Perform Payroll auditing and analytical work of a highly technical nature associated with Payroll policies, processes, business practices and procedures. Ensure that compliance with County policies, collective bargaining agreements, as well as state and Federal requirements are maintained. Troubleshoot issues related to the integrity of data that moves to and from the County’s Payroll/H.R.I.S. and various third-party benefit providers. Maintain confidentiality of highly sensitive and personal information. Act as primary back-up to the Payroll Director as well as contribute to the overall success of the Human Resources department.Perform professional duties related to the review, assessment, and development of business processes. Incumbent independently performs business process analysis; comparison of same to existing and new systems and/or other assigned disciplines; document, recommend, and make process and configuration changes to one or more operating functions and/or systems; and perform strategic business analysis to support internal and external customers. Tasks assigned to this level require an in-depth and broader understanding of problem identification, analysis and resolution. Knowledge of Payroll/HRIS systems or similar systems; application software including presentation, spreadsheet, flow charting and word processing applications; methods of developing business process specifications; procedures and methods for testing business functions within computer systems; principles and practices of producing effective project documentation including business functions, desk manuals, and configuration documentation; principles of public administration, organization and management, business information systems and practices; principles, practices and techniques of customer service; customers’ current business processes; statistical methods, group decision making processes, project team development, facilitation techniques, methods and techniques in conducting analytical studies and systematic approaches to problem solving; time management and organizational skills; project management techniques; techniques for managing change; English grammar, punctuation, spelling and usage.A Bachelor’s degree in Human Resources or Business Administration or related field from an accredited college or university in a field directly related to the administrative, management or fiscal duties of this class; and three (3) + years of experience in business process analysis, major computer system implementations, change management, large group facilitation, and/or major analytical or research studies; or equivalent combination of education, training and experience to successfully perform the essential job functions.DEPARTMENT:Human ResourcesSALARY RANGE:D.O.Q.APPLY TO:Will County Human Resources Department 302 N.
