourcing, safety and welfare of the workforce, relevant legislative and other Human Resources issues.Human Resources:Design a best practice HR strategy for the Country Programme by leading on the development and implementation of systems, policies and processes to meet the needs of the programme in key HR areas such as resourcing, onboarding, compensation and benefits, performance management, learning and development, employee relations/ engagement and staff safety and wellness. Ensure full use of SCI systems and tools; review regularly and secure those that timely, competitive and legal.Ensure compliance of HR policies and procedures with the legal framework in Iraq and N.E. Syria; work closely with the Country Office lawyer on all employment issues (e.g. revising/ updating the Employee Handbook, drafting contracts, adapting policies to statutory requirements, etc.).Negotiate all issues related to HR contracts (payroll, health and safety etc.) with the assistance of HR Managers and the lawyer to also secure the interests of the organization.Manage the analysis of HR needs for the Response – both short-term and longer-term surge needs; and look for sustainable solutions at national, regional and global levels.Ensure appropriate recruitment, retention and succession of staff relevant for both emergency and development needs, and staff career development. Review staffing structures, grading and job profiles and support the implementation of new salary scales if agreed as necessary. Evaluate regularly whether they remain up-to-date, competitive and legal.Verify and approve the payroll for national staff, prior to the Country Director’s sign-off.Plan and oversee the HR budget by estimating and forecasting requirements and trends.Manage the HR team to compile and analyze data in order to prepare and distribute reports on HR metrics as requested by SCI or for ad hoc needs.Promote the SCI image/ reputation in local market and partners by participating in professional organizations, conferences and meetings as well as by maintaining personal contacts.Monitor and advise on disciplinary matters in accordance with established policies and procedures.Mediate conflict, grievances and harassment cases whenever possible; and conduct formal procedures when mediation fails.Ensure that staff and all those who work with Save the Children are aware of and adhere to our Code of Conduct, Child Safeguarding, Safety and Security and Fraud and Bribery policies and procedures.AdministrationSupervise administrative function to ensure the smooth running of the responseOversee the use and the overall maintenance of the residence / office premises, facilities assets and equipment (physical work environment) and ensure that these are secure and efficiently utilizedReview and periodically update all rental contracts and leases Ensure compliance with Health and Safety regulationsEnsure adequate security for office premises and propertyProvide logistical support to guests, visitors including partner organisations involved in SC activities.
