The primary purpose of this position is to develop, coordinate, oversee and manage the Idaho Office of Emergency Management (IOEM) Training and Exercise (T&E) Program. Ensures IOEM training and exercise events and/or support are developed to meet Homeland Security Grant Program (HSGP) and/or Emergency Management Program Grant (EMPG) guidance using Homeland Security Exercise and Evaluation Program (HSEEP) methodologies, National Training Standards and national training and exercise “Best Practices”. Ensures timely sharing of feedback from IOEM training and exercise events with IOEM management and staff, and federal, state, tribal and local stakeholders for evaluation with current plans and procedures and/or grant guidance compliance.DUTIES AND RESPONSIBILITIES:1. IOEM Training and Exercise (T&E) Program Manager. Develops and executes the IOEM T&E Program adhering to published Homeland Security Grant Program (HSGP) guidance and Emergency Management Program Grant guidance (EMPG), using Homeland Security Exercise and Evaluation Program (HSEEP) methodologies (seminars, workshops, drills, table-top exercises, functional exercises and full-scale exercises). The IOEM T&E Program will focus on meeting the training and exercise requirements of the IOEM. Coordinates with IOEM Senior Management and Program Managers, and the Idaho Emergency Operations Center (IDEOC) Staff, Emergency Support Functions (ESFs) and Reservists/Volunteers. Ensures the listing/ publication of IOEM training events and exercises on the annual IOEM T&E Calendar, the annual Multi-Year Training and Exercise Plan (MYTEP), and are completed and documented to include timely After Action Reports and Improvement Plans (AAR/IP) within 90-days of the conclusion of an exercise. May oversee contracted workers for specified project activities. Maintains and accounts for IOEM T&E Program resources. Under direction of the Operations Branch Chief, may serve as the primary point of contact (POC) for IOEM organized state-level exercise development.2. Attends training and exercise currency and program enhancement training as necessary for a full understanding of HSEEP methodology, Master Exercise Planning and national training and exercise “Best Practices”. Participates in IOEM and IDEOC training and exercise activities as appropriate. 4. IDEOC Staff Training and Exercise (T&E) Program. Develops and maintains the IDEOC Staff T&E Program. Under direction of the Operations Branch Chief or IDEOC Manager, coordinates the training, exercise and education activities for all IDEOC Staff, ESF Coordinators and Reservists/Volunteers. Maintains accurate records of all IDEOC Staff T&E activities. Reports IDEOC T&E activities to the IOEM Training Specialist for inclusion in the Idaho Learning Management System (LMS). Coordinates with IOEM Senior Management and Program Managers, and the IDEOC Manager, Section Chiefs and IDEOC Coordinator to assess staff training and exercise needs and requirements. Conducts at least one full-scale exercise annually, and no less than one exercise of any type each quarter, for a total of five (5) exercises per calendar year that are progressive in nature building upon previous exercises. Develops and maintains the IDEOC T&E calendar. Submits the IDEOC T&E calendar to the IOEM Training Specialist for inclusion in the State Master Training and Exercise Calendar on the Idaho LMS.5. IOEM Training and Exercise Plan Workshop. Designs and conducts the annual IOEM Training and Exercise Plan Workshop (TEPW) as required by federal grant programs. Coordinates workshop attendance to include “whole community” representation--elected officials, Idaho Emergency Managers, State Agency Emergency Coordinators, Emergency Support Function (ESF) representatives and IOEM Program Managers. Synthesizes data collected at the annual IOEM TEPW to update and publish the annual Multi-Year Training and Exercise Plan (MYTEP). Ensures the MYTEP addresses capability target gaps identified through the annual Threat Hazard Identification Risk Analysis (THIRA), State Preparedness Report (SPR) and After Action Report and Improvement Plan (AAR/IP) processes. 6. Consultation and Liaison. In coordination with IOEM Area Field Officer’s (AFOs), provides support, assistance and coordination, when requested, to various local, county, tribal, and state POCs to ensure requested sub-grantee training and exercise requirements are effective, measured and appropriate. When requested, responds to inquiries regarding external training and exercise guidelines, rules and standards; reviews, researches and recommends solutions to remedy training and exercise issues and resolves conflicts. Coordinates cost effective training offered by approved providers to state, tribal, local and private entities. Oversees the implementation, utilization, management and maintenance of the Idaho Learning Management System (LMS). 7. State Training and Exercise Officer. Under direction of the Operations Branch Chief, may coordinate with FEMA Region X (10) and the Department of Homeland Security (DHS) regarding issues integral to state level training and exercise program execution. As directed, may serve as the IOEM POC for consortium training centers, Emergency Management Institute (EMI) training applications, and all federal training and exercise information. 8. Provides leadership and supervision to assigned personnel. Assigns and/or monitors work and training and ensures accountability of assigned personnel to include utilization of time and resources. Approves leave, work schedule, and timesheets. Sets performance standards and appraises the performance of reporting subordinate(s). Provides written and verbal performance feedback, coaching and counseling. Provides input for performance based incentive awards to the Branch Chief. Reviews and approves/disapproves requested personnel actions of assigned staff. Advises the Branch Chief regarding the allocation/reallocation of full-time position (FTP) resources to best meet current and projected program requirements throughout the Training and Exercise Section. Promotes a respectful workplace that complies with policies of the Adjutant General. Observes and ensures compliance with all applicable laws, rules, regulations and policies and serves as a role model for EEO, security, and workplace safety practices at all times.9. On a voluntary basis, attends training and performs duties as the on-call IOEM HAZMAT Duty Officer several times per year, on a 24/7 weekly basis, in accordance with established rotation schedule. Facilitates emergency conference calls with Local Incident Commanders, and other supporting agencies. WORKING CONDITIONS / PHYSICAL EFFORT: The majority of the work is sedentary and performed in an office environment. Oversight activities may require incumbent to travel and work long hours. Incumbent may spend up to 20% of their time in the field with outdoor exposure to all types of weather; driving and walking over rough, uneven surfaces; standing, stooping, reaching; and occasional lifting of moderately heavy items such as equipment or supplies up to 50 pounds.
