JOB DESCRIPTION

|TITLE: Meter Reader |DEPARTMENT: Finance |

|FLSA STATUS: Non Exempt |PAY BANDS: 4, 5, 6 |

General Purpose

Responsible for reading meters and documenting water consumption, as well as the inspection of water meters for proper operation.

Essential Duties and Responsibilities

The following essential duties and responsibilities are required at all Pay Grade Levels.

• Operates computer to create and complete work orders and service requests.

• Operates light equipment including vehicles and hand tools.

• Reads meters and enters readings into hand-held device.

• Performs all duties in conformance to appropriate safety and security standards.

• Turns service off for nonpayment, illegal connections, or new occupants that have not applied for service.

• Complete annual safety requirements, as assigned by your supervisor.

Additional essential duties and responsibilities for Meter Readers at pay Grade 5 or higher

• Create, search, and update service requests and work orders.

• Operates sump pump.

• Performs minor repairs on water meters.

• Identifies a qualifying backflow device.

• Trains and mentors lower level associates in policies and procedures.

Additional essential duties and responsibilities for Meter Readers at pay Grade 6

• Evaluates security and operational procedures and makes recommendations for improvement.

• Train new meter readers or cross train employees from other departments.

• Prepares observations of proficiency and provides mentoring for lower level department employees.

• Reports illegal connections to District’s water and/or sewer lines.

• Performs backflow device repairs and also meter change outs on meters 1 inch and larger.

Other Duties and Responsibilities

The following Other Duties and Responsibilities required for Billing Associates at all Pay Grade Levels

• May perform portions of the work of higher or lower classified positions, occasionally, as assigned.

• Provides excellent customer service while out in the field.

• Performs general facilities maintenance including general building and grounds upkeep.

• Routinely performs operational troubleshooting and preventive maintenance on office equipment.

• Serves on various employee or other committees, as assigned.

• Keeps the inside and outside of District-owned vehicles clean.

• Adheres to vehicle maintenance schedule.

• Performs related duties as assigned.

Required Knowledge, Skills and Abilities

• Operations, services, and activities of a water utility.

• Knowledge of GCWSD reconnection fees.

• Basic computer skills including Windows, Microsoft Word, and Excel.

• Ability to interact professionally with internal and external customers.

• Ability to communicate effectively verbally and in writing.

• Ability to establish and maintain effective working relationships with employees, other departments and the public.

• Ability to understand and carry out written and oral instructions.

• Knowledge of office, public, and business procedures.

• Ability to work safely.

Desired Education and Experience

Meter Reader Pay Grade 4

• High school diploma or equivalent

• 1 year of related work experience

• Valid SC Driver’s License

Meter Reader Pay Grade 5

• High school diploma or equivalent

• 2 years related work experience

• Valid SC Driver’s License

Meter Reader Pay Grade 6

• High school diploma or equivalent

• 5 years related work experience

• Valid SC Driver’s License

• Backflow Testing Certification

The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by the job include close vision, distance vision, and the ability to adjust focus.
