Superannuated in June 2019 as Additional Chief Secretary, Home Affairs & Justice, Government of Punjab after rendering more than 38 years of public service to the society (1984-2019) handling a wide array of challenging assignments in governance and public administration. Before joining IAS, briefly served in the National Thermal Power Corporation (NTPC) for one year (1981-82) and Indian Railway Service of Electrical Engineers (1980 batch) for more than two years (1982-84).Presently working as Chairman, State Police Complaints Authority, Punjab, Chandigarh under the Punjab Police Act 2007 (as amended in 2014 and 2018) by Government of Punjab since 23.01.2020 for a period of 3 years.He is also serving the society as a member on the Board of Governors (BoG), Indian Institute of Management (IIM) Rohtak and on the Scientific Advisory Council of Center for Innovation and BioDesign (CIBioD), an initiative of the ‘Indian Council of Medical Research’ and PGIMER, Chandigarh (UT), aimed at promoting research and innovation in Indian Healthcare.He has worked in diverse areas of development and regulatory administration 7 years at the Centre in the Ministry of Home Affairs, Government of India and 28 years in Punjab Government both at levels of policy making and implementation. Was empanelled and elevated as Joint Secretary to Government of India and Additional Secretary to Government of India in 2003 and 2014 respectively. Was empanelled as Secretary to Government of India (Equivalent) in 2017. Obtained Bachelor of Engineering in Electrical Engineering from University of Roorkee (1979), Master of Technology in Computer Technology from Indian Institute of Technology Delhi (1981). Later obtained Doctor of Philosophy (Ph.D.) from Thapar University, Patiala (2009) on “Information and Communication Technology – A Strategic Policy Framework for Good Governance in the State of Punjab”. Went for advance management and public administration courses to Harvard Kennedy School, Harvard, USA (2017), to Cambridge Judge Business School, Cambridge University, UK (2013), to Eastern Management Development Center (EMDC) USA (2007) and to Indian Institute of Management (IIM) Ahmedabad, IIM Bangalore, IIM Lucknow & other national level institutions from time to time. First, Home Affairs and Justice encompassing internal security, national security, management of State Police and Central Armed Police Forces (CAPFs), information security, crime control, prisons, law and Justice. Second, Information and Communication Technology & e-Governance sector, encompassing ICT infrastructure & Services (Enterprise Architecture, Hardware, software, management), governance, reforms, citizen services, IT & ITES industry. And third, the Education & HRD sector, encompassing technical education, higher education, industrial training, vocational education and skill development & employment generation. The details Posts Held with Job Description and Experience gained are at Annexure 2.Besides the above mentioned, have also handled an array of other State Government departments, Public Sector Undertakings (PSU), agencies, institutions and organisations in infrastructure, primary and allied sectors such as Public Works Department (PWD), Agriculture, Soil Conservation, Horticulture, Animal Husbandry, Dairy Development, Fisheries, Civil Aviation etc. Have rich experience of working in the field during the most challenging times of peak of terrorism in Punjab as Deputy Commissioner, District Magistrate, Addl. Deputy Commissioner and Sub Divisional Magistrate for about 10 years. Many assignments were handled concurrently with other assignments.Internal Security National Security, Cyber Security Sector, Police, CAPFs, Crime, Law and Justice: (9.5 Years)In the Ministry of Home Affairs Government of India handled a variety of very challenging and exciting roles and responsibilities relating to internal security, national security, information security, cyber security and criminal justice system for 7 years as Joint Secretary and Additional Secretary to Government of India & Advisor ISCS. AS JS Police-II handled all matters relating to the management of a cadre of more than 14,000 Group A officers and 9.50 Lakh Central Armed Police Forces including expansion and strengthening, recruitments, capacity building, training, infrastructure, establishment matters, deployment, welfare, UNDPKO. The forces including Central Reserve Police Force (CRPF), Border Security Force (BSF), Indo Tibetan Border Police (ITBP), Central Industrial Security Force (CISF), Sashastra Seema Bal (SSB), Assam Rifles (AR) and National Security Guards (NSG). Also handled establishment matters of Intelligence Bureau (IB) and National Intelligence Bureau (NIA). Closely worked with the Ministry of Defence for managing the National Security Guards and Assam Rifles where a large number of officers and men come from the Ministry of Defence. Also managed the Air wing of MHA consisting of more than 16 helicopters and 4 fixed wing aircrafts by way of taking pilots and staff on deputation and coordinating for repar and maintenance with the Indian Air Force. Also closely worked with Ministry of External Affairs for the deployment of Central Armed Police Forces in the UN Peace keeping Forces and Indian Missions abroad.Assisted ECI in meticulously planned and conducted General Elections 2014 in which record number of CAPF companies were mobilized and deployed for ensuring free and fair elections. Also, peaceful State Elections were planned and conducted to all the State Assemblies between 2010 and 2014 by efficient & timely mobilization and deployment of CAPF personnel.AS JS CS handled all matters relating to Centre-State Relations, Criminal Justice System, interface with UNODC including general crime, crime against women, children, scheduled castes and scheduled tribes, weaker sections, senior citizens, cyber-crime, human trafficking, prisons issuing comprehensive advisories to State Government and National Crime Records Bureau (NCRB), Governors’ Conferences, Chief Ministers’ Conferences. Also assisted the former Union Home Secretary Mr. Madhukar Gupta who was tasked by Ministry of Home Affairs, Government of India to prepare a report for restructuring of Ministry of Home Affairs in the year 2017-18.As JS MHA & Chief Information Security Officer (CISO) of MHA worked in the IT and cyber security of IT infrastructure in MHA, drafting the National Information Security Policy and Guidelines (NISPG) 2014, envisioning and implementing Crime and Criminal Tracking and Network System (CCTNS) as Mission leader connecting more than 20,000 police stations and higher offices for end-to end management of FIRs and investigations (ICT for Crime Management), member of Security Committee of National Intelligence Grid (NATGRID), installation of electronic security equipment for security of government buildings and Parliament of India (ICT for Security Management) was widely acknowledged and recognised. Also implemented the scheme of Modernization of Prisons in India. Was instrumental in the standardisation of the training curricula for all CAPFs making more than 80% training common and 20% training as force specific. Added a number of new course components on law, human rights, crowd control, international conventions etc. and sensitised the forces towards women, children and weaker sections. Lead the Indian delegation/teams in a number of international forums on crime against women and children, UNCTOC, UNODC conference in Vienna in 2008, INDO-US Homeland Security Dialogue (HSD) on the Sub-Group on Cyber Security and Critical Infrastructure Protection and United National Congress on Crime Prevention and Criminal Justice (CCPCJ) held in April, 2010 in Brazil.As Additional Chief Secretary, Home Affairs & Justice and Prisons, Government of Punjab for more than 2 and a half years facilitated framing/ enactment of a number of laws and policies namely The Punjab Law Officer Engagement Act, 2017; The Punjab Forfeiture of Illegally Acquired Property Act, 2017; The Punjab Prison Remission of Sentence Policy 2017; The Punjab Victim Compensation Scheme 2018; Punjab Procession, Dharnas, Demonstrations and Functions Permission Policy 2018; Punjab Disputes Resolution and Litigation Policy 2018 etc. Worked for the establishment of Special Operation Group with a highly specialized, trained and equipped unit in Punjab Police for acting effectively to neutralize threat of eventualities like fidayeen attack, terrorist attacks, hostage situations, armed infiltration; Special Task Force (STF) on Drugs for comprehensive action against drug abuse to address the severity of drug menace in Punjab; as head of Special Group on Drugs (SGoD) prepared a 'Comprehensive Action against Drug Abuse (CADA)' Plan, with a three-pronged strategy of Enforcement, Deaddiction and Prevention (EDP), to fight against drugs in Punjab resulting in bringing about visible change in the otherwise dismal scenario of drug menace in Punjab by striking on the nexus between narcotics smugglers and gangsters. Punjab Government, in close coordination with Central agencies/ Government of India, has taken Action against organized Crime Gangs, pursuing cases of extradition / deportation against the foreign handlers of terrorism directed against Punjab. As the chairman of the committee constituted by the Government of India prepared, presented and submitted the draft Prison and Correctional Services Act, 2018 to the National Human Rights Commission in 2019 to be converted into a Model Bill by MHA. The functioning of the police was made effective, efficient and people friendly by the territorial restructuring of police stations, installation of CCTVs at Entry-Exit of all 420 Police Stations, 37 CIA staff, strengthening the CFL and Chemical Examination Labs (CEL) for Investigation of crime, implementing Nationwide Emergency Response System, NERS/Dial 112 and administrative measures for boosting the morale of police officers/ officials like regular promotions of officers and time-bound promotion of Constable, Head Constable, ASI and all other ranks etc. Liaised with Ministry of Home Affairs, MEA, IB, BSF, Government of India for planning the construction of Kartapur Corridor on the occasion of 550th year of Birth Anniversary of Guru Nanak Dev Ji, ICP Design, Security Architecture and coordination with Land Port Authority of India. Also headed the committee for supervising the preparations for organising the 350th Years of Birth Anniversary of Guru Gobind Singh Ji at Anandpur Sahib ji and IP Stadium Delhi which were both addressed by Hon’ble Prime Minister of India in 2016-17.Physical Infrastructure and Set up at Ministry of Home Affairs, Government of India and Department of Home Affairs and Justice, Government of Punjab: Prepared norms, project reports, sanction and budget provision for amounting to more than Rs. 20,000 Crore for construction, upgradation and maintenance of Infrastructure for the Central Armed Police Forces, Intelligence Bureau, National Investigation Agency, National Crime Records Bureau and BPRD etc setup for Battalion Head Quarters, Sector Head Quarters, Frontier Head Quarters, Training Centers, Canine Training Centers including furnishing, equipment and computers etc. Also prepared DPR, got sanctioned amounting to Rs. 8,500 Crore and funded for providing the Residential accommodation for 65,000 Central Armed Police Forces personnel. Was instrumental in streamlining the recruitment of constables in Central Armed Police Forces by putting in place common Recruitment Rules and totally eliminating the subjective element i.e. interview etc. About 2,00,000 Central Armed Police Forces personnel were recruited in abut 4 years in collaboration with the Service Selection Board of Government of rmation and Communication Technology, Governance Reforms, e-Governance, Citizen Centric Services, development of IT& ITES industry (12 years)Envisioned & managed the Information and Communication Technology (ICT), Governance Reforms, e-Governance, IT transformation in Citizen services, Citizen Centric Governance, Information Security, Cyber Security, and Critical Infrastructure Protection and development of IT& ITES industry both at the State as well as National levels. Formulated the first Policy on computerization in the Government of Punjab in 1990. Closely worked with NIC to put in place a large number of early applications at district, State and Government of India level. Was instrumental in the establishment of Department of IT in Punjab in 1998. Contributed substantially to the formulation and implementation of Punjab’s IT Vision, Mission, Strategy & Action Plan (Also updated over 1998-2007) Punjab Information Technology Policy 1995 and 1998 released by Hon’ble Governor of Punjab & DG NIC at Chandigarh. Closely worked with Ministry of Electronics and Information Technology (Miety) GOI on National e-Governance Plan 1.0 and National e-Governance Plan 2.0, guidelines and procedures for the implementing National e-Governance Plan at the State level and implemented it in MHA and Government of Punjab. Conceived, designed, formulated and implemented a number of policies, institutional framework, administrative structures, guidelines, schemes, procedures, standards, methodology and projects for adoption and implementation for promoting e-Governance for good governance and empowering citizens in the state of Punjab. These included State e-Governance Roadmap, State IT & e-Governance Architecture, State Capacity Building Roadmap, Strategic IT Action plans of key departments, IT Resource Acquisition and Disposal Policy, Free Right of the Way Policy for OFC connectivity, Public Private Partnership (PPP) in ICT policy, IT Security Policy, Policy on Local Language initiatives, GIS Policy, Manpower Policy, policy for delivery of citizen services through District Sukhmani Societies/ centers/ Sewa Kendras under Punjab State e-Governance Society. Formulated the Punjab Transparency and Accountability in Delivery of Public Service Act, 2018 and Rules thereunder to provide for empowering online citizens service in a transparent, accountable and time bound manner. Worked on conceiving, designing and initiating the implementation of “Digital Punjab” initiative for providing Government to Citizen (G2C) and Government to Business (G2B) services on 24X7 basis through online Digital Punjab portal, mobile apps and 500+ Sewa Kendras. Consolidated Data Center and storage at State Data Center, strengthened the connectivity of various Government offices by connecting Punjab State Wide Area Network for Voice, Video and Data traffic covering all District Headquarters, Sub-Divisional Headquarters and Block Headquarters to National Knowledge Network at 1 GBPS transforming the State into a digitally empowered society and knowledge economy. Also planned the complete back-end computerisation of all the Government departments and digitisation of legacy data, integrating electronic payments & receipts while undertaking comprehensive Government process reengineering (GPR). Worked for restructuring the Punjab Governance Reforms and Ethics Commission (PGERC) in 2017. Was instrumental in implementing a centralized web based CM Dashboard for online monitoring of State & Central schemes. More than 100 + Key Performance indicators were configured and made available online to the Chief Minister Office and Administrative Secretaries. Got implemented the Government e-procurement system of NIC (GePNIC), e-office application in all DC offices and offered to all the state entities, and Geographic Information System covering the State up to Village boundary level. Played a pivotal role in making Punjab an important Knowledge Industry destination through innovative initiatives and proactive marketing of Punjab as a favoured Industry destination while working as Managing Director, Punjab Information & Communication Technology Corporation, Department of Industry, Investment Promotion & Industrial Liaison. Worked on the formulation of Punjab Industry Policy for IT, ITES, Electronics, Communication & Bio-technology Industry 2000, restructured Punjab Information and communication Technology Corporation into a vibrant organisation for mission mode project implementation. Contributed at National/ State level committees and bodies as Member Working Group on IT and Convergence, e-Governance, IT HRD, Technical HRD set up by Planning Commission, Government of India for preparation of 10th five-year plan, Chairman Technical Committee on Computerization, Member Secretary and later Vice-Chairman Punjab State e-Governance Society (PSeGS), Senior Vice Chairman on the BOD of Punjab Communications Limited, Member Secretary Empowered Committee on Computerization, Member Secretary Information Technology Vision Group, Member Secretary Information Technology Task Group.Physical Infrastructure: Also brought out the Free Right of the Way Policy for OFC connectivity which enabled the State to get a network of optical fibre network on which the entire 4G connectivity is riding today. Setup of Suvidha centers for integrated citizen services using IT platform in all districts and some of the important subdivisions. Was also instrumental in the upgradation of police stations for implementation of CCTNS and jails under the police and jail modernisation projects when supervising Punjab State from MHA. Facilitated and Enabled the setting up of a number of Mega projects by the private sector under including Quark, Quark City, Dell, HCL, etc. Education and HRD - professional/ higher / technical education, industrial training, vocational education, skill development, and employment (7.5 Years)Have devoted special expertise and affinity for education & teaching, especially in the above mentioned areas. As Director, Technical Education and Industrial Training, worked relentlessly to conceive, design and implement policies, develop plans, restructure, capacity expansion, up-gradation, modernization, ICT education, quality improvements, monitoring and administration of technical education & industrial training systems in Punjab. These were implemented at all levels i.e. degree, diploma & certificate under the State Plan and World Bank Schemes to ensure industry relevant quality education in all 16 Engineering, 20 MBA, MCA, BBA, BCA Institutions, 42 Polytechnics and 130 Industrial Training Institutes which helped retrieval of these institutions from the shadow of terrorism making them vibrant institutions for a brighter future of Punjab Youth. Was instrumental in the draft of Punjab Technical University Act, envisioning & establishment of Punjab Technical University. Also organised revision of existing curricula (13 degree, 35 diploma and more than 400 ITI and vocation courses), introduction of new courses & Trades in demanding and emerging technology areas. Set up a framework for a structured, regular and meaningful inter-action with Industry, emphasising the practical training and regular faculty development. Was instrumental in signing MoUs & Academic Alliance between the Industry/ IT giants and Technical Institutions for opening Technology Centres of Excellence and providing knowledge base, technology, skills, training material and software for academic purposes. Signed MoUs with IT giants like Microsoft, IBM & Lotus, Novell Onwards, Santa Cruz Operations (SCO), Solaris, Oracles India Limited, Auto Desk, ESRI, NIIT, Corel Corporation, Trident Infotech Corporation Limited, C-DAC, CEDTI etc. Prepared and submitted a number of reports to the State Government on Vocationalization of School Education in the State, Establishment of Self-employment Centres for unemployed rural youth of Punjab, Community college, Community Polytechnics and Community Industrial Training Institute, Education for self-employment, Rural Self-employment Centres for Disabled, Distance Education by Networking degree & diploma level institutions most of which were implemented. Was also instrumental in creating a new Department of Employment and Vocational Training; drafted and implemented the Employment and Vocational Training Policy 2007, including 10 schemes under this policy. Also conceived, drafted and got approved the project report for the establishment of a Science City in Jalandhar. Contributed significantly as Chairman or Member of various National/ State level committees and bodies such as Member BoG IIT Kanpur, Member HRD Committee of Government of India, Member All India Board of Information Technology Education, Member Board of Studies Panjab University, Director Sant Harchand Singh Longowal Central Institute of Engineering & Technology (SLIET) etc.Have great passion for working in areas of strategic thinking, public policy, public administration, creating institutional framework, technology management, governance, and HRD. Contributions in the above-mentioned areas have been widely acknowledged and lauded by government leaders, professionals, technical experts and academic bodies for vision, strategy, bold, out-of-the-box innovative thinking, creativity, innovative and entrepreneurial culture these created in the organisations, effective implementation. The effort has been to make the leadership and passion exhibited as hallmarks of the service, both in the State and Government of India. Physical Infrastructure and setting up new institutions: Conceptualisation, preparing DPRs, coordinating construction, upgradation and maintenance of Infrastructure in new and existing Engineering Colleges, Polytechnic Institutes and Industrial Training Institutes including furnishing, libraries, ICT and computers infrastructure. Making the institutes operational by way of getting affiliation, organising admission tests and counselling in and examination and recruitment of staff at Group A, B, C and D level. Construction & Setting-up of large number of institutions including Shahid Beant Singh College at Gurdaspur, Shahid Bhagat Singh College at Ferozepur, MMIT Malout, Giani Zail Singh College at Bathinda and initialization of Punjab Technical University (PTU). A keen sports-lover, both as a player and a sports administrator. Have been active in games and sports management with significant contribution to the games of badminton, table tennis, hockey & cricket. Represented India in three Badminton World championships in China, Bangkok and Hong Kong as the National team manager. In addition, also won accolades in hockey and in Table Tennis for University of Roorkee and IIT Delhi. In social work has done commendable work for the poor, needy, women, children, destitute, and disadvantaged sections of the society. A 'Comprehensive Action against Drug Abuse (CADA)' Plan was formulated, got approved and implemented resulting in bringing about visible change in the drug menace in Punjab. The sustained campaign against Narcotics smugglers has to a significant extent broken the nexus between narcotics smugglers and gangsters. CADA recommended a three-pronged strategy of Enforcement, Deaddiction and Prevention (EDP) to comprehensively combat the menace of drugs in the State which is being implemented by the Punjab Government. Deaddiction was being done through treatment in Outpatient Opioid Assisted Treatment (OOAT) clinics. The plan also envisages to synergize the efforts of all government departments and enlisting the active participation of all sections of the society.Establishment and restructuring of Special Task Force (STF) on Drugs: To address the severity of drug menace in Punjab the Government set up a Special Task Force (STF) in Police headed by Additional Director General of Police for comprehensive action against drug abuse in the State, under the direct supervision of Additional Chief Secretary, Home Affairs & Justice as restructured in 2019. The Special Task Force (STF) is mandated by the state government as a specialized agency to monitor, coordinate and synchronize the efforts of all the agencies involved in implementation of the EDP strategy, especially enforcement and prevention. Action against organized Crime Gangs: At the time of assumption of charge as Additional Chief Secretary, Home Affairs & Justice, Govt, of Punjab in March 2017, Punjab was in the grip of organized criminal activities such as the extortion, kidnapping and criminal mafia, etc. by hardcore criminal elements/ gangsters. A sustained campaign by Punjab Police, during the tenure as ACS (Home), has broken the backbone of such activities.Special Operation Group was established with a highly specialized, trained and equipped unit in Punjab Police for acting effectively to neutralize threat of eventualities like fidayeen attack, terrorist attacks, hostage situations, armed infiltration etc. The Punjab Victim Compensation Scheme 2018 has been created and implemented under section 357A of Cr PC has been notified to compensate to the victim or his dependents who have suffered loss or injury as a result of crime and who require rehabilitation. Also implemented Special Women Victim compensation Scheme in 2019.A special law namely, “Punjab Forfeiture of Illegally Acquired Property Act, 2017” was drafted, got approved by Cabinet and Vidhan Sabha. The assent of the President is pending.Crime and Criminal Tracking and Network System (CCTNS): To modernise and make Punjab Police citizen friendly, transparent efficient and effective launched Crime and Criminal Tracking and Network System (CCTNS) under which 400+ Police Stations and higher offices have been fully computerized and digitally connected.550th year of Birth Anniversary of Guru Nanak Dev Ji- Construction of Kartapur Corridor and making in operational: Headed the committee for supervising the preparations and Liaison with Ministry of Home Affairs, MEA, IB, BSF, Government of India for Construction of Kartapur Corridor and making in operational, especially Land Acquisition for NHAI, Land for BSF, ICP Design, Security Architecture and Land Port Authority of India.As Additional Chief Secretary, Home Affairs & Justice, Govt, of Punjab, had supervised the management and security of Prisons in Punjab. This includes preparation of estimates, approvals, e-tendering, evaluation and monitoring of all construction work. Was instrumental in the establishment of Punjab Energy Development Authority (PEDA), Government of Punjab 1990-91. As Chief Executive, I geared up the renewable energy programmes of the Agency and gave an upward swing to the execution work of Mini/Micro Hydel Projects being installed on Abohar & Bathinda Branch Canals by the Agency. The Directory also contained the brief bio-data of Sarpanch and photographs and names of the Panchayat.Prepared and implemented a day-wise computerised Plan for conduct of all levels of elections including Parliamentary elections, Assembly elections, Zila Parisad elections, Municipal's elections and Panchayat elections. These plan thereafter also adopted in all the districts by Government of Punjab.A number of innovative election practices suggested at Giddarbaha Bye-Election were adopted by ECI under Mr. TN Seshan CEC. Introduced simplified & encoded all procedures pertaining to all public dealing departments in simple Punjabi for the benefit of common man, which helped in demystifying the office procedures for the general public. Also finalized service rules and ensured simplification/ standardization of procedures, especially in staff anised State level Pendu Khedan (Rural Games): Organised the first State level Pendu Khedan (Rural Games) in district Sangrur during the last period of militancy which helped people gain the confidence and upped their morale in fighting militancy to the anised Bal Nain Jyoti (Children Eye-sight) camps through the Government/ other Schools in district Sangrur where all school going children and girls upto the age of 25 years were tested for eye-sight and eye related issues. About 16,000 needy children were provided with free spectacles and further medical help wherever required.
